If we were to write a Hani Memorandum today this would be one of the central tenets of the memorandum. What else would go into the memorandum?

This was Cadre Deployment not what people who don’t know the meaning of the word “cadre” refer to as Cadre Deployment. The only thing wrong with cadre deployment proper is exclusion of non party members. But regarding skills, cadre deployment as seen in China and Singapore means deploying the best and most fit for purpose within a party #JustAThought

Wow 👌🏾 interesting. Obviously there are strong arguments for and against this approach. Democracy ultimately leads to the popularity idea. Then we resort to prequalifying criteria to prevent popular rogues from “emerging”

Absolutely correct, the likes of Zizi Kodwa, Thulas Nxesi, Gwede Mantashe, Pravin Gordhan, Noxolo Kiviet, and many others are in cabinet but lacks capability. The sacrifice has, over the years, destroyed government abilities to deliver quality services.

The Polokwane conference went against this principle & brought thugs who happened to be popular into government. This is why we're here.
