Why Nigeria Has Two Different Criminal Laws: Criminal Code vs. Penal Code Explained

Even Southern Nigeria should have different criminal codes. For example, in the South West producing fake drugs, fake infant food, fake drinks etc should be treated as attempted mass murder, with life imprisonment.
