I met with India’s Minister of External Affairs Dr. S. Jaishankar. We discussed important issues. We are grateful to India for its commitment to ending this unjust war – Russia’s war against Ukraine. This certainly must not be a time of war. Peace is needed. This is India’s clear position. Today, while the Minister was here with us in Kyiv, Russia once again launched jet-powered “shaheds,” which were developed not without Iran’s help. Thanks to our combat aviation, the delegation was safe, because it is Ukrainian fighter jets that shoot down most of these drones. We hope that other major world powers will also take a clear stance that this war must end and that a reliable peace must be achieved. Of course, we discussed the situation in the Black Sea, including the existing threats to civilian shipping. We concur that it is absolutely unacceptable to block food supplies to regions where this is a highly sensitive issue and where people depend on these maritime routes. Russia’s actions aimed at blocking our ports, our food corridor, and our supplies are causing major disruption to global relations. We must all work together to guarantee security. Thank you!

During a meeting with President of the Generalitat of Catalonia Salvador Illa Roca and Mayor of Barcelona Jaume Collboni, we discussed Ukraine’s reconstruction and regional cooperation. Today, Catalonia signed memoranda with Zaporizhzhia, the Dnipro region, and the Lviv region. Thank you for this assistance. During the war, regional cooperation and direct support for communities are very important. We appreciate it when our partners, at their level, help address specific challenges on the ground. Thank you for this visit and for your constant and unwavering support for Ukraine and Ukrainians. We are very grateful for everything that has been done since the very beginning of Russian aggression.

A trilateral meeting with Maia Sandu Maia Sandu and Nicușor Dan Nicușor Dan. Today, we discussed joint work in the energy sector, the infrastructure that connects us and constitutes a significant part of the economic potential of our countries, the development of security capabilities, and our European integration. It is important that we are here like this – together – Ukraine, Moldova, and Romania. On Moldova’s Independence Day, and just a few days after Ukraine marked its Independence Day. And all of this is much more than mere symbolism. When you are a neighbor of Russia, you need to cooperate as closely as possible with all your other neighbors, with all other free nations. This is a key prerequisite for reliable defense and, more broadly, for development. Unfortunately, our peoples have already had to experience unfreedom – precisely because of Moscow. This must remain in the past. From now on, and forever, we must safeguard our independence, our freedom, and therefore our ability to develop our own potential – our own life.

A security meeting on the frontline situation and defensive operations in key sectors. The meeting was attended by Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi, Commander of the Airborne Forces Oleh Apostol, Commander of the Unmanned Systems Forces Robert Brovdi, Commander of the 3rd Army Corps Andrii Biletskyi, Commander of the 1st Corps of the National Guard of Ukraine “Azov” Denys Prokopenko, and Head of the Zaporizhzhia Regional Military Administration Ivan Fedorov. The main focus was on the actual state of affairs at the front, what is needed to increase the effectiveness of our warriors, and the situation in Zaporizhzhia. I instructed that the protection of the city and the region be strengthened, particularly those areas on which other cities and communities depend. We are also enhancing the effectiveness of the defense of the Donetsk region. Two groupings will be established, to be commanded by Andrii Biletskyi and Denys Prokopenko. Thank you to everyone working for Ukraine. We are doing everything to strengthen our positions.

I am grateful to the United States for its unwavering bipartisan and bicameral support. We appreciate that work continues in both chambers of the U.S. Congress to increase pressure on Russia, and we hope that Lindsey Graham’s bill on sanctions against Russia and Iran can ultimately be passed. I briefed the Senators on Russia’s ongoing ballistic missile terror. It is very important for Ukraine to have the capabilities to counter this, and implementing the decision to grant licenses for the production of Patriots could significantly help. Together with Prime Minister of Norway Jonas Gahr Støre Jonas Gahr Støre, we signed an Agreement on defence and security cooperation under the Drone Deal format and a Declaration on a Strategic Partnership – the Ellisiv Accord, named after the daughter of Prince Yaroslav the Wise, who became Queen of Norway. These documents strengthen the foundation of the long-term partnership between our countries in defense, energy, and the resilience of our people. I am especially grateful for the decision to maintain a high level of support and allocate around $9 billion for 2027. I thank Jonas Gahr Støre, the government, and the entire Norwegian people for their support since the first days of Russia’s full-scale invasion.

