The speed limits on Starlink and Starshield are still there. The speed has not been restored. And the delivery of interceptors to protect us against Russian ballistic missiles is still delayed. We’re waiting for interceptors that were already agreed on. But they are still not coming. This is a real problem, because the Russians attack us almost every single day. All of this is happening while we continue our quite successful operations on the front. We keep defending positions. Things have become harder – partly because of the Starlink and Starshield policies and speed limits. But our frontline is still holding and I am proud of how strong our people are. Of course, we are not losing this war. But we are losing people. Because of the Russian attacks, we're losing people and time. It's such a pity, because our children don't have a real life and childhood. Not only children, but all people. That's why we need to end this war as quickly as possible. I hope that our partners, Americans and Europeans, will help us. God bless, our strong soldiers stay strong on the battlefield. It helps me stay strong during any kind of negotiations.

My team and I spoke with President Trump’s envoys – Steve Witkoff and Jared Kushner. We talked about the results of the meetings in Oslo and St. Petersburg, and how we can move diplomacy forward this November. We have an agreement to hold a trilateral meeting – Ukraine, America, and Russia – at the team level. The plan is to meet in the first half of November. We are ready to meet any day – even tomorrow. But it all depends on the Russians. We expected a trilateral meeting this October, too. But it didn’t happen – because the Russians came up with another reason not to meet. Now we all need to focus on making these meetings happen – together with America, Europe, and all our partners. Can they happen without America or without American pressure on Russia? Probably not. That’s why we are really counting on America to keep this a priority at every level. And we need to move from technical-level trilateral talks to a meeting of the leaders – because the key issues can only be settled at that level. From an address at the Hudson Institute. (1/3)

The war will cost 155 billion euros next year. And we need at least 70 billion euros more from you – for defense, for weapons, and for our resilience. This is a realistic amount. And I ask you to find this support. It will help us hold Russia back. There are some very simple facts. We stop most Russian assaults on the front line thanks to drones. We cut Russian supply lines with these technologies. And our drones are helping to weaken Russia’s economy. Right now, we could produce two or three times more drones – depending on the type. But we simply don’t have enough money for that. It’s true. Just imagine if we could put two or three times more pressure on Russia than we do today. From an address to the participants of the European Council meeting. (4/5)

Three waves of ballistic missiles have been launched at Kyiv by Russian “humanitarians” since yesterday evening. They used 21 missiles. Unfortunately, numerous sites across the city have been hit and damaged: ordinary residential buildings, energy facilities, infrastructure at one of the railway stations and the metro, shopping malls, and businesses. Even a monastery is among the damaged sites. Our emergency services are working at all the affected locations. Twelve of our regions came under Russian attack overnight. In Kyiv and across the regions, 34 people were injured, including five children. As of now, two people have been confirmed killed. My condolences to their families and loved ones. Almost immediately after another round of talks, Russia launched a pointed attack. This means there has been no real change in its attitude toward everything that is happening. It is important to keep trying to find the right solutions to end this war. But when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed to bring about different steps – steps toward ending the killing. Stronger air defenses and the rapid delivery of missiles, the ability to destroy ballistic missile launchers, sanctions over the war – all of this must be in place. I am grateful to everyone who sees the situation for what it is and acknowledges the reality. The aggressor deserves to be treated accordingly. Ukraine deserves support. People's lives deserve protection. Thank you to everyone who stands with Ukraine!

