Ukraine’s just responses to all Russian strikes against our people. Over the past day, our warriors struck four targets that help Russia finance and wage its brutal war – two oil facilities and a training ground in the Perm, Samara, and Astrakhan regions. There was also a response in the Black Sea.

I met with Prime Minister of Poland Donald Tusk. Donald is well informed about the situation with Russian strikes and how it is escalating every day. The Russians are using “shaheds” almost constantly. Today alone, 52 people have been injured. Throughout the day, there were Russian strikes on a store, a pharmaceutical plant, and logistics facilities. It is very important that Poland is helping us defend against these attacks. We discussed in great detail all the existing threats and the steps that will help strengthen our defense against Russian strikes. I also thanked Donald for his clear and principled position on sanctions: there must be no steps that help Russia continue this war. I thank Donald and Poland for their assistance to Ukraine.

During my audience with King Philippe of the Belgians, I thanked His Majesty, the government, and all the Belgian people for their support of Ukraine. We are now living under constant Russian missile and drone attacks on our cities and communities. And our top priority is strengthening air defense. We count on Belgium’s support in this area, particularly with the delivery of F-16 fighter jets and ammunition for them, which help us defend against Russian jet-powered “shaheds.” And, of course, it is equally important that frozen Russian assets remain immobilized. As long as the war continues, Russia must not receive anything it could invest in further killings and destabilization in Europe. Thank you! Belgian Royal Palace

I began my visit to Brussels with a meeting with Mark Rutte Mark Rutte. As always, we are coordinating closely to provide greater protection and security for Ukraine. Unfortunately, Russia responded to yet another attempt by the American President to reduce the intensity of strikes with new waves of attacks on our energy, residential buildings, and other infrastructure. Over the past few days, there have been several waves of ballistic missile strikes, and attack “shahed” drones are in our skies almost constantly. Since midnight yesterday and up to now, the Russians have already launched around 1,000 drones. All of these are major challenges, especially against the backdrop of restrictions on Starlink operations in Ukraine, which is why it is so important that defense supplies from NATO partners continue. This is especially true for ballistic missile interceptors and munitions for F-16s. We are working on new air defense packages. Literally every day and every hour, such new packages can save the lives of Ukrainians. We discussed this and other important issues during our meeting. I thank Mark for his support and readiness to help!

I had a good meeting with the President of the European Council, António Costa António Costa, and the President of the European Commission, Ursula von der Leyen Ursula von der Leyen. Right now, there are no signals from Russia that it is ready to end its war. The signals it is sending point to something entirely different and certainly do not bring peace any closer. After overnight Russian strikes on energy infrastructure, Russia carried out a horrific strike on Kharkiv this morning. Two people have already been reported killed. My condolences to their families and loved ones. Seventeen others were injured. Russia also struck a shopping mall in Rivne and energy facilities in four regions. European leadership is needed to ensure that people's lives are sufficiently protected from this Russian terror. We appreciate that everything we agree on is implemented promptly. Today, we discussed further assistance, first and foremost for our energy and air defense needs. We talked about support for our financial resilience, including for next year, and coordinated our work on the European integration track. It is important that new negotiating clusters were opened this week. We are working to open the remaining two by the end of the year. Thank you, António! Thank you, Ursula! Thank you, EU!

I am grateful to the U.S. congressional delegation – Senator Roger Wicker, Senator Kevin Cramer, Rep. Marc Veasey, and Rep. Dan Crenshaw – for being here with our people today amid virtually nonstop Russian attacks. Russia is not getting what it wants on the battlefield and is trying to make up for it through escalation. Throughout our entire meeting in Kyiv, the air raid alert remained in effect because of the threat of jet-powered “shaheds”. In the capital alone, and since the beginning of this month alone, the Russians have damaged two schools with these drones and struck bridges, energy, and other critical infrastructure. We can only protect ourselves from this terror by working together, and we discussed how the United States can help save lives. Of course, we expect the Lindsey Graham Act to be implemented. This is a matter of political will, and it is now important to show leadership and fully cut off the financial flows sustaining Russia’s war machine. We also discussed other necessary steps, including expediting licensing for Patriot missile production. Ukraine is ready not only to produce ballistic missile interceptors for its own needs, but also to strengthen the United States and its allies through joint production. I thank the United States for its unwavering support.

I began my visit to New York by a meeting with U.S. senators. I thanked them for their strong bipartisan support for Ukraine and for passing The Lindsey Graham’s sanctions bill. This is absolutely the right step, and once it is fully implemented, peace and guaranteed security will certainly be closer. We agreed that our teams will work closely on sanctions. I briefed the senators on the de-escalation proposals we will discuss with the President of the United States. We also raised our need for ballistic missile interceptors and the challenges we face ahead of the coming winter. There are things we can do together with America to protect lives. American made Patriot Systems cannot be replaced at this point, and the more anti-ballistic protection Ukraine has, the less emboldened Russia will be to continue its strikes and prolong the war. Thank you!