Last night, Ukraine’s Defense Forces carried out a unique operation targeting the naval base in Novorossiysk – the last major stronghold of the Russian fleet in the Black Sea, more than 300 kilometers from the front line. Our Palianytsia jet-powered drones, Neptune missiles, and unmanned naval systems successfully struck the designated targets. Hits on air defense positions, piers, and seaport infrastructure have been confirmed. I thank the warriors of the Armed Forces of Ukraine, the Security Service of Ukraine, and our intelligence agencies for their accuracy and good results. The occupation fleet and all the infrastructure supporting it will not be safe as long as Russian aggression continues. The war must be stopped, and all reasonable proposals for diplomacy are on the table. Glory to Ukraine!

I met with Keith Kellogg, who came from Odesa to Kyiv to take part in our Veterans Forum. Thank you for this respect for the Ukrainian warriors who defend Ukraine and the entire Euro-Atlantic space every day under extraordinarily difficult conditions. We discussed the intensification of Russian strikes on infrastructure and civilians, and the top priority for our defense is, of course, anti-ballistic protection. I briefed the general on our work with Europeans to develop an anti-ballistic system, but to get through this winter, supplies of interceptors for Patriots are indispensable. Ukraine is ready to purchase them, and any efforts in this direction are important.

I briefed the Secretary on the consequences of this onslaught against life and on our needs, as Russia seeks to significantly ramp up its ballistic missile production ahead of winter. We discussed how the UK could help Ukraine better protect our cities and communities from such ballistic threats – both bilaterally and multilaterally – just as it has done many times before by helping secure supplies of scarce defensive equipment. In particular, we discussed opportunities to establish coproduction of certain types of weaponry, as both the UK and Ukraine possess strong battle-proven capabilities. We also discussed sanctions against Russian enterprises involved in the production of ballistic missiles. Every effort to undermine Russia’s war machine and its bet on ballistic terror matters. Ukraine’s Defense Forces struck the aggressor’s facilities more than 1,300 kilometers from the front line. The Bashneft-Novoil refinery was hit in Bashkortostan. In the Yaroslavl region, nearly 700 kilometers from our border, the Slavneft-YANOS refinery was hit. Our responses to Russian aggression in the Black Sea were also successful. In particular, two military patrol boats and shadow fleet vessels were struck. I thank all the warriors of the Defense Forces who are systematically expanding our long-range capabilities and thereby increasing the chances for diplomacy. Russia must choose peace.

The Slavyansk oil refinery in the Krasnodar region was hit – about 300 kilometers from the frontline. We also reached a refinery in the Yaroslavl region, approximately 700 kilometers from our border. The distance from the Ukrainian border is about 360 kilometers. A site where the Russian Black Sea Fleet’s high-speed boats are based in our temporarily occupied Crimea was also hit. Long-range sanctions were also carried out against an oil refinery in the Perm region, as well as an export terminal and a military enterprise in the Rostov region. I thank our warriors for their precision, and I thank everyone who makes these long-range results possible. Russia must feel that every day of this war will only come at a higher cost for it. We need to weaken the aggressor and keep up the pressure to bring an end to this war closer.

