Suella we were being failed back in the 70s and 80s. Admittedly we had technical studies and other components of education. But honestly the failure after we left school was chronic. YTS schemes were widespread, the new answer to apprenticeships. It was ultimately cheap labour. £27.50 a week for some serious hard graft as a 16 year-old. If you got into the wrong placement it wasn't a good environment to be in. Safeguarding just didn't exist.
