Video: Pretoria Agreement is in a โ€œstrange limboโ€, U.S. policy expert tells Senate members responding to a question on โ€œthe bubbling, almost boiling situationโ€ between #Ethiopia and #Eritrea. At a Senate Foreign Relations Committee hearing on 13 May focusing on East Africa and The Horn, Michelle Gavin of the Council on Foreign Relations cautioned against the fragile state of peace between Ethiopia and Eritrea, attributing it to the incomplete implementation of the Pretoria Agreement. She described the current state of the agreement as being in a โ€œstrange limbo.โ€ Responding to a question from Senator Van Hollen on what โ€œpractical stepsโ€ the U.S. should take to โ€œtry to address the bubbling, almost boiling situation with respect to Ethiopia and Eritrea,โ€ Michelle echoed concerns previously raised by Joshua Meservey of the Hudson Institute. Joshua had highlighted Eritreaโ€™s continued presence inside Tigray in violation of the agreement. Both experts discussed the need for international pressure to ensure full implementation of the Pretoria Agreement, which brought an end to the brutal two-year war in the Tigray region. โ€œThis is something everybodyโ€™s already agreed to, but it has not been fully implemented. It is in this strange limbo,โ€ Michelle said, calling for increased involvement from AU member states as a โ€œhelpful focal point.โ€

Rumor has it, Abiy Ahmed Ali ๐Ÿ‡ช๐Ÿ‡น is expected to launch an all out war against TPLF and Eritrea, following the African Union Summit, which concludes on February 16. The recent large-scale ENDF offensive in North Shewa and Wollo Zones of Amhara region, accompanied by a complete communications blackout, appears to be aimed at weakening Fano in order to prevent it from advancing toward Addis Ababa once a new northern war begins. So far the offensive has not been successful with ENDF facing heavy losses, with large scale civilian massacres reported in retaliation for these losses. At the same time, ENDF has been observed redeploying troops and heavy weaponry from South Gonder and other parts of the Amhara region toward Tigray. ENDF forces have reportedly been withdrawn from 13 of the 18 woredas in South Gonder, including Hamusit, Ibnat, Meketewa, Arb Gebeya, Welela Behar, Aja, Ayisa, Muja, and Wegeda, and shifted northward. TPLF has also been seen moving troops and heavy weapons toward Welkait and Telemt from Sudan, Shiraro, and Dedebit. A sizable force, along with logistics and heavy weaponry, has also been deployed yesterday in Maychew and Mehoni along the Raya front, signaling preparations for another offensive. The latest statement by Ethiopian FM Gedion Timothewos Hessebon further reinforces the likelihood of escalation, suggesting that the question is no longer if a war with Eritrea will occur, but when. And when the war eventually breaks out, Abiy is expected to point to this letter as evidence that he pursued every available peaceful option, framing the war as a last resort imposed upon him.

From Afwerki to Abiy Ahmed: You will not reach the Red Sea! In a televised interview, Eritrean President Isaias Afwerkiโ€™s remarks about the alignment of his countryโ€™s vision with Egyptโ€™s in protecting the Red Sea as an international waterway represent a strategic message directed at Addis Ababa. Ethiopia has been seeking a maritime outlet through Eritrea or Somalia โ€” a move that threatens regional sovereignty and could heighten border tensions. Afwerkiโ€™s statements drew attention to a potential Egyptianโ€“Eritreanโ€“Somali alliance that could hinder Addis Ababaโ€™s ambitions, especially amid ongoing disputes over the Grand Ethiopian Renaissance Dam (GERD), further deepening Ethiopiaโ€™s regional isolation. Afwerki emphasized that responsibility for securing this vital maritime corridor lies solely with the littoral states โ€” Egypt, Eritrea, Somalia, Yemen, Djibouti, and Sudan โ€” and rejected any foreign interventions or military bases, calling them โ€œa pretext for instability.โ€ More importantly, on the Sudanese crisis, Afwerki stated that the conflict stems from foreign interference aimed at complicating the countryโ€™s strategic position. He called on regional states to support the Sudanese people in eliminating external meddling and rebuilding their nation, stressing that Sudanโ€™s stability is key to the stability of the Red Sea and the Horn of Africa. Afwerki also renewed his criticism of the African Union, saying it has failed to fulfill its role over the past decades due to a mix of internal shortcomings and foreign interference.

Last week I joined scholars, business leaders, policymakers and practitioners at the Academy of International Business Africa Conference hosted by Strathmore University Business School Strathmore Business School. What stood out clearly is that in a world increasingly defined by uncertainty and complexity, Africaโ€™s experience is becoming not just relevant, but a source of insight for global businesses. Complexity is now an accelerator driving faster innovation, new business models and globally relevant solutions rooted in local realities. From the continued evolution of M-PESA as a platform for financial inclusion and innovation, to the critical role of public-private partnerships, supportive policy environments and human-centred technology, the opportunities before us are immense. Realising them will require bold thinking, collaboration and a shared commitment to inclusive growth. I was encouraged by the depth of discussion and the exchange of ideas on how Africa can continue to lead through innovation, resilience and entrepreneurship. My sincere thanks to Dr. Vincent Ogutu, Vice Chancellor of Strathmore University, Professor Ben Ngoye, Conference Co-Chair, and the entire Strathmore Business School team for convening such an important forum and for their warm hospitality. The future of Africa will not be defined by what happens to us, but by what we choose to build together. #AIBAfricaConference #AIB2026 #DevelopingGreatAfricanLeaders
