Unfortunately, the Russian side once again chooses war – everyone heard the response today. Weak response. He simply does not want to end the war. I think many around the world were disappointed by that response. He does not want to change anything, and he does not want to admit that this war appeals only to him – and to those who are making money off him. They were all smiling very broadly today. That means Russia must have less money, and there must be more pressure on Russia. I thank everyone who is helping us. I thank everyone who stands with Ukraine and wants a real peace.

Our long-range sanctions carried out by the warriors of the Security Service of Ukraine, the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the State Border Guard Service of Ukraine have yielded good results. Important facilities on Russian territory were hit last night. Among them was the Petersburg Oil Terminal. The distance from Ukraine’s state border to this facility of Russia’s oil industry, which serves the war, is about 1,100 kilometers. Purely military targets at the Kronstadt base were also hit. Another target was an enterprise in the Tambov region involved in the production of Russian weapons. The distance from the frontline is almost 600 kilometers. I thank our warriors for their precision. Ukraine’s plan for long-range sanctions is being implemented exactly as needed to bring peace closer. Glory to Ukraine!

More than 500 personnel of the State Emergency Service have been involved in dealing with the aftermath of Russia’s overnight attack on our cities and communities. The main strike was on Kyiv, where dozens of residential buildings and other purely civilian infrastructure were damaged again. Tragically, four people have been reported killed. My condolences to all their families and loved ones. At this moment, 38 people are in hospitals in the capital, and all of them are receiving the necessary care. In Dnipro, a search and rescue operation is ongoing at the site of a four-story apartment building. Part of the building was essentially demolished. Nine people were killed in this attack, including a child. Thirty-five people were injured in the city. The fate of six more people remains unknown. The search for them will continue for as long as necessary. The Russians also struck energy facilities in the Kharkiv region and critical infrastructure in Kharkiv. Kyiv, Mykolaiv, Zaporizhzhia, Poltava, Sumy, Chernihiv, and Khmelnytskyi regions also came under attack. In total, overnight Russia launched 656 attack drones and 73 missiles of various types at our people – ballistic, cruise, and anti-ship missiles. A large-scale attack and an absolutely clear statement from Russia: if Ukraine is not protected from ballistic and other missile strikes, these attacks will continue. Europe needs its own anti-ballistic defense so that this war can finally be brought to an end. And assistance from the United States in supplying missiles for Patriot systems is absolutely necessary. We are counting on the support of our partners and on effective responses to today’s attack. And I thank all Ukrainian men and women for not ignoring air raid alerts. Glory to Ukraine!

Unfortunately, the current level of supplies for our air defense does not allow us to intercept a significant share of missiles. Last night, there were hits. 130 people were injured. Tragically, 22 people were killed, including two children. My condolences to all those who have lost their loved ones. We know from intelligence that another large-scale strike may come as soon as tonight. All our partners together, and everyone in Europe, should continue working to ensure missiles for our air defense, as well as the systems, critical intelligence, and other things that help to save lives. It is crystal clear that Europe needs its own anti-ballistic system with sufficient volumes and strength to guarantee protection against any threat.

This week, I prepared a special letter addressed to the President of the United States and to Congress. And yesterday, the letter was officially delivered to the institutions in Washington. It is quite rare for the leader of another state to address both the President and Congress of the United States simultaneously with a letter. But the situation now requires action, swift and effective action. It is important that America hear Ukraine. We understand that much of the world’s attention is currently focused on the war in Iran. But the war here in Europe must also be brought to an end – a very bloody war that is already in its fifth year at full scale. The sooner we are able to provide greater protection against ballistic threats, the sooner we will be able to make diplomacy work. As long as Russia continues to rely on missiles, its interest in diplomacy is not real. We must correct this. And we can do so only together with America. Ukraine is grateful to America for all its support. And Ukraine will be even more grateful for a dignified peace and guaranteed security. All of this is possible – if there is sufficient determination.

