Air defenses have a certain amount of missiles they can handle at the same time, and above that, all the extra missiles will reach their target. Without a saturation strike about 15% of the regular missiles bypass the air defenses. Special advanced missiles can bypass air defenses without saturation strikes, but their number is limited. Why no saturation strikes happened so far ? Could be for several reasons : 1- Initial Israeli strike limited the Iranian capabilities or 2- Reserved for maximum escalation scenarios that involve the USA or massive Israeli strikes. Both sides did not use their maximum capabilities
