Why is she talking to him in that pathetic voice? "Are you okay, are you sure?," I would have told him in no uncertain terms to fuck off.
Why ask him if he's ok? It just encourages the weird behavior. Tone of voice needs to be way firmer too. He might not speak English for all she knows. The softly, softly voice just doesn't help the situation. Creeps will read into a situation what ever they want.
