His final words were for his mother, his children and the debt he feared leaving behind. This Afghan man was among 14 migrants who died in the Lalo Desert of Nimroz while attempting to reach Iran. Shortly before his death, 34 year old Hayatullah from Badghis province recorded this heartbreaking video, asking that it be shown to his mother and family so they would understand the conditions in which he died. He pleaded for his debt to be forgiven, or asked his brother to repay it. The accompanying image shows his own children at home, unaware that their father was dying in the desert. This tragedy was not only caused by heat and thirst. It reflects desperation, organised smuggling, corruption and the Taliban’s failure to provide security, livelihoods and hope. He died thinking about his family and debt. His children were left waiting for a father who would never return.

Afghanistan’s migration crisis is no longer just a humanitarian issue, it is a geopolitical, security and governance challenge. The discovery of 14 Afghan migrants in the Lalo Desert of Nimruz, after they disappeared while attempting to cross into Iran, is another stark reminder of the human cost of irregular migration. Earlier reports indicated that members of the same group had already died from dehydration and extreme heat. Behind every such tragedy is a criminal economy that continues to flourish. This comes as Europe grapples with another migration surge, with tens of thousands of migrants recently reaching Spain’s North African enclave of Ceuta from Morocco. Afghan migrants have increasingly been using North African transit routes, obtaining visas to Morocco or neighbouring countries before attempting the dangerous journey into Europe. The reality is that Afghanistan is experiencing a sustained exodus. It is no longer only the poorest who are leaving. Professionals, entrepreneurs, students and entire families are risking everything because they see diminishing economic opportunities and little confidence in the future. Many sell their homes and land, incur substantial debts and place their lives in the hands of sophisticated smuggling networks. These networks are far more organised than many policymakers appreciate. They operate across multiple countries with established recruitment systems, transport routes, financial facilitators and pricing structures for destinations ranging from Iran and Türkiye to Europe, Canada and the United States. While the Taliban leadership has issued decrees against irregular migration and human smuggling, a fundamental question remains: who is facilitating this trade on the ground? Numerous accounts continue to point to the involvement or protection of these networks by some local and senior Taliban commanders & officials. Kabul’s Sarai Shahzada money exchange market is is the key financial hub through which migration-related payments are arranged and settled. This is not simply a migration story. It is a story of governance failure, corruption, organised crime, regional security and human desperation. Over the past year, I have gathered extensive evidence on the organisation, financing, pricing and facilitation of Afghan migration networks. The picture that emerges is considerably more sophisticated and more troubling than is generally understood. The deaths in Nimruz and the crossings into Spain are not isolated incidents. They are different chapters of the same transnational crisis.

From Suicide Bomber to General Sirajuddin Haqqani recently recounted an almost comic story about a Taliban fighter named Hayatullah Ghaznavi. During the insurgency, Ghaznavi apparently sought permission to carry out a suicide attack. Today, he approaches Haqqani asking for the rank of general. Yesterday, the ambition was to die wearing an explosive vest. Today, it is to wear stars on the shoulder, hold an office, travel in a government vehicle, and carry the title of general. The joke, however, is only on those who survived. For ordinary Afghans, the Taliban’s twenty-year insurgency was not a humorous journey from the mountains to government offices. It was funerals, amputations, destroyed homes, orphaned children, shattered marketplaces, and families waiting outside hospitals to learn whether loved ones were alive. Haqqani himself has spoken proudly of the role of suicide bombers. Haqqani Network’s Badri Brigade had trained 1,050 suicide attackers and became infamous for such suicide bombings and complex attacks. The human toll was immense. By 2019, UNAMA had documented over 100,000 civilian deaths and injuries in Afghanistan since systematic recording began in 2009. That year alone, 3,403 civilians were killed and 6,989 wounded. These casualties came from all sides of the conflict, but suicide attacks and improvised explosives became some of its most terrifying signatures. This is what makes Ghaznavi’s request so revealing. The men who were once prepared to martyr themselves survived long enough to inherit the state. The policemen they fought are dead, displaced, or unemployed. Soldiers who defended provincial capitals now drive taxis abroad. Civil servants have lost their careers. Widows continue to raise children without fathers. And the former suicide-bomber candidate? He would like to be a general. Perhaps this is the darkest summary of Afghanistan’s last twenty five years: those who were asked to die became officials; those caught between them and the state were left with the graves. The insurgency promised paradise to its fighters. Victory, it seems, came with ministries, ranks, convoys, and promotions. For countless ordinary Afghans, the end of the war meant no advancement, only suffering and hardship.

