She is most likely the actual speech writer. She is reciting the words in her head so intensely that she is oblivious to the facial expressions she is making. See how fast she jumps in to make the correction.

She does have papers in front of her, she could be the speechwriter, however half the time she's not even paying attention, it's almost subconscious, and to know it so well she can mouth it in real time? including what looks like a mistake? it's defiantly ...odd
