Which one is our priority for securing a digital future for Zimbabwe? The Honourable Speaker's position while providing a clear, logical, and data-informed counter-argument we appreciate his efforts and submission. Let us have a conversation on our priorities in the current Zimbabwean context which we presented yesterday: This is... a critical national conversation on our digital future. The proposition of a Google data centre is undoubtedly appealing. Building a centre of Technological Excellence that houses multiple Tech companies and a Start-up Ecosystem is also prudent, though we are calling it a Technology Park. However, I was of the following view which I am willing to be criticised and guided on. The strategic prioritisation of a national ICT Park ecosystem currently is the foundational path to sustainable, sovereign growth and capacity for Zimbabwe. We are reaching out to every province through the Digital Centres, Innovation Hubs at Universities and Colleges. Infrastructure which we need to capacitate better. This is a decentralised system utilising and expanding the infrastructure we have. The central question is not if we want major players like Google; that is not questionable, but when, how and on what terms. Why are we building our own foundation, house, techno park and mini ICT Parks in the provinces and districts? We absolutely need at least a one hyperscale data centre, but centralisation in the current and future environment can be restrictive. This was our plan: 1.The Foundation Before the Skyscraper: Capacity and Traffic We need to increase our national data volumes and internet traffic . Our urgent priority should be upgrading our national backbone, specifically the Optical Fibre on Power Transmission Lines (e.g., Powertel's network from Insukamini to Johannesburg), to peer efficiently with global giants. This builds the foundational "digital highway" we manage. 2.Generating Traffic Through Digitalization A data centre is a response to demand, not a creator of it. We must first drive digitalization aggressively through digital payments, process automation, and e-governance to generate the significant local traffic that would make a data centre viable. Furthermore, we must incorporate Edge Computing strategies to process data closer to the source, a more efficient model for our current needs and in compliance to our Cyber and Data Protection Act which we can amend if need be. Being a regional internet and cybersecurity hub is crucial as the Speaker alluded to me mentioning it to SADC Parliamentary Forum, this is the ultimate goal. 3.PPPs are key to lessen the burden to the fiscus and we are ready to accommodate organisations willing to assist government.(Cont)show more

The conversation continues,on Thursday last week, I made a presentation at the Zimbabwe National Defence University on "The Impact of Artificial Intelligence on National Security of Zimbabwe ," our vision for a secure, sovereign digital future to the future leaders. AI is a present reality, not a distant future. For Zimbabwe, our strategy is clear, treat AI as a geostrategic imperative ,champion data sovereignty as non-negotiable and urgently build home-grown AI capacity and talent. This is our national call to action mobilizing a whole of nation approach. As Minister of ICTPCS, I remain committed to leading this charge through collaboration and innovation. Our data is our asset. Our innovation is our shield. We will build our AI capabilities, protecting Zimbabwe while harnessing technology for public good. #WATCH | India AI Impact Summit 2026 | Delhi: Founder Chairman and CEO of Sampark Foundation & former CEO of HCL Technologies, Vineet Nayar says, "...From an employment point of view I think it is very important for us to understand that Indian companies, including Indian IT companies, are going to be profit-driven and therefore if you believe that they are going to create employment you must be dreaming. Therefore, the question is how do we create employment in this environment, and that employment comes from mass scale startups, which is what this government has already doing. So, how do we create new sets of people who are trying to solve new sets of problems not new sets of technology and if we do that we will get it right. I think we as Indians have to be very careful on who does data belong to and that is the debate we have a problem with. The LLM models which exist worldwide are far superior than the Indian models. Unfortunately, in India, we never develop products, so therefore we do not have SLMs and LLMs which are world-class. On one side, we have global LLM products which are coming to India and trading on our Indian data. Should we allowed that or should we not allowed that? But on the other side if we don't allow that then we have the data but we don't have the LLM models. So, how do we encourage technology completely to develop the LLM models. This needs radicals strategic thinking and a very important aspect otherwise we will either give up a data. So, I think it's a very critical aspect for us to think about - who does this data belong, what is the kind of incentives we are going to give to develop LLM technologies or SLM technologies fast so that we train on our data otherwise an LLM will come in with our data and we'll immediately see return and we'll celebrate and we will do all these kind of press releases but the India will lose a competitive advantage on something which is very critical for the next decade."

And the consumption data is owned by the United States... China has at least a 10 year lead on India in this space. But the Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path. As this year’s #UNGA activities wind down, we must remember that this is not the end. It is in all our interests to choose the future we want and to guide our world towards it. The journey continues. Let’s keep going.

The children of Auchtertool made this video to tell us how they feel about the hyper scale data center planned for our village. Please take a few minutes to watch it. But this isn't an Auchtertool problem - it's a Scottish one. The proposed data centre would need roughly half the power currently used by every home in Scotland combined. Who is paying to build all that extra capacity? It would also swallow huge amounts of water, and take much-needed farming land out of the food chain, which we all rely on. And to be clear - this isn't about being "anti-Al". A data centre like this powers the everyday: your photo storage, your online shopping, and yes, Al too. The question isn't whether we need infrastructure. It's how we build it safely, and sustainably. And how the people of Scotland benefit from it. At this scale, the only obvious winner is the developer. It's not obvious what the tangible benefits are for the people of Scotland. The United States understands very clearly that without India’s data it cannot remain a superpower. It is only the United States combined with Indian data that can truly compete with China. Without Indian data, America cannot effectively compete with China. They understand this. But we do not. Our political class does not seem to realise it. India has one of the largest pools of data in the world, yet we are simply giving it away. We are handing it over for free. So, for me, there are three central things we must focus on. First, we must protect our data. Second, our people must live in harmony - secure, protected, and not fighting among themselves. And third, we must seriously compete with China in production and manufacturing. If we do these three things, nobody will be able to challenge us. But if we give away our data, fail to produce anything, and allow our people to fight among themselves, then we are heading for trouble. And my concern is that this is exactly the path we are currently on. Our people are being made to fight - one religion against another, one language against another, one caste against another. At the same time, we are not producing enough, and we are handing over our biggest strategic asset to the United States. Third, we have software that allows radars to keep working even under electronic warfare jamming. In real time, we analyze enemy frequencies and respond to them. This iPad gives full control of the situation because we have a system for using our defense tools. If a “shahed” needs to be stopped in the Emirates – we can do it. The whole point of decentralization is to have the infrastructure as diversified as possible to ensure maximum security for the project. As we were starting out and were still small, we had to test multiple different providers, including smaller ones, to find the best options for the project based on three different criteria: price, security level, and scalability. As we moved forward and got introduced to different connections, we transitioned to enterprise-level providers. We are still in talks with many of them and actively searching for more, as this is a never-ending process. This showcases how small and diversified our infrastructure is and also must be in the future, as this is the key to decentralization.
