What a beautiful speech by a completely incompetent man. You can't help but believe that he had good intentions but he failed miserably. And he's open about it. And that he's deeply sorry for it.

And, most importantly, he appointed Putin, thus saving Russia.

He was right. The new generation really changed things for the better for the Russians.

To be fair, Biden did not resign. He's still president. He just dropped out of the race for the upcoming election.

The difference between the two is Biden is probably dead? So he can't come out and do a press conference.

my old man remembers watching a portion of this on the news at the time. you can see Yeltsin was pretty much done here, physically and mentally. And yet he still delivered this address.