Today, I presented state awards of Ukraine to the people without whom Operation “Spiderweb” would not have happened. We have no right to name them – everything remains absolutely classified and will remain so for a long time. This is already a historic operation by the Security Service of Ukraine, one that was carefully prepared, and on this very day one year ago, it entered its final stage – striking Russian military equipment. Farther than Ukrainian long-range capabilities had ever reached before. As precisely as no one in Russia expected. And as justly as the enemy’s strategic aviation deserves. “Spiderweb” destroyed or at least damaged 41 aircraft. Never before had Russia lost such equipment, in such numbers, and as a result of strikes by drones that were incomparably cheaper. Ukraine has once again proved that it knows how to act asymmetrically, that it defends itself actively and truly creatively, and that Russia has no chance of overcoming Ukrainian courage. Ukraine will always be one step ahead – in technology, in bravery, and in the ability to capture the world’s attention and rally the support of millions of human hearts. Ukraine is now applying long-range sanctions against Russia for this war literally every day. We did not start this war, we did not provoke it, and the only thing we wanted for Ukraine and Ukrainians was peace. But as long as the Russians choose the opposite, and as long as Russia does everything to drag out this war and expand it, Ukrainians will continue to find responses that will definitely work. I thank all our warriors for their precision! I thank the Security Service of Ukraine for its long-range leadership! I thank everyone who helps us! Glory to Ukraine!

There is progress in our negotiations with the European Union regarding Ukraine’s membership. We will have a very clear schedule of opportunities for moving forward in the negotiations, especially after the changes in Hungary. We met the deadlines. Now, already in June, we strongly expect to move to the opening of the clusters, which Ukraine has prepared. We've done our part. Now it’s up to the European Union.

You can all see that Ukraine’s positions on the frontline are strong and that we are gradually taking back occupied territory. In May, Russia achieved almost no meaningful results on the battlefield. And that matters. Please also pay attention to Russia's losses. They're losing 30,000 to 35,000 troops every month. And the nature of those losses changed in the past year: around 63% killed and another 37% seriously wounded. These are massive irreversible losses. Even for Russia, this is becoming a serious problem, because the overall size of its occupation forces is shrinking. Overnight, our warriors applied Ukraine’s long-range sanctions against an oil refinery in Russia’s Saratov – about 700 kilometers from the frontline. An important result. Thank you! There were also strikes in the Rostov and Kirov regions, as well as at a military base on the Caspian Sea coast. Our Defense Forces of Ukraine are carrying out long-range missions in line with the approved priorities of the plan for such sanctions. This week, targets were also reached in the Yaroslavl, Ryazan, Voronezh, Volgograd, Rostov, Novgorod, Nizhny Novgorod and Krasnodar regions at distances ranging from 300 to 1,200 kilometers from Ukraine’s state border. Our responses to Russia’s prolongation of the war and its attacks on our cities and communities are entirely justified. This time, Ukrainian long-range sanctions reached the Moscow region, and we are clearly telling the Russians: their state must end its war. Ukrainian drone and missile manufacturers continue their work. I am grateful to the Security Service of Ukraine and all the Defense Forces of Ukraine for their precision. The distance from Ukraine’s state border is over 500 km. The concentration of Russian air defense in the Moscow region is the highest. But we are overcoming it. Glory to Ukraine!

Ballistic missiles are Russia’s last remaining argument in this war, and we must find sufficient countermeasures. I thank our partners and Mark Rutte that the PURL initiative exists and is functioning – contributions were made this May. There will be contributions in June as well. Today, we discussed how we can accelerate and expand deliveries under this key program. I also thank all our partners who are already working with us on joint production and helping with funding so that weapons production in Ukraine can continue to grow. We discussed with the NATO Secretary General several other things that could provide Ukraine with stronger long-term financial security guarantees. We will keep working on this at both the G7 Summit and the NATO Summit in Ankara. Sanctions against Russia. Our long-range capabilities. Financing for Ukraine. Our political cooperation. And our partners’ determination to help Ukraine precisely when help is needed – all of this sends signals to Russia that this war will bring it no results. All of this is also an incentive for Russia to turn to diplomacy. And we very much hope that over the summer and autumn we will be able to bring a real peace closer – a fair and dignified peace. June 4 is the International Day of Innocent Children Victims of Aggression. It honours kids affected by war and violence. Since Russia's full-scale invasion of Ukraine began, at least 707 Ukrainian children have been killed. Behind every number is a child whose future has been stolen. Russia is now threatening other nearby countries far more openly than before. Every neighbor of Russia heard what was said about Armenia, whose people are the only ones who have the right to decide and will choose the future of their country. What Russia says about Armenia is, in truth, not about Armenia alone. No one can be left without support – Europe has no right to lose any of its peoples, to leave any country behind. Armenia must be supported. Moldova must be supported. The Baltic states. Azerbaijan must be supported. We must find ways to support the people of Georgia as well – and this is a shared European task. No one can be lost.

