Nope. The program was specifically designed to help companies discriminate against Americans. After Congress passed the Immigration Act of 1990, which launched the H-1B visa program, AIG would use it to replace their American workers 5 years later. Dan Rather even did a segment on this. A dishonest tactic is to highlight a few outliers (some of whom didn’t even use the H-1B program) and claim they are representative of the entire program.

Just a reminder: the executive branch created OPT—the largest guest worker program—by regulation, not law. It lets foreign students work after graduation and exempts both them and employers from payroll taxes for up to 5 years, undercutting U.S. grads. Stephen Miller should end this!
