Imphal Guwahati, a 40 minute flight, a flight distance of barely 274 km, is around Rs 17k-18k while Guwahati Delhi, a flight distance of 1450 km, flight time of 2.30 to 3 hrs is around Rs 7k-8k! This is nothing but daylight robbery committed upon the tragedy stricken people of Manipur! I had raised this issue way back in February. Just as it refuses to carry out its duty to ensure people's access to the highways, the Govt of India remains a mute spectator to this loot.

While briefing the press, the security advisor and Chairman of the Unified Headquarters/Command Mr. Kuldiep Singh informed that a meeting of the “Strategic Operation Group (SoG) was held on 18th September, 2024 at the Conference Hall of the Chief Secretary, Govt of Manipur regarding the intelligence “input” pertaining to the intrusion of “900 Kuki militants” into Indian side (Manipur) from the neighbouring Myanmar. In the same said press meet, he also mentioned the officials who have attended the said meeting, and “discussed (the matter) in detail”. Those security officials who have attended the said meeting include, besides the top officials of the Central Police Organizations like CRPF, the GOC of 57 Mountain Division (“Red Shield Division”) of the Indian army, both the IGs Assam Rifles (South and East) who are top military bosses (two and three-star generals) of the Indian Army. If this is the case, what makes the 3 Corps of the Indian Army ("Spear Corps") to resort to such post in social media? Didn’t those military bosses in charge of the 3 Corps get any input/briefing from their own high ranking military officers who have attended the said SOG meeting? Does this indicate a breakdown of communication and coordination within the military establishment, let alone amongst the security agencies, a professional failure which has led to the loss of life and protracted mayhem? What is the purpose or motive behind by such posts on social media by SpearCorps.IndianArmy?

In the last couple of weeks, there has been a lot of talk about who is and who should be in charge of the “Unified Command” that looks after the law and order as well as security in the state of Manipur. This issue is being raised 16 months after the crisis began in May 2023! But barely a week after Mr Kuldiep Singh was appointed in May, 2023 as the Chairman of the Unified Headquarters/Command, I had flagged off the issue of Article 355 to Karan Thapar. I had told him about the subversion of the federal structure by the Modi led Govt. of India through a de facto and illegal act of exercising power over the state government. And that this subversion has rendered Shri Biren’s government as a “proxy government” and “a façade”. Not only that, I have also hinted about the “game” of keeping “Biren as the enemy” to help perpetuate the conflict and that if he were to be removed, that “game (would be) gone” as well! That the violent crisis which should have been brought under control in a couple of weeks has not happened so far points to that “game”. Since this interview (9 June, 2023), I have consistently raised this issue on many occasions, by asking “who’s in charge of the law and order” in Manipur, and reminding that the Govt of Manipur is a “proxy” for the Govt of India. And that Shri Biren is a “willing scapegoat”, someone who has protected and shielded Modi-Shah from any criticism or responsibility pertaining to this terrible tragedy in Manipur. In fact, he has defended the duo openly and unabashedly in many instances! Fact is, as I have insisted throughout the crisis so far, the “inaction of the GoI” itself is an “action” that has aggravated and prolonged the crisis, and therefore it must take the major responsibility.

A speech cut short, for it doesn't suit the communal discourse that serves sacterian agenda? But a sensible speech nonetheless, something that comes as a relief after some of those so-called 'progressive' people from outside Manipur have earlier joined the communal bandwagon to perpetuate the conflict with their communal and ethnicized harangue as informed discourse. Incidentally, much before the present crisis, for decades, I have been pleading to address the issue of 'development' - especially the real or perceived differential patterns - in different regions in the state of Manipur as well as socio-economic, educational status of different communities in the state WITHOUT COMMUNALISING (or 'ethnicizing') the discourse. Even lobbied with successive govts to institute a high level committee, on the line of Sachar Committee, so that there's an informed discussion to counter the propagandist campaigns of the communal and sacterian politics, and also to take corrective measures, if there is any legimate and factual discrepancies. Simultaneously, on many occasions, I have sought to draw the attention to the extractive economy that comes with the neo-liberal wave sweeping across the region, and accompanying militarization of the region, and to face it collectively without wasting energy and time on self-inflicted 'ethnic' politics! We ought to reflect on what this violent crisis means for people in the region called India's North East...

These Meitei women and children, including an 8 months old infant, who were taken hostage before they were slaughtered in cold blood by their abductors - all in the name of their "struggle" for the "separate administration" to be carved out of Manipur for the so-called "Kuki-Zo" (an invented expression that has been put in place to serve the exclusivist "ethno-nationalist" mobilisation) people. However, it must be reiterated that the hands of PM Narendra Modi and Amit Shah, the Union Home Minister, and the members of the Council of Ministers, headed by N. Biren Singh, including the two cabinet ministers belonging to the "Kuki" community, are stained with the blood of all those unfortunate victims of the 18 months old mayhem!
