I understand this framing will always be prevalent at a popular science level, but since organisms act in the world rather than a simulation of it, connecting the simulation to the environment which must be acted on requires an unrepayable loan of intelligence.

A pretty damn accurate simulation. In fact for the world as you experience it - spot on Which is amazing? Not really it is the world as you experience it. Is there a tendency to “sex up” predictive processing? “Controlled hallucination” “It appears like…” (because it is)

I think ‘perceiving’ might be a better word than ‘predicting.’ For example, we may perceive some sound to be a bird when it can be just a noise coming from a toy or a machine.
