When ETOH is delivered in a vehicle like whiskey or other beverages containing water, it kills bacteria more rapidly than ETOH by itself. Water allows the ethanol to penetrate the cellular walls of the bacteria immediately whereas ethanol alone will cause the bacteria to create a barrier -I think it's a protein barrier - which slows penetration.
