It’s right by Union Station and appears to be (and IMO is most likely) a Los Angeles City owned or leased laydown area for railway materials for the metro and train tracks. Which, if true, is even creepier because that would mean the land wasn’t private commercial land but government owned or leased.

Would be VERY interesting if related in some way… Also this railway material laydown yard would be a VERY convenient holding area for human traffickers in between handoffs since it’s literally by Union Station and a major Los Angeles freeway interchange…
