President Zelenskyy: You know, in Ukraine, it is said, "Everybody remembers only the last words." My last words have been several times to President Trump, "Don't forget about our defense, don't forget about Patriots." This is very important for us during this winter. Friends, in order to survive this winter, we need not just generators (which are very important) but also air defense - this is crucial to stop Russia from destroying more and more of Ukrainian infrastructure. The more air defense systems and missiles for them Ukraine has, the safer Ukrainian civilians will be. The more lives will be saved.

It does so consistently, systematically, and insanely, waging war specifically against people, against life, in a way intended to cause more pain. The world sees this. The world must not stand aside. Partners have Patriot systems in sufficient numbers, and the ability to produce defense systems is there. What is needed are political decisions and real results in protecting lives. Eternal memory to all victims of Russian terror. I thank everyone who helps Ukraine, especially with air defense! I thank everyone who stands with us, with Ukraine, with our people! Glory to Ukraine!

It is important to continue working together on the resilience of Ukrainian communities – and therefore on the experience of resilience that will be useful to communities in your countries. It is enormously helpful for Ukraine to feel that we are not alone in our defense. People in your countries, as well as here in Ukraine, must continue to feel that evil will not prevail. Ukrainians understood long ago that NATO would not close our skies. But look: Ukraine had no weapons at the beginning of the full-scale war in 2022, and now, in 2026, Ukrainian drones are striking targets deep in Russia’s Ural, while Putin is afraid to hold a military parade on Red Square in Moscow without extraordinary security measures. Ukraine tries to shoot down every possible Russian drone, including those flying toward neighboring countries such as Romania, Moldova, and Poland. Since last night, first responders and all necessary services have been working wherever needed. As of now, at least 83 people have been confirmed injured since midnight. Tragically, there are fatalities. My condolences to the families and loved ones. It was a heavy attack – 90 missiles of various types, many of them ballistic missiles – 36 in total. There were 600 drones. Unfortunately, not all of the ballistic missiles were intercepted – the largest number of hits was in Kyiv. Kyiv was the primary target of this Russian attack. Putin can’t even pronounce the word “hurrah” clearly anymore – slurs and mumbles – yet he is still vanquishing residential buildings with his missiles. Launched three Russian missiles against a water supply facility. Burned down a market. Damaged dozens of residential buildings. Hit several ordinary schools. Launched his “Oreshnik” against Bila Tserkva. They really are unhinged. It is important that this does not pass without consequences for Russia. Today, everyone in the world who will not stay silent and chooses to help Ukraine is a defender of life. It is critically important to continue working to secure air defense for Ukraine, especially anti-ballistic capabilities. We are doing our best to achieve peace and protect people – everything. It is important that Ukraine is not alone. Decisions are needed – from the United States, from Europe and others – to make that old “Oreshnik” in Moscow finally utter the word “peace.”

I spoke with NABU Director Semen Kryvonos, SAPO Prosecutor Oleksandr Klymenko, Prosecutor General Ruslan Kravchenko, and Head of the Security Service of Ukraine Vasyl Maliuk. We discussed various challenges. The anti-corruption infrastructure will work. Only without Russian influence, it needs to be cleared of that. And there should be more justice. Of course, NABU and SAPO will work. And it is important that the Prosecutor General is determined to ensure that in Ukraine the inevitability of punishment for those who go against the law is actually ensured. This is what Ukraine really needs. The cases that have been lying dormant must be investigated. For years, officials who have fled Ukraine have been casually living abroad for some reason – in very nice countries and without legal consequences – and this is not normal. There is no rational explanation for why criminal proceedings worth billions have been “hanging” for years. And there is no explanation why the Russians can still get the information they need. Important is – without Russians. Important is to have an inevitability of punishment and that society really sees it.

I participated together with António Costa António Costa in the Congress of Local and Regional Authorities. Sweden’s Foreign Minister Maria M Stenergard was also with us today. I want to thank all our friends in Europe and in other parts of the world who come to Ukraine, who visit our regions and see what Russia is actually doing, and how important it is to maintain support for Ukraine at a sufficient level. It is precisely the sufficient level of support for Ukraine that provides one of the elements of pressure on Russia. The second element of pressure is sanctions against Russia. We are working together on both of these elements. I ask all of you – every community, every community leader – to be active in this, both at your own level and in contacts with partners. Always, please, promote the need to provide further support. Everyone can see that Russia does not stop its attacks. Everyone can see that the consequences of Russian strikes are most devastating for our ordinary cities and villages, for Ukrainian civilians. Europe is organized in such a way that the voices of communities often carry no less weight than the voices of states. That is why it is important for communities to remain active.

This is not an easy task, but it is one of the security guarantees for Ukraine – and it will work in the long term. In Washington, I spoke with defense companies that produce Patriots and other weapons we need. The willingness to work with Ukraine is fully sufficient – Ukraine is trusted. It is important that there be enough support for this at the political level in Washington.

Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.
