I am grateful to the leaders and representatives of nations who refuse to turn a blind eye and speak openly about this dangerous collaboration aimed at increasing the scale of the war. About the supply of weapons from North Korea to Russia. About how Russia might repay Pyongyang for this assistance. It’s why they’re increasingly involving North Korea—and in a matter of days, North Korean soldiers may join the battlefield against Ukraine. Ukraine could soon be forced to fight North Korean troops in Europe. These are the conditions we face, where a lack of stronger decisions from our partners to support Ukraine only encourages Putin to invest further in terror. The world can stop this war from unfolding. Words and abstractions are not enough. Concrete steps are needed. We have outlined all such steps in the Victory Plan—the actions that will prevent the aggressors from becoming even more emboldened. We expect greater pressure on Russia. Unfortunately, terror can spread like a virus when it faces insufficient resistance. Now, that resistance must be strong — enough to counter this threat. The first battles with North Korean soldiers mark a new chapter of global instability. Together with the world, we must do everything to ensure that this Russian step toward expanding the war—this true escalation—becomes a loss. A loss for Russia and North Korea alike.

Russia not only sends the North Korean troops to storm Ukrainian positions, but also tries to conceal losses of these people. They tried to hide the presence of North Korean soldiers. It was prohibited to show their faces during training. The Russians attempted to erase any video evidence of their presence. And now, after first combats with our warriors, Russians are trying… to literally burn the faces of North Korean soldiers killed in battle. This is a demonstration of disrespect, which is currently prevalent in Russia, a disrespect to everything human. There is not a single reason for North Koreans to fight and die for Putin. And even after they do, Russia has only humiliation for them. This madness must be stopped—stoped by a reliable and durable peace, as well as Russia’s accountability for this cynical war.

We see this clearly in Ukraine. While President Trump pushes for a peaceful resolution to a horrible war, China continues to fund Putin's war machine. Iran continues to supply technology and weapons. And North Korean combat troops remain in Russia on Ukraine's border. And of course, there's a confluence between Russia, Iran, and Venezuela, and their dark fleet of oil tankers that is helping to fund the war. In the Arctic and the high north, we see a similar trend. Russian and Chinese vessels are conducting more and more joint patrols.

Today marks six months of the Kursk operation. With our active operations on Russian territory, we have brought the war home to Russia. That is where they must feel what war truly means. And they do. I thank every Ukrainian warrior and every unit involved in operations in the Kursk region. They have shown the world that, even with limited resources, we can act decisively, unexpectedly, and effectively. We continue to expose Russia’s bluff for what it is. We are defending our cities—Sumy and Kharkiv—and significantly increasing our exchange fund. Hundreds of Russian soldiers are now in our captivity—soldiers we will change to bring Ukrainians home from Russian prisons. Among the captured are also North Korean soldiers—they were wounded in battle, with severe injuries, and are now receiving medical treatment. Their presence is undeniable proof that Putin has drawn yet another country into this war—North Korea—and is training them in modern warfare. This poses a threat to everyone, especially to every nation in East Asia. I am grateful to all our partners who understand how crucial it is to stop Russia now, so that there is no need to fight in years to come.
