Driving rules says: We need to (1) Signal and (2)Give priority. The car had priority. Cyclist signaled only. Cyclist did not offer priority. Cyclist is in the wrong.

The bicyclist technically did signal but he should have given more notice before turning.

Bike guy is supposed to keep his arm out until he is in the turn lane. He should also wait for faster traffic to pass before cutting out across lanes.
