1.72 times is not too bad! Japan is low crime as it is, and we're talking about people coming from higher crime countries. The crime rates for foreigner's in Sweden are crazy high. They're blowing up and shooting each other like a war zone.

You can make excuses but the cases you layed out with blanket foreigner rules are by definition discrimination. Even if we speak Japanese and do good, we now walk around with a stigma that foreigners do something and we have to deal with that. Just because of appearance.

Agreed, until they travel to other countries. Culture is a natural experiment conducted on an unsuspecting population, and the results are not noticed by the people who have only ever known that condition. When Japanese come visit US cities, for example, many are seeing for the first time what it’s like when people do not have shame, and do not follow rules or norms.
