Afghanistan’s migration crisis is no longer just a humanitarian issue, it is a geopolitical, security and governance challenge. The discovery of 14 Afghan migrants in the Lalo Desert of Nimruz, after they disappeared while attempting to cross into Iran, is another stark reminder of the human cost of irregular migration. Earlier reports indicated that members of the same group had already died from dehydration and extreme heat. Behind every such tragedy is a criminal economy that continues to flourish. This comes as Europe grapples with another migration surge, with tens of thousands of migrants recently reaching Spain’s North African enclave of Ceuta from Morocco. Afghan migrants have increasingly been using North African transit routes, obtaining visas to Morocco or neighbouring countries before attempting the dangerous journey into Europe. The reality is that Afghanistan is experiencing a sustained exodus. It is no longer only the poorest who are leaving. Professionals, entrepreneurs, students and entire families are risking everything because they see diminishing economic opportunities and little confidence in the future. Many sell their homes and land, incur substantial debts and place their lives in the hands of sophisticated smuggling networks. These networks are far more organised than many policymakers appreciate. They operate across multiple countries with established recruitment systems, transport routes, financial facilitators and pricing structures for destinations ranging from Iran and Türkiye to Europe, Canada and the United States. While the Taliban leadership has issued decrees against irregular migration and human smuggling, a fundamental question remains: who is facilitating this trade on the ground? Numerous accounts continue to point to the involvement or protection of these networks by some local and senior Taliban commanders & officials. Kabul’s Sarai Shahzada money exchange market is is the key financial hub through which migration-related payments are arranged and settled. This is not simply a migration story. It is a story of governance failure, corruption, organised crime, regional security and human desperation. Over the past year, I have gathered extensive evidence on the organisation, financing, pricing and facilitation of Afghan migration networks. The picture that emerges is considerably more sophisticated and more troubling than is generally understood. The deaths in Nimruz and the crossings into Spain are not isolated incidents. They are different chapters of the same transnational crisis.

From Strategic Partnership to a Marriage of Convenience The Taliban’s Agriculture Minister is in New Delhi. The agenda is agriculture. The story is much bigger. In 2011, India signed a Strategic Partnership Agreement with the Afghan Republic, the first such agreement Afghanistan concluded with any country. Signed under Congress and upheld by successive BJP governments, it symbolised India’s long-term commitment to Afghanistan’s democratic institutions, constitutional order and people. Then the Republic fell. By November 2023, the diplomats of the Afghan Republic were shamefully forced out of New Delhi, bringing the Republic’s diplomatic mission to an end. India’s long-standing strategic partner was pushed aside, while engagement with the Taliban steadily expanded. This is the same Taliban that attacked Indian diplomatic missions and personnel, including the Indian Embassy and consulates in Afghanistan. Today, its ministers are received with official courtesy in New Delhi. Every state pursues its national interests. But national interest should not silence legitimate questions. The world’s largest democracy, one that should speak about freedom, human rights, constitutionalism and political pluralism, is deepening engagement with a regime under which more than three million Afghan girls remain out of school, constitutional rule has been replaced by decrees, political pluralism has been dismantled, and Afghanistan’s education system has suffered a historic decline. Afghanistan also continues to host numerous terrorist organisations, including groups like JeM and LeT that has been targeting Jammu & Kashmir for years. The irony is difficult to ignore. A government that rightly calls for zero tolerance towards terrorism has entered a marriage of convenience with the Taliban, while abandoning the democratic partner with which it once claimed a strategic partnership. Perhaps this is one of South Asia’s greatest paradoxes: a Right wing Hindutva-led government presiding over the world’s largest democracy normalising relations with one of the region’s most hardline Islamist regimes. History will remember the interests that shaped these decisions. It will also remember the principles that were sacrificed along the way.

Old “veritable arm” amputated. A new one taking shape? That phrase dates back to 2011, when Mike Mullen told the US Senate that the Haqqani Network functioned as a “veritable arm” of Pakistan’s Inter-Services Intelligence, a remark that echoed through two decades of debate about the role of GHQ Rawalpindi in the Afghan conflict. Fast forward to today, and the irony is hard to miss. Last week, Sirajuddin Haqqani warned that Afghanistan would defend itself against Pakistani cross-durand strikes, accusing Islamabad of bombing civilian areas in Behsud and Khas Kunar, including Gardi Kas village and the Hijrat Abad refugee camp. Days later, another striking development: Haji Mali Khan, the deputy chief of staff of the Taliban army and Siraj Haqqani’s uncle reportedly appeared on the front line and targeted a Pakistani border forces outpost with an anti-armour rocket launcher. If confirmed, it would mark the first time a senior Taliban official has openly surfaced in frontline action against Pakistan. Which raises an uncomfortable question. If the Haqqani network was once a “veritable arm” of Pakistan’s security apparatus, what are we witnessing now? Has that arm been amputated or simply turned? And if so, what new “arms” might be quietly taking shape in the laboratories of Rawalpindi’s security establishment? History offers a sobering lesson: proxies are rarely obedient forever. They mutate, fragment, and eventually follow their own logic. The tragedy, as always, is that the fire being played with is not abstract strategy, it burns villages, and ordinary people. And once that fire spreads, it rarely stays within the lines drawn in Rawalpindi.
