(CCG) vessels this morning, 24 July 2026, while carrying out the Kadiwa ng Bagong Bayaning Mangingisda (KBBM) program in the vicinity waters of Bajo de Masinloc (BDM)—an initiative of the national government to deliver fuel subsidies and provisions to Filipino fishing boats, and to ensure the safety and security of Filipino fisherfolk exercising their legitimate rights in their traditional fishing ground. At approximately 6:26 AM, CCG vessel 3107 fired its water cannon at BRP Cape San Agustin (MRRV-4408) from a distance of approximately 400 meters, while the PCG vessel was conducting a maritime patrol approximately 15 nautical miles northeast of BDM. Prior to the incident, MRRV-4408 was being shadowed by no fewer than six CCG vessels, alongside Chinese Maritime Militia vessels operating in the area. At around 7:35 AM, CCG vessel 21581 began directing water cannon fire at the DA-BFAR vessel BRP Datu Paduhinog (MMOV 3017), which was en route to conduct its regular MCS mission approximately 12 nautical miles northeast of the shoal. CCG 21581 recklessly closed to a distance of approximately seven (7) meters off the port bow of BRP Datu Paduhinog—a maneuver that placed Filipino personnel at serious risk of collision. It is worth noting that the CCG vessel had deliberately switched off its Automatic Identification System (AIS), concealing its identity in violation of international regulations on safety of navigation. At approximately 7:53 AM, CCG 21581 scored a direct water cannon hit on BRP Datu Paduhinog, followed by two more direct water cannon attacks at around 8:00 AM. Shortly thereafter, BRP Datu Paduhinog experienced a temporary loss of its satellite internet connectivity while transiting approximately 10 nautical miles northeast of BDM; connectivity was restored at 8:36 AM. At around 8:09 AM, Chinese Maritime Militia vessel 00318 was monitored pulling a rope approx 100 meters dead astern of BRP Datu Sumakwel (MMOV 3019), an act that posed a hazard to the vessel's safe navigation. At approximately 8:55 AM, CCG vessel 3303 likewise fired its water cannon at BRP Datu Cabaylo (MMOV 3001) from approximately 300 meters dead astern. Despite these illegal, coercive, aggressive, and deceptive (ICAD) actions, all PCG and DA-BFAR personnel are safe, and the vessels sustained their presence in the area in continued support of Filipino fisherfolk exercising their legitimate rights in their traditional fishing ground. As of 9:30 AM, the PCG monitored a total of twenty-six (26) vessels in the vicinity of Bajo de Masinloc: three (3) PCG vessels, seven (7) DA-BFAR vessels, against twelve (12) CCG vessels and three (3) Chinese Maritime Militia vessels. The PCG strongly condemns the dangerous and unprofessional actions of the China Coast Guard. Bajo de Masinloc is an integral part of the Philippine territory, and its surrounding waters form part of the country's territorial sea and exclusive economic zone. The 2016 Arbitral Award has affirmed that BDM is a traditional fishing ground of Filipino fisherfolk, whose rights cannot be lawfully impeded by any foreign power. The PCG, under the leadership of Admiral Ronnie Gil Gavan and in coordination with the NTFWPS, remains steadfast in adhering to the guidance of President Ferdinand Marcos, Jr. that is to protect Filipino fisherfolk, uphold the rule of law, and defend the country's sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea—without escalating tensions and in accordance with international law, particularly the UNCLOS.show more

PCG and BFAR Deploy Assets to Support Filipino Fishermen in BDM and Escoda Shoal The Philippine Coast Guard (PCG), in collaboration with the Bureau of Fisheries and Aquatic Resources (BFAR), has been actively deployed in Bajo de Masinloc and Escoda Shoal since yesterday. The primary objective is to ensure the safety and security of Filipino fishermen in these areas while distributing fuel, ice, and food packs to extend their fishing operations as part of the Kadiwa para sa Bagong Bayaning Mangingisda (KBBM) Program. Yesterday morning, the PCG monitored a group of fishermen being harassed and prevented from fishing near Bajo de Masinloc by Chinese Maritime Militia vessels and Chinese Coast Guard vessels 3103 and 3303. In response, the PCG vessel BRP Cabra, along with ten (10) BFAR vessels, were immediately dispatched to rendezvous with more than 30 Filipino fishing vessels. Upon arrival, the Filipino fishing boats received fuel subsidies and expressed gratitude to the national government for the support. Notably, the fishermen also reported an unidentified drone flying overhead, seemingly documenting their activities. Additionally, both the PCG and BFAR confirmed that Starlink connections are disconnected upon entering within 12 nautical miles of Bajo de Masinloc. In Escoda Shoal, Filipino fishing boats contacted the PCG vessel to report harassment by Chinese Maritime Militia and Chinese Coast Guard vessels 4203 and 5303, which prevented them from continuing their fishing activities. The PCG vessel BRP Cape Engaño proceeded to their location to provide security. As of this update, the PCG vessel remains in the vicinity to ensure the Filipino fishing boats are not harassed and are safely protected. PCG Commandant Admiral Ronnie Gil Gavan reiterated his commitment that the primary priority of PCG vessels deployed in these areas is to promote peace, stability and rule of law, while fulfilling the goverment’s responsibility to safeguard Filipino fishermen. This is in furtherance of the standing guidance of President Ferdinand Marcos, Jr., to assert the nation's rights firmly without provocation, while prioritizing the protection of our fishermen.

