Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26. In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples: ⦁ Rural Development: Rs 53,067 crore ⦁ Urban Development: Rs 39,573 crore ⦁ Social Welfare: Rs 9,999 crore ⦁ Agriculture: Rs 6,985 crore ⦁ Education: Rs 6,701 crore ⦁ Health: Rs 3,686 crore Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?) After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation. The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. We didn't violate the glide path, which was given in this house. We have completely abided by it. And that's why we've reached 4.3%. Global comparison is also important. Since 2008, the world's overall debt burden has increased 41%. China's debt exploded 139%. India has actually reduced its total debt burden by 4% of GDP. The US Debt to GDP stands at 124%. China at 88%. Japan at over 250%. India's combined figure, the Debt to GDP is 83% approximately. It is lower than most major economies and is on a declining path. And that too, after COVID. We have retained a sense of calm and given free vaccine to all the citizens, but still that fiscal deficit of 9.3% has been brought down. The Hon'ble MP Smt Sagarika Ghose said that the Central Road and Infrastructure Fund (CRIF) is not being transferred. Taking into account the RE 2024-25 and BE 2025-26, the Government has so far transferred Rs 13.25 Lakh crores crore since FY 2002-03 under the Central Road and Infrastructure Fund. What are seeing here? · Recurrent spending increases by Kes 138.87 billion · Development spending decreases by Kes 25.0 billion · Total national government ministerial expenditure increases by Kes 113.87 billion · Judiciary budget increases by Kes 470.0 million Overall changes to the 2024/25 budget: · Budget net redemptions stands at Kes 3.991 trillion (in essence, we pretty much are back to where we were in the initial 2024/25 budget...did we really need Supp. I?) · Fiscal deficit widens to Kes 875.54 billion (the tabled Supp. II had put this at Kes 862.47 billion) · Fiscal deficit as a % of GDP 5.02% (the tabled Supp. II budget had put this at 4.97% of GDP) · There was a deal with the IMF that the fiscal deficit would not exceed 4.3% of GDP in 2024/25 (earlier ceiling was actually 4.0%, then Finance Bill 2024 collapsed)...but why would we care now? I don't remember if he exactly said 'wow'... China contributes 26% of growth in global GDP. India contributes 17%. Together, 43 % of global GDP growth comes from these two economies... But India's opposition should also understand that this is the kind of strength that India has acquired now. Next only to China, the gap may be big, 26 and 17, but we'll bridge it.