I really want our relations – between Ukraine and America, and with all our other partners – to be strong, truly friendly, and without misunderstandings. Because without a strong America that cares about what happens in the world, the world would definitely be a worse place. These days, people ask why Ukraine is speaking more openly and directly to the world. The answer is simple. We want others to understand us – societies, nations, as many people as possible. When people understand what is really going on, political leaders can take a stronger path – the one that can really bring peace closer. And peace is what we want more than anything. Our long-range responses had a very significant impact in the Moscow region last night. One of Russia’s key oil industry facilities and the aggressor’s logistics facility were hit. These are billions of dollars that sustain the war machine. The systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican. I thank our warriors for their accuracy: the Security Service of Ukraine together with the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the Foreign Intelligence Service. Sanctions were also imposed on a facility in the Voronezh region. Moscow must end its brutal war and choose peace instead of building layered rings of air defense at the expense of other regions. Steps toward de-escalation are on the table – in energy and food security. What is needed is political will. I thank everyone who is strengthening Ukraine’s long-range capabilities. I am grateful to everyone who complements our long-range responses with responses through sanctions. Glory to Ukraine!

When we started responding to Russia’s operation against our data centers, and when our strikes reached Yandex’s data centers, it suddenly became a little easier to breathe on many social media platforms. A lot of people noticed it. There was less hate, less division, and fewer provocations. Because there were fewer bots. And it’s pretty clear where those bots were coming from – if they disappeared when Yandex went offline. This proves, again and again, that Europe is not the source of the problems. Europe is not the one making everything more difficult. Most importantly, we need people in America, every morning, when the day in Europe is already moving toward evening, to really see what is happening. To see the truth. Another Russian ballistic missile attack came in several waves overnight, and once again, there was no early warning from our partners. They again targeted energy facilities and infrastructure, but a medical clinic, a school, a metro station, and ordinary residential buildings were also damaged. In total, the Russians launched 16 ballistic missiles in a deliberate attack on Kyiv and the Kyiv region. The Russians also launched more than 200 drones of various types, including jet-powered “shaheds,” with attacks spanning from the Kharkiv and Dnipro regions to the Volyn, Rivne, and Odesa regions. Sadly, there are casualties. My condolences to their families and loved ones. Those who were injured are receiving assistance. Overnight and this morning, Russia attacked energy facilities in the Vinnytsia, Volyn, Kirovohrad, Kyiv, Mykolaiv, Zhytomyr, Khmelnytskyi, Kharkiv, Ternopil, Odesa, and Rivne regions. In this one night alone, more than 10 energy infrastructure facilities were damaged, and the lights went out for at least 550,000 families. Repair crews are working at the sites. Ukraine never wanted this war, and we have welcomed literally EVERY attempt by our partners to bring this war to a dignified end. We have responded positively to EVERY ceasefire proposal. Russia's response, time and again, has been ballistic missiles, “shaheds,” and killings. Putin not only doesn't want to end this war – he doesn't even want to take any steps toward de-escalation. EVERY ONE of our partners has experienced this firsthand when they heard Russia's refusals. And it is crucial to call things what they are. To call the aggressor an aggressor and help Ukraine defend lives. When deliveries of missiles for Ukraine's air defense are blocked while Russia is granted relief or delays in sanctions, this is, unfortunately, a denial of reality on the part of our partners. The reality is that the war continues, and it continues solely because of Russian strikes and Russia's desire to drag this war out. I thank everyone who recognizes this reality and helps Ukraine!

Today, there was a statement from the President of the United States that an energy ceasefire has been secured. This is good news for everyone – and it is important that it become reality. Unfortunately, Ukrainian skies have been infested with Russian “shaheds” all day today. There have been glide bomb strikes and strikes on our energy infrastructure too. A power plant in Kharkiv was attacked this evening. Overall, this past week alone, the Russians have carried out more than 200 strikes on our electricity generation and transmission facilities in Ukraine, and another 17 strikes this week targeted gas and oil facilities. They have killed more than 150 of our people, and more than 700 people have been wounded. Ukraine has proposed many de-escalatory steps. Putin had one answer to all of them – “nyet.” We do hope that he will finally say something to America, Ukraine, and the entire world that will lead to a real and dignified peace. Ukraine wants peace. The question is whether Russia does. The Armed Forces of Ukraine have received all the appropriate orders. We are awaiting clear details of the dialogue between America and Russia – and we expect Putin to follow through on what President Trump said.