Yesterday, and from just one massive attack, Russia killed 23 people in our country, including children. The Russians used a large number of drones – more than 650 during the night and around 100 more during the day. But the most dangerous threat is, of course, missiles. Russia has the capacity to produce around 120 ballistic missiles every month. And that is just ballistic missiles. Russia also produces other types of missiles. This means that every month they can launch several large-scale massive attacks on top of the constant missile terror they already carry out. Today, representatives of all Allied countries were present here in Ukraine at the NATO–Ukraine Council – after Russia tried to squeeze our partners out of the country and intimidate embassies. The result was a highly symbolic meeting in Kyiv. Its main message is clear: Ukraine should be supported more. Especially in areas such as anti-ballistic capabilities. Our partners have decided on new contributions to the PURL initiative – they are coming in June. We are also doing everything possible to accelerate Europe’s work on its own anti-ballistic capabilities.

We began the visit of NATO’s North Atlantic Council to Ukraine by honoring the memory of fallen Ukrainian warriors at the Wall of Remembrance. Along with NATO Secretary General Mark Rutte Mark Rutte, Chair of the Alliance’s Military Committee Admiral Giuseppe Cavo Dragone Admiral Giuseppe CAVO DRAGONE - NATO CMC, as well as the permanent representatives and deputy permanent representatives of all 32 NATO member states. We deeply appreciate this sign of respect from the Alliance representatives toward our warriors, who defended our country and all of Europe from Russian evil. It is profoundly important to remember every single man and woman thanks to whom we have the opportunity to live freely and choose our own way of life. Blessed be the memory of the fallen Ukrainian defenders. Eternal honor to the heroes.

There are good results from the warriors of the SSU Special Operations Center “A.” A Russian FSB headquarters has been struck, and a Pantsir-S1 surface-to-air missile system has been destroyed in our temporarily occupied territory. Thanks to just this one operation, Russian losses amount to around a hundred occupiers killed and wounded. Russians must feel that they must bring this war of theirs to an end. Ukraine’s medium- and long-range sanctions will keep working.

Today, American Members of Congress Richard Blumenthal Richard Blumenthal and Jim Himes Jim Himes 🇺🇸🇺🇦 are in Kyiv. It is an important visit during these difficult days after a massive attack. We are grateful to the United States, to the President, Congress for their strong bipartisan support, and to all Americans. We discussed further support for Ukraine, particularly in strengthening air defenses. We have a significant need for antiballistic missiles due to the constant Russian attacks. I sent a letter to the White House and the U.S. Congress outlining Ukraine’s needs for such missiles. And today, I also personally handed this letter to the congressmen. We are counting on timely support. I briefed the congressmen on the frontline situation and on our successful long-range sanctions. Our partners clearly see that Russia is suffering enormous losses. It is important to prevent any weakening of sanctions against the Russian Federation – we discussed this as well. We are also working with the American side on concluding a Drone Deal. Particular attention was given to the negotiation process. There must be no pause in diplomacy, and talks must be reinvigorated. The whole world needs peace.

Since last night, first responders and all necessary services have been working wherever needed. As of now, at least 83 people have been confirmed injured since midnight. Tragically, there are fatalities. My condolences to the families and loved ones. It was a heavy attack – 90 missiles of various types, many of them ballistic missiles – 36 in total. There were 600 drones. Unfortunately, not all of the ballistic missiles were intercepted – the largest number of hits was in Kyiv. Kyiv was the primary target of this Russian attack. Putin can’t even pronounce the word “hurrah” clearly anymore – slurs and mumbles – yet he is still vanquishing residential buildings with his missiles. Launched three Russian missiles against a water supply facility. Burned down a market. Damaged dozens of residential buildings. Hit several ordinary schools. Launched his “Oreshnik” against Bila Tserkva. They really are unhinged. It is important that this does not pass without consequences for Russia. Today, everyone in the world who will not stay silent and chooses to help Ukraine is a defender of life. It is critically important to continue working to secure air defense for Ukraine, especially anti-ballistic capabilities. We are doing our best to achieve peace and protect people – everything. It is important that Ukraine is not alone. Decisions are needed – from the United States, from Europe and others – to make that old “Oreshnik” in Moscow finally utter the word “peace.”
