The coward in Moscow, who is afraid to meet with President Zelenskyy to end the war, continues to wage a war against civilians. Russia unleashed the largest number of ballistic missiles since the start of the war — around four dozen — in a brutal terrorist attack on the Ukrainian capital, killing and injuring people. We urge appropriate and strong responses. We need devastating pressure on Moscow to end this terror. There can be no pauses in increasing sanctions and isolation of Russia. The 21st EU package must be unblocked now. There can be no pauses in the protection of life. Agreements on additional interceptors must be implemented without delay. Everyone who is holding back these vital protection tools from delivery should know that the cost of delay is measured in human lives. There can be no pauses in our joint work to develop European protection from ballistic terror. We rely on anti-ballistic coalition to advance its work quickly. There can be no decisions to whitewash Russia’s war crimes by restoring its rights in international sports competitions. The blood of Ukrainians is on the hands of the sports bureaucrats taking such immoral steps. Putin will not be stopped through appeasement. He will go further unless he is stopped by strength now. Provide Ukraine with all the necessary means to stop Russia and end the war.

Putin wanted to show “strength” but only confirmed his weakness. Overnight, Russia carried out one of the largest terrorist attacks on Kyiv with around 600 drones, many dozens of ballistic, air-ballistic, and cruise missiles, and a dummy IRBM. Cherkasy, Kharkiv, Kropyvnytskyi, Odesa, Poltava, Sumy, and Zhytomyr regions were also under attack. As of now, at least two civilian people have been reported killed and many dozens injured. These numbers may grow. Many residential buildings have been damaged. Unable to achieve any results on the battlefield, Putin turns to terror against civilians. This strike was probably meant to demonstrate “strength” to the domestic audience, but instead it only confirms Putin’s weakness. Even Russians see that he is a loser. His “special operation” is not achieving any results. Losses are enormous, but there is not a single achieved goal. Except that there are no safe places in Russia any more, as Ukraine ramps up its special long-range sanctions. To our allies, I want to say this: it is time to double down, not back down, in supporting Ukraine and increasing pressure on the Russian regime. We call for additional defense capabilities, including to protect our sky; investment in our defense industry; increased pressure on Russia, including entry ban for Russian combatants, full use of frozen assets; strong political decisions with regard to Ukraine’s EU accession and other steps. The world has the leverage. It needs to be used right — to show Moscow that such strikes will not bring any results — and force Russia to end this war.

The temperature in Ukraine is below -20°C (-4°F). Overnight, Russia attacked with 450 drones and over 60 missiles, including ballistic ones. Primary targets: energy and residential houses in Kyiv, Dnipro, Kharkiv, Sumy, Odesa, and other regions. Putin waited for the temperatures to drop and stockpiled drones and missiles to continue his genocidal attacks against the Ukrainian people. Neither anticipated diplomatic efforts in Abu Dhabi this week nor his promises to the United States kept him from continuing terror against ordinary people in the harshest winter. We are dealing with terrorists who must be forced to stop violence. The world has the tools. Strengthen Ukraine’s air defense and energy resilience. Increase pressure on Moscow. Deprive the Russian war machine of energy revenues and access to technology. Isolate the Russian regime. Stop and confiscate Russia’s illegal oil tankers. Putin must be deprived of illusions that he can achieve anything by his bombing, terror, and aggression.

There are 15 members of the UN Security Council. 14 support, in some way or another, an immediate ceasefire. Including four permanent members. Only one state blocks an end to hostilities. And it is the aggressor itself. Russia vetoes not just a ceasefire. Russia vetoes peace. Putin could have ended this war long ago. But he chooses daily escalation. This war has to stop. Ukraine wants to end it now — not later. We are ready for a full, unconditional ceasefire. Ready for ceasefires on energy and food. Ready to stop right now, right here. We were not the ones who started it. We were invaded. We keep on fighting — defending our home. We must stop this war now. Before Putin enters your home. He is already at the entrance. This is not a Ukrainian war. Not even a European one. It is a global threat. Preventing the worst scenario depends on everyone in this room, and beyond it. A difficult Sunday morning in Ukraine after a sleepless night. The most massive Russian air attack in many weeks lasted all night. Russia launched hundreds of drones, cruise missiles, and ballistic missiles into Ukrainian cities and communities during the night, injuring and killing people, including at least three children. When the entire world calls for an end to the killing, Putin orders even more strikes, attacks, and murders of children. This once again emphasizes the imperative of a full, unconditional, and durable ceasefire for any meaningful peace effort. The world must pressure Russia to accept it and put an end to the killings immediately.

