It doesn't seem to be so. In your character display you can keep on playing her gacha animation and get all 3 randomly. Ig that would work differently from the actual pulls but I feel it is just random

Iirc I got gold hsin and its not on 10 pulls its more like on 30-40 ish, after I lost to Calcharo on 30 pulls