PCG COMPLETES MEDEVAC OF NAVY PERSONNEL FROM AYUNGIN SHOAL DESPITE CCG WATER CANNON AND DANGEROUS MANEUVERS On 08 October 2026, the Philippine Coast Guard (PCG) completed the emergency medical evacuation (MEDEVAC) of a Philippine Navy personnel stationed aboard BRP Sierra Madre (LS-57) at Ayungin Shoal. China Coast Guard (CCG) vessels obstructed the mission and delayed it by nearly ten hours. The PCG deployed BRP Cabra (MRRV-4409) from Lawak Island. At around 7:30 AM, the vessel reached a position about 9 nautical miles north of Ayungin Shoal. CCG vessel 5306, which had been making dangerous maneuvers near BRP Cabra, then activated its water cannon. It kept the water cannon running as it closed in from about 1.3 nautical miles to roughly 400 yards of the PCG vessel, apparently to drive BRP Cabra away from the shoal. BRP Cabra was not hit. To keep the vessel and its crew safe, BRP Cabra moved away from Ayungin Shoal and kept radio contact with the CCG while coordinating with LS-57. The PCG had planned a rendezvous point about 2.5 nautical miles northeast of LS-57. Persistent harassment and blocking by CCG vessels made it difficult for BRP Cabra to approach, so the vessel had to stay about 13 nautical miles north of the shoal for several hours. At 12:52 PM, CCG 5306 again radio-challenged BRP Cabra. To protect the patient and the personnel involved, the PCG moved the transfer to a safer rendezvous point farther from LS-57. The AFP and PCG carried out the MEDEVAC under Philippine authority. At 1:46 PM, BRP Cabra launched its rigid-hull inflatable boat (RHIB) with PCG crew, a Maritime Security Team member, and Coast Guard medical personnel aboard. Within a minute, the CCG deployed its own RHIB, which made dangerous maneuvers against the PCG RHIB throughout the 9.2-nautical-mile transit. LS-57 launched two rubber boats toward the rendezvous point, one of them carrying the patient. At around 3:15 PM, the patient and his companion were safely transferred to the PCG RHIB. On the way back, CCG vessel 21585 made dangerous maneuvers about 500 yards off the PCG RHIB's starboard quarter, while CCG 5306 positioned itself about 600 yards off its port quarter. The PCG RHIB reached BRP Cabra shortly before 5:00 PM with no further incident. A PCG medical officer immediately examined the patient, checked his vital signs, and started intravenous fluids. He is now stable and is being transported to port of Buliluyan for further treatment. The PCG also monitored the following vessels in the area during the operation: CCG vessels 5306, 5009, and 21585, Chinese maritime militia vessel Qiongsanshayu 00119, and People's Liberation Army Navy warship 628. A transfer like this would normally take only a few hours. It took nearly ten because of the CCG's water cannon use, its persistent harassment and blocking, and its dangerous maneuvers against PCG assets. Ayungin Shoal lies within the Philippines' exclusive economic zone, as affirmed by the 1982 UNCLOS and the final and binding 2016 Arbitral Award. Giving medical care to Filipino personnel stationed there is the government's sovereign responsibility, not a privilege granted by any foreign power. Using a water cannon during a humanitarian mission is dangerous and unlawful. It puts lives at sea at risk and violates basic standards of maritime conduct. PCG Commandant Admiral Ronnie Gil Gavan called on the CCG to respect the humanitarian nature of medical evacuation missions in the future. "When a life is at stake, there should be no water cannon, no obstruction, and no delay. Saving a sick or injured person at sea is a basic obligation that every coast guard in the world is expected to uphold. We call on the CCG to value and respect humanitarian missions moving forward, and to act in a manner consistent with international law and the professional standards expected of any coast guard," Admiral Gavan said.

