Why is it a crime for the NYPD to deploy jiu jitsu tactics?

Realized after I posted this video, it is a skit but regardless these same tactics are illegal for the NYPD to deploy. You cannot train around 10-181 nor should any department have to. It’s illogical to tell officers when they reasonably fears serious physical injury or death to themselves or another they can deploy deadly physical force but never compress the diapraghm or restrict air or blood flow to the neck.

In NYC they would be 8 cops on the dude cause the NYPD budget is that of a small army. This notion that cops are at risk of being fired for accidentally restraining the diaphragm is laughable. Only 1 cop (out of 35K involved in 100s of thousands of interactions) was dumb enough to get himself arrested for strangulation after using a chokehold for the second time in his career. He did not learn his lesson after being disciplined the first time. The cops in the incident below won’t even get fired.
