The token acts as proof that the driver either stopped the train at the station or at least slowed down the train at the junction to allow other trains to pass. The next immediate station will know about the violation if a malicious driver skips the previous stations.

This is only used in heritage railways today. Tokens has been replaced by signals like what you see on the roads(and in this case rails)today