Finland is a leader of the Shelter Coalition, and we have an agreement to work within this Coalition to secure additional funding for shelter construction in Ukraine. Construction is already underway in different regions of our country – various projects. Some will be completed in the near future, while others are more complex – particularly shelters in hospitals – and are still under construction. We are also placing emphasis on providing mobile shelters. The fact is that the Shelter Coalition has begun its work. We agreed that Finland will try to organize an international meeting with other countries participating in the Coalition. There are currently 16 members, and the Coalition will expand. We need meetings and formats to secure more funding for these unquestionably important projects. Of all countries in Europe, Finland has the greatest experience and the highest quality of shelter construction. I said this during a press conference with Prime Minister of Finland Petteri Orpo.

Yesterday, the Russians carried out one of their largest attacks on Ukraine’s energy sector – more than 15 critical power generation and transmission facilities were targeted across different regions of Ukraine. Restoration work is ongoing, with all necessary services and all available resources of Ukrainian energy companies involved. I thank everyone working practically nonstop to restore power. The most difficult situation was in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn. Energy facilities in the Kharkiv, Kyiv, Dnipro, and other regions were also hit. The Russians have scaled up their anti-energy operation and are trying to stretch our reserves and repair capabilities as thin as possible. Between 7 p.m. yesterday and 7 a.m. today alone, more than 320 jet-powered and gasoline-powered “shaheds,” along with loitering munitions, cruise missiles, and ballistic missiles, were used against our energy sector, our cities, and our communities. And although our warriors are shooting down a significant number of them, the sheer scale and unrelenting pace of Russia’s strikes, specifically against our energy sector, are unfortunately having severe consequences. It is important that our European partners have already prepared new support packages for Ukraine. I am grateful to them for this. And it is important that everyone in America also sees what is really happening. At a time when the Russians have carried out such a massive attack on our energy sector, a decision was unfortunately made in America to completely disregard the Lindsey Graham Act, which was supposed to impose truly effective pressure on Russia to bring this war to an end. This Act could have helped enormously – and still can! But it needs to actually work, and every voice in support of it matters. Russia is trying to cause a blackout in Ukraine – right before winter. Russia is trying to leave millions of our people without electricity and heating. Pressure is needed to stop this. A U.S. sanctions blackout, easing pressure on the aggressor, financial rewards for Putin – all of this only encourages him to keep attacking. We must not give up ground. We must keep trying to end the war. To end it, not give Putin every reason to continue it indefinitely. I thank everyone who is truly fighting for peace and helping Ukraine!

Today, we continue our cooperation with Finland – and very substantively. We are working comprehensively with the Government of Finland – with Prime Minister Petteri Orpo. Thank you for this cooperation and for this level of relations between our countries. We have a new support package for Ukraine from Finland – and, in addition, agreements that expand our opportunities for cooperation. Seven documents have been signed – the total value of today's agreements is €300 million. We agreed to make greater use of Finland's satellite capabilities – this is important for our defense and Ukraine's resilience. We reached agreements on this with Nokia and ICEYE. Thank you for your readiness to support our logistics and energy sector – these are Russia's key targets right now. And having more locomotives, more energy equipment, and more funding to protect energy infrastructure will really help.

Today, Russia expressed its thanks for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia. As of now, sadly, twelve people have been confirmed killed, including three children. My condolences to all their families and loved ones. Another fourteen people have been injured, and two of them are in critical condition – the doctors are fighting to save their lives. The status of twelve more people who may have been there is still being verified. All emergency services are at the scene, and search-and-rescue operations are underway. Overnight, thirteen of our regions came under attack. Residential buildings, infrastructure, and railway facilities have been damaged. Last night confirmed once again that in Russia, they take any easing of pressure to mean they can keep fighting, to mean they can keep dropping bombs on cities. Different signals are needed. Russia must understand that it needs to stop the war, and for that to happen, Russia must feel its losses. Right now, it is our long-range capabilities that are ensuring this. And we will respond to Russian strikes. I thank everyone who is helping.

