Zelensky: We very much hope that Ukraine will receive licenses to produce Patriot PAC-3 missiles — so that we could help other countries as well that might face this need, as we now see in the Middle East. Everybody needs it. Ukraine has not yet received licenses for Patriot production. I believe we can receive it in the future — or we can build our own system.

What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. ZELENSKYY: We see that Russia is increasing its internal production of ballistic missiles. And we have deficit of anti-ballistic missiles. This is big problem. United States can produce 60 to 65 missiles per month. For today's challenges, it's nothing. We need to increase and expand production. I asked previous U.S. administration, and I'm asking today's U.S. administration: give Ukraine licenses, and we will increase production of Patriot missiles. It will be very helpful for us. A few days ago, President Zelenskyy said Ukraine has run out of missiles for some foreign air-defense systems. Given that Russian missiles keep destroying Ukraine’s energy and civilian infrastructure – earlier in Kyiv, Dnipro, and Kharkiv, and in recent days in Odesa and the surrounding region – I asked him to elaborate on the state of our air defense. I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system. It is an excellent system. There are others as well. But today’s wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles.That is a fact. And we must respond to that fact. Those who defend life need more Patriots. We have also discussed Patriot production licenses with our American partners. We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. We are also continuing our sanctions work in Ukraine. Norway and Germany have agreed on a joint project to supply air defense systems to Ukraine. As soon as there is confirmation from the United States that they will let Germany replace the Patriot system, then it can be sent to Ukraine, with Norway participating in the funding of the Patriot System. Ukraine is so thankful to all Allies who help us protect our skies from Russia. What Germany is now doing is sending a clear signal that Germany is ready to contribute Patriot system, but I can fully understand the Chancellor to need a message back from the US that they can have a replacement. ... And then when this comes in order, and I hope it will happen soon, Norway is ready to split that bill. We are ready to make a very significant contribution, because it's the nearest operative solution that we can contribute, and we can do that with a partner who we know and who we trust, and that's why we have made that reservation in our budget to be able to do it very swiftly. Chancellor Merz: The Defense Ministers are currently negotiating a general commitment from the US government to hand over the Patriot systems to us, to Germany, and to the European Union, and that we will then deliver the existing Patriot systems to Ukraine. So, we will deliver and we will get a replacement. But this replacement has not yet been achieved.

We raised it with the previous U.S. Administration, and we continue to discuss it with the current one – namely, providing Ukraine with licenses to produce such systems, Patriot systems. And it's not only about Ukraine – it's to all the Europeans who have such capabilities to start and to produce it massively. Current Patriot production capacity is simply not enough to meet all the existing and potential threats around the world. Ukraine has already shown, across many types of weapons and especially in drones, that we can move fast and produce modern systems at scale. So I ask for your support at the political level to help achieve positive decisions on these licenses as well. From an address to the participants of the NATO–Ukraine Council meeting in Kyiv (5/5).