PCG Implements Kadiwa Operation in Bajo de Masinloc and Offers Assistance to CCG Following Maritime Incident In response to the presence of around 35 Filipino fishing vessels in Bajo de Masinloc, the Philippine Coast Guard (PCG) deployed the BRP Teresa Magbanua and BRP Suluan, along with MV Pamamalakaya, early this morning to carry out the “Kadiwa Para sa Bagong Bayaning Mangingisda (KBBM)” initiative. During the operation, Philippine vessels and fishermen encountered hazardous maneuvers and blocking actions from other vessels in the vicinity. In particular, the MRRV 4406 was targeted with a water cannon, but the seamanship skills by PCG crew members allowed the vessel to successfully evade from getting hit. In a related incident, a collision took place between China Coast Guard (CCG) vessel 3104 and People's Liberation Army Navy (PLA Navy) ship 164, approximately 10.5 nautical miles east of Bajo de Masinloc. The CCG 3104, which was chasing the BRP Suluan at high speed, performed a risky maneuver from the PCG vessel's starboard quarter, leading to the impact with the PLA Navy warship. This resulted in substantial damage to the CCG vessel's forecastle, rendering it unseaworthy. Following the collision, the PCG immediately offered support, including assistance with man-overboard recovery and medical aid for any injured CCG crew members. Meanwhile, the MRRV 9701 safely escorted the Filipino fishermen to a secure location, where they are now being provided with essential fuel and supplies. The Philippine Coast Guard reaffirms its dedication to safeguarding all maritime operations in the area and wishes for the swift recovery and proper treatment of any affected CCG personnel.

PCG DEPLOYS VESSELS AND AIRCRAFT TO BAJO DE MASINLOC IN RESPONSE TO CHINESE HARASSMENT Following reports of harassment by Chinese Coast Guard vessels and the Chinese Maritime Militia against Filipino fishermen on March 17, the Philippine Coast Guard (PCG), in close coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), has immediately deployed surface vessels to Bajo de Masinloc (BDM). The mission is to ensure the safety and security of Filipino fishermen and to deliver essential support, including fuel subsidies, ice, and food packs. Fishermen who witnessed the incidents have documented dangerous maneuvers by Chinese Coast Guard vessels 21605, 3107, and 3103, as well as Chinese Maritime Militia vessels. These actions included the repeated use of sirens and the launching of Rigid Hull Inflatable Boats (RHIB) specifically intended to drive Filipino fishermen away and prevent them from exercising their legitimate right to fish in Bajo de Masinloc. This morning, PCG Commandant Admiral Ronnie Gil Gavan directed the deployment of a PCG aircraft for a Maritime Domain Awareness flight over BDM. The flight confirmed a significant presence of both Filipino fishermen and Chinese maritime forces in the area. The aircraft documented the five (5) Chinese Coast Guard vessels, three (3) People’s Liberation Army Navy (PLAN) vessels, and two (2) Chinese Maritime Militia vessels. It also verified the presence of more than twenty (20) Filipino fishing boats operating in the vicinity of BDM, along with the continued presence of yellow buoys installed by China since last year. During the flight, the PCG aircraft actively challenged the illegal presence of CCG and PLAN vessels in Philippine waters. Notably, this was the first time a People’s Liberation Army Air Force asset challenged a PCG aircraft. The aircraft further documented the PCG and BFAR surface vessels currently en route to respond to the ongoing Chinese aggression. The Philippine Coast Guard remains steadfast in upholding President Ferdinand Marcos Jr.'s commitment to ensuring the safety and welfare of Filipino fishermen. Despite the challenges posed by China’s numerous larger vessels, the dedicated men and women of the PCG stand resolute in their mission to safeguard our sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea peacefully in accordance with national and international law including the Philippine Maritime Zones Act, UNCLOS and the 2016 Arbitral Award.