I met with Emmanuel Macron. We spoke primarily about security and the winter support package for Ukraine. We are also ready to secure additional SAMP/T air defense systems and missiles for them using the financial resources available through the EU loan. We continue working on the possibility of producing these air defense systems and missiles in Ukraine, as well as on the joint FREYJA anti-ballistic program with our partners. We expect to see the first results this year. We are doing everything we can to strengthen the protection of our people. Thank you, Emmanuel! Thank you, France!

With Finnish Prime Minister Petteri Orpo, we discussed how to protect Ukraine against Russia’s brutal strikes on civilian infrastructure. Overnight and throughout today, Russia launched new strikes on our energy facilities. Parts of the Volyn region and Kyiv are still without power after yesterday evening’s attack. We constantly need the means to shoot down missiles and drones to protect people’s lives and critical infrastructure. New decisions to support Ukraine will come as early as this month. Finland has always helped us, and we greatly appreciate it. We also discussed our need for shelters. Together with Finland, we established the Shelter Coalition, and now we need to speed up this work. Every Ukrainian city and community must have proper shelters. I thank Finland for its readiness to support this effort as well.

Arrived in Canada. Canada has been and remains one of our closest partners. We value all the support from Canadians and the decisions that help Ukraine stand strong and protect our people. Important meetings and agreements are planned that will shape our cooperation and solidify the already strategic level of our relationship for years to come. I will meet with Prime Minister Mark Carney. The main focus will be on supporting Ukraine in protecting our skies and preparing for the winter. We will discuss how to strengthen our resilience, support our people, and ensure that Ukraine has the capabilities it needs to defend itself. The First Lady has a meeting planned with philanthropists who support Ukraine. She will also visit Canadian equivalents of Ukraine’s “Schools of Superheroes.” Thank you to everyone who stands with Ukraine.

I met with Additional Minister in the Ministry of Finance of Israel Zeev Elkin, who is here now with the Israeli delegation for the anniversary of the Babyn Yar tragedy. It was a horrific tragedy, but it is important that they took the time to come here during these days of remembrance – days that Russia is trying to make extremely difficult for our people with its aerial terror. Of course, it was Iran that provided Russia with the technology to produce these jet-powered “shaheds,” and it has used essentially the same kind of weapon to attack Israel. We discussed these and other threats, as well as the overall situation in the Middle East. Strong relations between Ukraine and Israel could certainly contribute to our shared security.

I met with Estonian Defense Minister Martin Herem. In practically every meeting with partners, we discuss how to strengthen the protection of Ukraine’s skies. Estonia is actively helping us in this area, and we are grateful for every defense package and for its support for the PURL initiative, which enables us to obtain ballistic missile interceptors. Today, we discussed possible new contributions and ways to secure additional funding for air defense procurement. The Drone Deal between our countries allows Ukraine to export its arms to Estonia. Estonia gains battle-tested weapons, and Ukraine gains additional funding for its defense. We agreed that our teams will move quickly to put together such an export package. I am also grateful to Estonia for its steadfast support for Ukraine on our path to joining the EU.

I thank our warriors for the results they achieve every day in carrying out Ukraine’s long-range sanctions. Over the past 24 hours, two oil refineries were hit – one in Bashkortostan and one in the Samara region. There were also strikes in the Black Sea. We are taking the war back to where it came from. We are bringing peace closer for Ukraine. I thank the units involved for their precision.

Russia continues to attack our energy sector, regular logistics, and critical infrastructure. And our responses to them for this are tangible. There are new results from the Defense Forces of Ukraine regarding the refinery in Syzran. There was also a strike in Taganrog on a drone production facility, as well as on a drone preparation and launch site in the Oryol region. Targets were hit in the Black Sea as well. I thank every one of our warriors for the effectiveness of our long-range sanctions! The day before, the United States also announced a significant decision regarding Russia’s VTB Bank – one of Russia’s systemic banks, which is heavily involved in schemes supporting Russia’s war and, in particular, its relations with the Iranian regime. All such schemes that work against peace truly need to be dismantled. I thank our partners for this useful step! There is no alternative to ending this war. And all forms of pressure on Russia must create the right diplomatic conditions. Glory to Ukraine!

Three waves of ballistic missiles have been launched at Kyiv by Russian “humanitarians” since yesterday evening. They used 21 missiles. Unfortunately, numerous sites across the city have been hit and damaged: ordinary residential buildings, energy facilities, infrastructure at one of the railway stations and the metro, shopping malls, and businesses. Even a monastery is among the damaged sites. Our emergency services are working at all the affected locations. Twelve of our regions came under Russian attack overnight. In Kyiv and across the regions, 34 people were injured, including five children. As of now, two people have been confirmed killed. My condolences to their families and loved ones. Almost immediately after another round of talks, Russia launched a pointed attack. This means there has been no real change in its attitude toward everything that is happening. It is important to keep trying to find the right solutions to end this war. But when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed to bring about different steps – steps toward ending the killing. Stronger air defenses and the rapid delivery of missiles, the ability to destroy ballistic missile launchers, sanctions over the war – all of this must be in place. I am grateful to everyone who sees the situation for what it is and acknowledges the reality. The aggressor deserves to be treated accordingly. Ukraine deserves support. People's lives deserve protection. Thank you to everyone who stands with Ukraine!