A targeted Russian strike damaged a civilian sunflower oil production facility in Dnipro owned by the well-known American company "Bunge." This attack was not a mistake—it was deliberate, as the Russians attempted to strike this facility multiple times. Russia has been targeting American businesses in Ukraine systemically. Russian strikes last year damaged Boeing offices in Kyiv, a major American-owned electronics manufacturer in Zakarpattia, and other facilities. Throughout the full-scale war, approximately half of US Chamber members in Ukraine saw damage or destruction to their facilities on various scales. Putin's attacks on American businesses and American interests in Ukraine show his complete disregard for peace efforts led by President Donald Trump. This is why it is so urgent to advance the peace process —and Ukraine is ready to move it forward—as well as to strengthen Ukraine's air defense and increase sanctions pressure. Right at the time when the leaders of the most powerful countries meet in Beijing and the world hopes for peace, predictability, and cooperation, Putin launched hundreds of drones, ballistic and cruise missiles, at the capital of Ukraine. This barbaric attack during such an important summit shows that the Russian regime poses a global threat to international security. Instead of peace and development, Moscow pursues aggression and terror. In Kyiv, entire blocks of residential buildings have been ruined, and there are killed and injured civilian people. Other cities and communities across the country came under strikes as well. Putin wants this war to continue in order to prolong his control and rule over Russia. There should be no illusions or wishful thinking: only pressure on Moscow can force him to stop. I am certain that the leaders of the United States and China have enough leverage over Moscow to tell Putin to finally end the war. And this would be the greatest positive development.

Modern Ukrainian diplomacy dates back to the early 20th century, when on this day in 1917 the General Secretariat of International Affairs of the Ukrainian People’s Republic was established. Today, on Ukraine's Diplomatic Service Day, we honor the contributions of all generations of Ukrainian diplomats in building and strengthening our state and diplomatic service. It is my greatest honor and responsibility to lead the MFA of Ukraine 🇺🇦 in the face of Russia’s full-scale war, working together with the entire Ukrainian diplomatic team to strengthen our brave defenders on the frontline, consolidate international support, secure weapons and essential aid, increase pressure on the aggressor, and bolster our national resilience. I extend my heartfelt thanks to President Volodymyr Zelenskyy / Володимир Зеленський for his trust, to all my colleagues for their tireless work, and to our international partners for standing shoulder to shoulder with us at this historic moment. Welcome to Kyiv, dear European friends, Kaja Kallas and fellow European ministers! Today, we commemorate the grim anniversary of the Bucha massacre. On that day, horrific pictures of slaughtered civilians shook the entire world to its core. Such a strong European presence on this day demonstrates that justice for this and other Russian atrocities is inevitable. Comprehensive accountability for Russian crimes is vital to restore justice in Europe. And today, we will advance accountability efforts. These days also mark four years since Ukraine began to liberate the Kyiv region and other areas occupied by Russia in 2022. This is reminder of our defenders’ heroism. Ukraine knows how to win. This visit is a sign of true bravery and solidarity with Ukraine. I am grateful to HRVP Kaja Kallas and all European colleagues who came to Ukraine today.

Together with Sports Minister MatviiBidnyi we made a statement regarding the football presentation to the FIFA President by young Kyiv footballers. A football can carry hope. Today, FIFA President Gianni Infantino received just such a ball from the students of the "Lokomotiv" Kyiv Football Academy. The ball was delivered to the FIFA President by European Commissioner Glenn Micallef. He emphasized: "These children want to play, live, and dream without fear." For Ukrainian children, football represents the hope for a safe childhood and a normal life. The children of "Lokomotiv" shared what it is like to live under constant shelling. They recalled how, on January 23, a missile destroyed their sports complex. Since then, they have been unable to train at their home base. In their message to Gianni Infantino, the children said: "Fair play means respect for opponents, the rules, and all participants. Russia does not respect these rules. We ask you to support the children of Ukraine who want to play football and live without fear." We stand by the children's appeal. Every day, Russia strikes Ukrainian cities and communities. Russia kills children and destroys sports facilities. Russia demolishes power plants and energy infrastructure. We also reiterate Ukraine’s position: Russia uses sports to justify its aggression. This is exactly why its return to football is unacceptable. We share the principle that fair play cannot exist without accountability. We call on FIFA to act with consistency and principle: - Maintain the suspension of Russia from international competitions; - Strengthen the protection of children through football programs; - Support initiatives that give children back the opportunity to train and celebrate goals. This ball from Kyiv represents our shared responsibility for the future of these children and all Ukrainian sports.

Another night of Russian terror against Ukraine. Hundreds of missiles and drones. Kyiv under heavy strikes. Residential areas hit. As of now, at least 6 killed and many injured people. While Putin talks about strikes in the Middle East, Russia rejects U.S. peace efforts in Europe and continues the killing in Ukraine. Putin deliberately launches such brutal attacks to make America appear weak. The only way to end Russian terror is through strength. We need new and tough sanction strikes on Russian economy and oil revenues, as well as secondary sanctions on those who help Russia’s war effort. We need additional defense capabilities for Ukraine, especially air defense and interceptors, artillery ammunition, and investment in Ukrainian defense production. This week is a week of important summits. And they must produce important results. We don’t have time to wait. It is time to show transatlantic unity and strength.
