Did I hear him right? He said the advantage did not materialize and at the same breath he's saying he didn't give advantage to the player.

I hear him, the delaying part. But he is contradicting himself again. He is saying the ref did not give an advantage but again says the ref waited for the advantage to materialize which did not, hence the penalty call.

๐ "he brought play back", surely that means it was an advantage then? Or it was an unofficial advantage because he didn't signal. That's what's implied