Badakhshan’s Gold Rush Turns into a Gunfight A serious confrontation is unfolding in Nusay district of Badakhshan between Taliban forces and fighters loyal to Juma Khan Fateh, a prominent Tajik commander from within the Taliban system. The fighting is now verified by both sides. There are deaths and injuries on both sides, although reliable figures remain difficult to establish. The Taliban has deployed special forces and, according to local sources, three helicopters to the area. Internet and telecommunications have been restricted, while Fateh’s fighters are reportedly using Tajikistani SIM cards and internet networks from across the nearby border. At the heart of the dispute is gold mining and who controls the money, influence and armed networks around it. The political turnaround has been striking. Only last week, Fateh was in Kabul, staying at Sirajuddin Haqqani’s guest house as efforts were made to settle the dispute. Today, Taliban circles are calling him a “rebel.” Afghan politics rarely offers a long notice period. One week you are a guest in Kabul; the next, helicopters are apparently being sent in your direction. There is also an uncomfortable historical parallel. In 2022, the Hazara Taliban commander Mawlawi Mahdi broke with the leadership after another dispute involving local power and mining resources. He was eventually killed after his rebellion was crushed. He had been detained in Iran and handed back, while the Taliban said he was killed while trying to cross the border. Will Fateh meet Mahdi’s fate, or will Badakhshan prove different? Much depends on whether Fateh remains isolated. Badakhshan has already become a key battleground for armed resistance groups in recent months. If local Taliban commanders and resistance networks stay out, Kandahar holds the advantage. If they begin siding with Fateh, this could quickly grow far beyond a fight over gold. Badakhshan is now testing how far Kandahar can centralise power before local loyalty turns into armed resistance.

From Strategic Partnership to a Marriage of Convenience The Taliban’s Agriculture Minister is in New Delhi. The agenda is agriculture. The story is much bigger. In 2011, India signed a Strategic Partnership Agreement with the Afghan Republic, the first such agreement Afghanistan concluded with any country. Signed under Congress and upheld by successive BJP governments, it symbolised India’s long-term commitment to Afghanistan’s democratic institutions, constitutional order and people. Then the Republic fell. By November 2023, the diplomats of the Afghan Republic were shamefully forced out of New Delhi, bringing the Republic’s diplomatic mission to an end. India’s long-standing strategic partner was pushed aside, while engagement with the Taliban steadily expanded. This is the same Taliban that attacked Indian diplomatic missions and personnel, including the Indian Embassy and consulates in Afghanistan. Today, its ministers are received with official courtesy in New Delhi. Every state pursues its national interests. But national interest should not silence legitimate questions. The world’s largest democracy, one that should speak about freedom, human rights, constitutionalism and political pluralism, is deepening engagement with a regime under which more than three million Afghan girls remain out of school, constitutional rule has been replaced by decrees, political pluralism has been dismantled, and Afghanistan’s education system has suffered a historic decline. Afghanistan also continues to host numerous terrorist organisations, including groups like JeM and LeT that has been targeting Jammu & Kashmir for years. The irony is difficult to ignore. A government that rightly calls for zero tolerance towards terrorism has entered a marriage of convenience with the Taliban, while abandoning the democratic partner with which it once claimed a strategic partnership. Perhaps this is one of South Asia’s greatest paradoxes: a Right wing Hindutva-led government presiding over the world’s largest democracy normalising relations with one of the region’s most hardline Islamist regimes. History will remember the interests that shaped these decisions. It will also remember the principles that were sacrificed along the way.

The poem reportedly used derogatory language toward the Pakistani military, referring them warning that if Pakistan conducted airstrikes on Kabul again, the Taliban would retaliate by “burning Islamabad” and “raising their flags in Lahore.” The verses further warned Pakistan not to “force the Afghans to relive their history and take up arms once more,” referring to past Afghan conquests under Ahmad Shah Abdali and other rulers who launched invasions into Indian Subcontinent territories that include present-day Punjab in Pakistan, a symbolic reminder of Afghanistan’s martial legacy.