Another Russian ballistic missile attack came in several waves overnight, and once again, there was no early warning from our partners. They again targeted energy facilities and infrastructure, but a medical clinic, a school, a metro station, and ordinary residential buildings were also damaged. In total, the Russians launched 16 ballistic missiles in a deliberate attack on Kyiv and the Kyiv region. The Russians also launched more than 200 drones of various types, including jet-powered “shaheds,” with attacks spanning from the Kharkiv and Dnipro regions to the Volyn, Rivne, and Odesa regions. Sadly, there are casualties. My condolences to their families and loved ones. Those who were injured are receiving assistance. Overnight and this morning, Russia attacked energy facilities in the Vinnytsia, Volyn, Kirovohrad, Kyiv, Mykolaiv, Zhytomyr, Khmelnytskyi, Kharkiv, Ternopil, Odesa, and Rivne regions. In this one night alone, more than 10 energy infrastructure facilities were damaged, and the lights went out for at least 550,000 families. Repair crews are working at the sites. Ukraine never wanted this war, and we have welcomed literally EVERY attempt by our partners to bring this war to a dignified end. We have responded positively to EVERY ceasefire proposal. Russia's response, time and again, has been ballistic missiles, “shaheds,” and killings. Putin not only doesn't want to end this war – he doesn't even want to take any steps toward de-escalation. EVERY ONE of our partners has experienced this firsthand when they heard Russia's refusals. And it is crucial to call things what they are. To call the aggressor an aggressor and help Ukraine defend lives. When deliveries of missiles for Ukraine's air defense are blocked while Russia is granted relief or delays in sanctions, this is, unfortunately, a denial of reality on the part of our partners. The reality is that the war continues, and it continues solely because of Russian strikes and Russia's desire to drag this war out. I thank everyone who recognizes this reality and helps Ukraine!

Yesterday, the Russians carried out one of their largest attacks on Ukraine’s energy sector – more than 15 critical power generation and transmission facilities were targeted across different regions of Ukraine. Restoration work is ongoing, with all necessary services and all available resources of Ukrainian energy companies involved. I thank everyone working practically nonstop to restore power. The most difficult situation was in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn. Energy facilities in the Kharkiv, Kyiv, Dnipro, and other regions were also hit. The Russians have scaled up their anti-energy operation and are trying to stretch our reserves and repair capabilities as thin as possible. Between 7 p.m. yesterday and 7 a.m. today alone, more than 320 jet-powered and gasoline-powered “shaheds,” along with loitering munitions, cruise missiles, and ballistic missiles, were used against our energy sector, our cities, and our communities. And although our warriors are shooting down a significant number of them, the sheer scale and unrelenting pace of Russia’s strikes, specifically against our energy sector, are unfortunately having severe consequences. It is important that our European partners have already prepared new support packages for Ukraine. I am grateful to them for this. And it is important that everyone in America also sees what is really happening. At a time when the Russians have carried out such a massive attack on our energy sector, a decision was unfortunately made in America to completely disregard the Lindsey Graham Act, which was supposed to impose truly effective pressure on Russia to bring this war to an end. This Act could have helped enormously – and still can! But it needs to actually work, and every voice in support of it matters. Russia is trying to cause a blackout in Ukraine – right before winter. Russia is trying to leave millions of our people without electricity and heating. Pressure is needed to stop this. A U.S. sanctions blackout, easing pressure on the aggressor, financial rewards for Putin – all of this only encourages him to keep attacking. We must not give up ground. We must keep trying to end the war. To end it, not give Putin every reason to continue it indefinitely. I thank everyone who is truly fighting for peace and helping Ukraine!

Since the American President announced the energy ceasefire a week ago, Russia has deliberately attacked Ukraine’s energy and oil and gas sectors 76 times. Last night alone, there were strikes on substations in the Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions. Tens of thousands of families remain without power. Energy workers and repair crews are working virtually around the clock to restore electricity supply. Overnight, the Russians also struck residential buildings in our regions. As of now, 12 people have been reported injured, including two children. Two people have been killed. My condolences to their families and loved ones. This morning, there was a strike on an agricultural enterprise in Volyn. All necessary services are working at the site. In total, over this past week, the Russians have attacked Ukraine with almost 2,700 attack drones, 1,700 aerial bombs, and 66 missiles, most of them ballistic. The main targets of these strikes are energy facilities – the Russians are trying to cause a blackout. And America should see that Russia is not taking any reciprocal steps in response to sanctions relief or agreements. On the contrary, they take every signal of an opportunity to make money as proof that their bet on war is paying off and they can keep fighting. It is because of this position of Russia’s that the war continues, not because Ukraine is rightfully defending itself. It is Russia that must face pressure for peace to have a chance. Thank you to everyone who understands this and helps.