Ukraine supports the Iranian people as they are fighting for their future; we also express our sympathy to all the victims of the Iranian regime. During our conversation, we focused on the situation in Iran and the areas where the Iranian people need support. We discussed the importance of strengthening sanctions against the Iranian regime and any other dictatorial regimes. We condemned the cooperation between Russia and Iran, in particular the supply of “shaheds” by the Iranian regime to Russia and the granting of licenses for their production. I received Azerbaijan’s Minister of Foreign Affairs, Jeyhun Bayramov. This is the Minister’s first visit to Ukraine since the beginning of Russia’s full-scale invasion. He began his visit in Irpin, where he visited a school, a hospital, and a rehabilitation center supported by Azerbaijan. We are very grateful that, during these difficult days for our country and our people, you found an opportunity to come and support us. Thank you for your solidarity with our people. I informed him about the ongoing Russian strikes on Ukraine, the situation in the Black Sea, and Russia’s blockade of the grain corridors. We discussed high-level diplomatic contacts, defense partnership, as well as economic cooperation in the energy sector, the oil and gas industry, and agriculture. I am grateful to Azerbaijan for its support for Ukraine, its energy and humanitarian assistance, and our constructive dialogue.

I just held a meeting with the team engaged in negotiations with the envoys of the U.S. President. We are in communication with them virtually 24/7 and are now preparing for meetings. Tentative dates have been set. We expect to see the U.S. President’s envoys here in Kyiv. They confirmed they will have a meeting in Moscow and another one in Kyiv. We expect the latter to take place in the coming days. This is very important. It is important that America remain actively engaged. We are ready to meet with them in Ukraine – properly and substantively.

