Ducks stay still in the rain to avoid getting wet. Their feathers are waterproof due to an oily substance secreted from a gland near their tail, which helps water slide off easily. Baby ducks don’t have this, so their mothers have to provide shelter:

Ironically it's so they won't get wet. They have a covering on their feathers that is waterproof. By keeping their wings at their sides and standing still, they minimize any rain penetrating their waterproofing.