PCG and BFAR Deliver Supplies to Filipino Fishermen in Bajo de Masinloc and Escoda Shoal Amid Chinese Harassment The Philippine Coast Guard (PCG) and the Bureau of Fisheries and Aquatic Resources (BFAR) successfully distributed fuel subsidies, food supplies, and crushed ice to nearly 100 Filipino fishing boats in Bajo de Masinloc and Escoda Shoal today, as part of the ongoing "Kadiwa para sa Bagong Bayaning Mangingisda" (KBBM) initiative aimed at supporting the nation's vital fishing communities. The mission reached more than 50 fishing boats in Bajo de Masinloc and over 40 in Escoda Shoal, providing an estimated 120,000 liters of fuel oil, more than 600 grocery packs, and facilitating the sale of 30 tons of fresh fish catch to the government by local fishermen. This aid underscores the Philippine government's unwavering commitment to bolstering the livelihoods of its fisherfolk in traditional fishing grounds within the West Philippine Sea. In Bajo de Masinloc, PCG vessels BRP Teresa Magbanua and BRP Cape San Agustin, alongside the M/V Mamalakaya and six (6) BFAR patrol boats, executed the distribution despite significant challenges. Philippine government vessels encountered dangerous maneuvers and blocking actions from 11 China Coast Guard (CCG) ships and 11 Chinese Maritime Militia vessels, one (1) PLA-N helicopter, and three (3) PLA-N vessels, delaying the delivery process. For the first time, the PCG documented a CCG radio challenge claiming that the presence of Philippine fishing boats could damage their so-called "environmental reserve." In response, the PCG firmly asserted that Bajo de Masinloc is an integral part of the Philippine archipelago, and only the Philippine government holds the authority to designate environmental protection areas in these waters. At Escoda Shoal, the situation was equally tense, with the CCG deploying 10 vessels and 10 Chinese Maritime Militia vessels, one (1) PLA-N helicopter, two (2) PLA-N vessels, and one (1) high-speed response boat (HSRB) to obstruct the aid effort. There were documented instances of CCG vessels activating water cannons to threaten and intimidate Filipino fishermen. Undeterred, the PCG's BRP Melchora Aquino and BRP Cabra, supported by five BFAR patrol boats, relied on exceptional seamanship to ensure the safe delivery of supplies. The mission concluded successfully at 7 p.m. this evening. "The PCG and BFAR remain steadfast in our duty to protect the safety and security of every Filipino fisherman," said Admiral Ronniel Gil Gavan, PCG Commandant. "My top priority is to safeguard their livelihoods from any interference by the China Coast Guard and to ensure their rights as Filipinos are never suppressed by external bullying. We stand firmly with President Ferdinand Marcos Jr. in defending every square inch of our sovereign territory against any foreign power." This KBBM initiative reflects the Philippine government's broader efforts to promote food security, economic resilience, and maritime rights in the face of China’s bullying activities in the West Philippine Sea.

PCG Monitors and Challenges Chinese Coast Guard Vessels in Batanes Waters The Philippine Coast Guard (PCG) has been actively monitoring three Chinese Coast Guard (CCG) vessels (3304, 3301, and 4304) in the waters off Batanes since yesterday, following their detection by Canada’s Dark Vessel Detection system. In light of their irregular movements, the PCG deployed an aircraft to conduct Maritime Domain Awareness (MDA) patrols in the northern region to challenge and document the CCG vessels’ movements. The PCG Islander departed from Manila at 6:00 AM today, en route to the northernmost province of the Philippines. Upon locating the CCG-4304, the crew issued radio challenges, emphasizing that the vessel lacks legal authority to operate within the Philippines' Exclusive Economic Zone (EEZ), approximately 75 nautical miles west off the coast of Sabtang, Batanes. Unfortunately, the CCG vessel did not respond. Consequently, adverse weather conditions and the distance to the other two CCG vessels (3304 and 3301) prevented the aircraft from reaching their locations. The leadership of the PCG remains resolute and is prepared to deploy additional resources should the CCG vessels continue their presence or approach closer the Batanes coastline. The PCG is committed to protecting Philippine waters and will take necessary measures against any violations of the nation's maritime jurisdiction.