Today, we had important talks with our American partners and with our other partners from Europe. Steve Witkoff was also here with us in Oslo, and Jared Kushner joined us online. Ukraine immediately supported American proposal for an energy ceasefire. But Russia responded by continuing its attacks. We offered different options. We are ready not to hit sensitive parts of Russia’s energy sector if Russia stops hitting ours. Putin said no. But we’re working to find a solution. We have some clear ideas on how to get to peace. And we are united with our European partners in this effort, and we want the Americans to take these ideas to the Russians. One of the important ideas is to move to a potential trilateral meeting of the leaders to address the issues that only the leaders can do. Steve is going to Russia tomorrow. Let’s see what Putin has to say. Thank you to everyone who stands with Ukraine and stands for peace. From a joint press conference with Jonas Gahr Støre and Alex Stubb.

I addressed the participants of the plenary session of the Ukraine–Finland Business Forum. Finland is a very important partner for us, and we are grateful for your support. We have a Drone Deal between our countries. And the Drone Deal works. Let’s build on this with practical steps, so we can produce more of the drones that both Ukraine and Finland need. Our capacity to produce drones here in Ukraine is several times greater than the funding we have available today. So let’s use this potential to strengthen our common security. Even though things are not easy now, let’s work on joint economic projects. Every investment in Ukraine today also helps us stay strong. Let’s do this. We have the Finnish-Ukrainian Investment Facility, and this is a good example. Let’s use every opportunity we have.

I discussed with President of the Storting Masud Gharahkhani and the leaders of all Norwegian political parties the decisions that can support Ukraine now, as Russia strikes our country virtually every hour. In particular, we discussed financial assistance and the shortfall in our defense budget. Alongside support from the European Union, assistance from non-EU countries that support us bilaterally is also important, and Norway is ready to help. We also discussed the Ukrainian children abducted by Russia and our work to bring them home. Together, we can certainly do more. Thank you! Norway is among the leaders in assistance to Ukraine. We are very grateful to the parliamentarians, the government and all the people of Norway for such unity around Ukraine and for supporting our people at every level.

I met in Kyiv with a team from the American defense company Lockheed Martin, which helps us save lives. Its Patriot systems and F-16 aircraft play an important role in defending against Russian ballistic missiles and jet-powered “shaheds.” And things are not easy with either right now. We discussed how we can expand and increase supplies. The company is currently ramping up production of ballistic missile interceptors. We count on the opportunity to purchase some of them to protect more lives. We are also trying to do everything possible to ensure that F-16 maintenance and repairs are carried out in Ukraine. Thank you for the meeting. It is important that Lockheed Martin has a presence in Ukraine. We are doing everything on our part to expand our partnership.

Since the American President announced the energy ceasefire a week ago, Russia has deliberately attacked Ukraine’s energy and oil and gas sectors 76 times. Last night alone, there were strikes on substations in the Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions. Tens of thousands of families remain without power. Energy workers and repair crews are working virtually around the clock to restore electricity supply. Overnight, the Russians also struck residential buildings in our regions. As of now, 12 people have been reported injured, including two children. Two people have been killed. My condolences to their families and loved ones. This morning, there was a strike on an agricultural enterprise in Volyn. All necessary services are working at the site. In total, over this past week, the Russians have attacked Ukraine with almost 2,700 attack drones, 1,700 aerial bombs, and 66 missiles, most of them ballistic. The main targets of these strikes are energy facilities – the Russians are trying to cause a blackout. And America should see that Russia is not taking any reciprocal steps in response to sanctions relief or agreements. On the contrary, they take every signal of an opportunity to make money as proof that their bet on war is paying off and they can keep fighting. It is because of this position of Russia’s that the war continues, not because Ukraine is rightfully defending itself. It is Russia that must face pressure for peace to have a chance. Thank you to everyone who understands this and helps.