In Odesa, emergency services continue working at the site of a drone strike on an apartment building. Damage to apartments from the 10th through the 17th floors left 17 people injured, including three children. Efforts are also ongoing to deal with the aftermath of the strikes in Obukhiv and Boryspil districts. The necessary number of State Emergency Service rescuers are fighting fire at a pharmaceutical company’s warehouse. There were also strikes on Nikopol, Kherson, Sumy, Zaporizhzhia, and Khmelnytskyi. I met with representatives of Ukrainian businesses, including the owners, executives, and directors of the largest grocery and home improvement supermarkets, hypermarkets, and marketplaces. We discussed, first and foremost, how the state can support these logistically important businesses as Russian strikes continue. The Ministers of Finance and Economy, together with the National Bank and the team of the Office, have to prepare decisions soon on expanding support programs for businesses. In particular, opportunities to participate in the Affordable Loans Program will be expanded so that those who currently do not meet the requirements but are objectively working to ensure that Ukrainians have everything they need can access resources for recovery. The Ministry of Foreign Affairs will help secure agreements with our partners. The program must be realistic and fully practical for businesses. Since last evening, efforts have been underway in the village of Myla near Kyiv to deal with the aftermath of a Russian drone strike. On-site coordination centers have been set up to assist people. All necessary services are deployed. State Emergency Service units are on the ground – with more than 300 personnel involved. A warehouse was struck, followed by a detonation. Unfortunately, the surrounding infrastructure has suffered significant damage – residential buildings, as well as a care home for elderly people and people with disabilities, have been damaged. As of now, 27 people have been reported killed. One of those killed was the head of the Dmytrivka community, Taras Didych. He was rescuing people. My condolences to the families and loved ones of the victims. Dozens of people have been injured. More than 370 people have already been evacuated, and the evacuation is ongoing. I received reports from Prime Minister Sergii Koretskyi and Minister of Internal Affairs Ivan Vyhivskyi. Those who allowed this to happen must be held accountable for their decisions. Investigators from the National Police and the Security Service of Ukraine are conducting a pre-trial investigation, and criminal proceedings have been opened on charges of official negligence. There are regulations in place – ammunition cannot be stored near homes or other residential areas. Appropriate conclusions will certainly be drawn. There were also strikes on our regions overnight – the Odesa, Dnipro, Kyiv, Zaporizhzhia, Sumy, Kherson, Kharkiv, Mykolaiv, Donetsk, and Chernihiv regions. A Russian drone deliberately hunted down a man selling vegetables and detonated right next to him. The Russians even admitted to the crime, showing zero regret and openly boasting about tormenting people. The man was wounded in the blast. Every single day, ordinary people in Kherson face these Russian "safaris." The world must see this. It must see every piece of evidence that Russia has gone mad and that its soldiers take pleasure in killing and abusing civilians. Without pressure on Russia, the dismantling of its capacity for aggression, and real security guarantees, it is simply impossible to imagine the world being able to coexist with this evil. We must remain resolute in defending life. We must act and support life in ways that force Russia to seriously think about peace rather than expanding the range of its drones. This is not just about Ukraine. Russia’s campaign against human life must be stopped here in Ukraine before it spreads further. Explosive ordnance disposal units of the State Emergency Service are also working at the site around the clock, detecting and neutralizing explosive hazards. The scale of contamination in the area is significant, and this work will continue for as long as necessary. Tragically, 38 people have been reported killed by the strike and the subsequent detonation. My condolences to their families and loved ones. Twenty people were injured, including two children. Four people are reported missing. The search for them continues. I am grateful to all the services that remain there with our people and continue to help. These days, there have also been many air raid alerts in Kyiv and other regions because of Russian jet-powered drones. August 29 is a very important day, a special day. Today, we honor the memory of the heroes, the fallen heroes of Ukraine, all our defenders, who have been fighting in the full-scale war since 2022 and in the vile war, hybrid war – Russia’s war against Ukraine, against the Ukrainian people – since 2014. Now, when thousands and thousands of our warriors are defending Ukraine’s position on the front, when our people are being killed in Russian strikes, when we are doing everything to drive this war out of Ukraine and into Russia, primarily through our long-range strikes, we remember that all of this is our active action, all of this is our memory living on. Our active memory. The memory of the deeds of Ukrainian heroes, of the deeds of every man and woman who did not surrender to Russia, who is fighting for Ukraine’s right to be itself. We honor Ukrainian warriors, we honor the courage of the Ukrainian people, we remember everyone who gave their life for Ukraine, so that Ukraine could live. Thank you. We thank our fallen heroes. Emergency crews have been working at the sites of Russian strikes since overnight. It was a massive attack – the Russians had been preparing for a long time, combining different types of ballistic missiles, cruise missiles, and drones, aiming to cause as much damage as possible to civilian infrastructure. There is destruction in Kyiv and the region, as well as in the Odesa and Chernihiv regions. In the capital, residential buildings were damaged, including a high-rise whose upper floors were destroyed, as well as a children’s hospital and a school. Emergency response and rescue operations are ongoing. As of now, we know that this Russian strike has claimed the lives of 12 people in Kyiv, with one person killed in the region. My condolences to all the families and loved ones. Around 40 more people were injured. In the Odesa region, the enemy carried out a drone attack on a border crossing with Moldova; in the Chernihiv region, it targeted gas infrastructure. I thank all the rescuers, medics, police officers, and utility workers who have been helping people from the first moments. Unfortunately, while Moscow is investing in ballistic missiles and escalation, such strikes do not always receive the response they should from the world. And as long as Ukraine does not have enough anti-ballistic defense, Russia will not consider peace seriously. We are doing everything to ensure we have that protection, and work on the FREYJA program continues every day. But Patriot interceptors cannot yet be replaced, and we need them every day. Every additional missile saves the lives of our people. I thank everyone who understands this and is looking for and finding ways to help.

Over the past day, warriors of our Defense Forces of Ukraine struck an oil refinery in the Yaroslavl region. The distance is 1,000 kilometers from the front line. There were also our just responses to Russia’s war in the Black Sea. In Russia’s Engels, warriors of the Security Service of Ukraine’s Alpha unit struck a Tu-95MS missile-carrying aircraft. These are the aircraft that are carrying out strikes against Ukraine. I thank all our warriors for their accuracy! All of this is a response to their strikes. Russians must feel what their war is like.