STATEMENT OF THE NATIONAL TASK FORCE FOR THE WEST PHILIPPINE SEA 9 December 2023 Manila, Philippines The National Task Force West Philippine Sea (NTFWPS) vehemently condemns the illegal and aggressive actions carried out by the Chinese Coast Guard and Chinese Maritime Militia against the civilian Bureau of Fisheries and Aquatic Resources (BFAR) vessels Datu Sanday, Datu Bankaw, and Datu Tamblot today during a regular BFAR humanitarian and support mission of providing oil subsidy and grocery packs to over 30 Filipino fishing vessels near Bajo De Masinloc in the West Philippine Sea. As of this reporting the mission is on-going. Based on the reports received, as the BFAR vessels approached 1.4 to 1.9 nautical miles from Bajo de Masinloc, the Chinese Coast Guard ships utilized water cannons to obstruct and prevent BFAR vessels from approaching the Filipino fishing vessels eagerly awaiting the oil subsidy and grocery packs. The water cannons had been used at least eight (8) times at the time of reporting. Additionally, the Chinese Maritime Militia vessels are reported to have engaged in dangerous maneuvers and deployed what is understood to be a Long-Range Acoustic Device (LRAD) against the BFAR vessels - causing severe temporary discomfort and incapacitation to some Filipino crew. Water cannon action have resulted in significant damage to BFAR vessel Datu Tamblot's communication and navigation equipment, as it was directly and deliberately targeted by the China Coast Guard. The Task Force likewise denounces the deployment of Rigid Hull Inflatable Boats (RHIBs) to disperse and drive away Filipino fishing vessels eagerly awaiting the distribution of fuel subsidies and food supplies from the BFAR ships. To prevent the distribution of humanitarian support is not only illegal but also inhumane. Moreover, Filipino fishermen have reported and documented the Chinese Coast Guard launching a small boat early this morning to illegally install a floating barrier at the southeast entrance of Bajo De Masinloc. The actions of Chinese Coast Guard and Chinese Maritime Militia hindered the BFAR vessel from accessing the entrance of the shoal. We stress that Bajo de Masinloc is a high-tide feature with territorial sea, per the 2016 Arbitral Award. It forms an integral part of the Philippine national territory under the Constitution. The Philippines exercises sovereignty and jurisdiction over the shoal and its territorial sea. The 2016 Arbitral Award has also clarified that Filipinos have traditional fishing rights in the water of Bajo de Masinloc protected by international law. China's illegal exercise of maritime law enforcement powers, interference with Philippine vessels, harassment and intimidation of Filipino fisherfolk, or any other activity that infringes upon the Philippines' sovereignty and jurisdiction in Bajo de Masinloc are violations of international law, particularly UNCLOS and the Arbitral Award. We firmly insist that these Chinese vessels leave Bajo de Masinloc immediately. We demand that the Chinese government take immediate action to halt these aggressive activities and uphold the principles of international law and desist from actions that would infringe on Philippine Sovereignty and endanger the lives and livelihood of Filipino fishermen who have traditionally fished in the area. The NTF-WPS remains committed to protecting the sovereignty and territorial integrity of the Philippines in the West Philippine Sea.

When the Philippine Coast Guard detected the presence of the Chinese Coast Guard vessel 5901, positioned 54 nautical miles off the coast of Capones Island, Zambales, using Canada's Dark Vessel Detection (DVD) system, Admiral Ronnie Gil Gavan, the PCG Commandant, promptly dispatched BRP Cabra (MRRV-4409) along with a PCG Helicopter and PCG Caravan to verify the incursion and assert their presence. By around 1700H this afternoon, MRRV 4409 and the PCG Caravan confirmed that the Chinese vessel was indeed in the area identified by the DVD. The PCG vessel and aircraft continuously challenged the presence of the Chinese Coast Guard, emphasizing that it was operating within the Philippines' Exclusive Economic Zone (EEZ) in accordance with the Philippine Maritime Zones Law and UNCLOS. As of 2000H this evening, BRP Cabra (MRRV-4409) continues to monitor the Chinese vessel as it heads west, now 85 nautical miles away from Zambales. The PCG remains committed to closely monitoring this Chinese Coast Guard vessel to ensure that Filipino fishermen can operate safely and without harassment within our Exclusive Economic Zone.
