Our efforts have not been restricted to structural reforms alone. We have deepened financial inclusion, took banking to the last citizen, and ensured a citizen-centric banking interface. Over 55 crore Jan Dhan accounts have been opened, of which over 55% have been by women; and over 66% have been in rural/semiurban centre bank branches. We have taken numerous steps to ensure that financial inclusion does not stop with merely with ‘Banking the Unbanked’ and instead enables meaningful engagement with financial services. This has been achieved through two key pillars of: Funding the Unfunded ✅68 lakh Street Vendors supported under PM SVANidhi. ✅Over 50 crore Loans Accounts sanctioned under PM MUDRA Yojana. Without burdening you with numbers, I urge you look at the Budget Estimates and Revised Estimates for 2024-25 and the proposed Budget Estimates for 2025-26 for the following programmes/schemes. They clearly indicate that (i) the government has lost faith in these programmes announced with fanfare in the previous Budget speeches. (ii) the government’s capacity has significantly diminished. Examples are POSHAN, Jal Jeevan Mission, NSAP, PMGSY, Crop Insurance Scheme, Urea Subsidy, and PM Garib Kalyan Anna Yojana. The Railways have been shortchanged. If you examine the Railway specific heads of expenditure, you will find that BE 2024-25 was Rs 2,06,961 crore RE 2024-25 is Rs 2,12,786 crore BE 2025-26 is Rs 2,13,552 crore Railways serve the overwhelming majority of the population. The increase of a paltry Rs 766 crore in 2025-26 will not even account for the inflation. The allocation will be less than last year’s allocation. On the much-vaunted PLI schemes plus New Employment Generation Scheme plus Skill India programme that were promised to create thousands of jobs, the youth of this country have been deceived. Against a BE 2024-25 of Rs 26,018 crore, the actual expenditure will be only Rs 15,286 crore. Finally, it is evident that neither the FM nor the PM care for the advice of the Chief Economic Adviser. He gave sensible advice in the Economic Survey. “Get out of the way” was his call to the government. On the contrary, the Budget is full of new schemes and programmes, many of which are beyond the capacity of this government. I counted at least 15 new Schemes or programmes and 4 new Funds. The FM is walking on the worn-out path. She is not willing to break free as we did in 1991 and 2004. She is not willing to de-regulate. She is not willing to get out of the way of the people, especially the entrepreneurs and the MSMEs and the start-ups. The bureaucracy will be happy with this Budget. In closing, I would like to say that the economy will trudge along on the old path and deliver no more than the usual 6 or 6.5 per cent growth in 2025-26. Impact After Term | 15 : TVA's Tamil Digital Library — Bringing Tamil's Civilisational Knowledge to the Digital Age Established by Kalaignar in 2001 to enable the Tamil language to thrive in the Internet era and promote Tamil learning across the world, the Tamil Virtual Academy has spearheaded several pioneering digital initiatives. Among its most significant has been the Tamil Digital Library—created to preserve centuries of Tamil literature, manuscripts, archival records and cultural resources in digital form, while making them freely accessible to students, researchers and Tamil communities worldwide. Following the formation of the DMK Government in 2021, the Tamil Digital Library underwent a significant transformation. As Minister for Finance and Human Resources Management, Dr. PTR allocated ₹96.65 lakh in the 2022–23 Budget to accelerate the digitisation of rare books, manuscripts and archival collections. After assuming charge as Minister for Information Technology and Digital Services, he oversaw the next phase of its expansion, broadening both its scale and public accessibility. Today, the Tamil Digital Library hosts over one lakh rare books, manuscripts, journals and historical records. Nearly 19.89 lakh pages have been digitised, including over eight lakh palm-leaf manuscript pages, thousands of rare photographs and hundreds of hours of archival audio-visual material—creating one of the largest digital knowledge repositories dedicated to an Indian language. The initiative also placed a strong emphasis on accessibility. With an allocation of ₹1 crore for the Inclusive Digital Library, access was expanded for persons with visual impairments.
