We are flying to Mberengwa. People have been bringing various prophecies and warnings, telling us to stop using helicopters as our mode of transport because our dear brother, Sir Wicknell Chivhayo, perished in a helicopter crash. However, I am not going to stop flying in helicopters out of fear of the unknown. None of us will escape this life alive. We should never live in fear of death as if we were immortal, all mortals must die. We will continue to fly in helicopters to honor Sir Wicknell Chivhayo.

Yesterday, we launched Talk and Pay Microfinance Services, expanding the TAP super app into direct financial empowerment for Zimbabweans. I am deeply grateful to Hon. O. C. Z. Muchinguri-Kashiri, Minister of Defense and ZANU-PF Chairperson, who officiated the event as Guest of Honor and officially launched Talk and Pay Microfinance at Rainbow Towers Hotel. I also extend my sincere thanks to Harare Provincial Minister of State, Hon. Senator Charles Tavengwa, ICT Minister Hon. Tatenda Mavetera, my wonderful wife, the Prevail Board Members, and all distinguished guests who graced the occasion. Yesterday, I had the privilege of officially commissioning the Presidential Borehole Drilling Scheme in Cowdray Park, Bulawayo. This solar-powered borehole initiative—running under the theme “ #MvuraKuvanhu / #WaterToThePeople / #AmanziEbantwini” and incorporating a nutritional garden project, serves as tangible evidence of how the national community development programs spearheaded by His Excellency, President Emmerson Dambudzo Mnangagwa, are meaningfully transforming livelihoods across the nation. This commissioning marks the official launch of an extensive borehole drilling rollout slated for Bulawayo Province. While the landmark Lake Gwayi-Shangani Dam project progresses steadily toward a permanent solution, with structural completion now surpassing 74 percent under the President’s targeted infrastructure drive, this borehole scheme provides a critical interim intervention to alleviate immediate water challenges. Reflecting a shared commitment to community welfare, the event was strictly non-partisan. We were honored to bring together leaders from across the political spectrum, including ZANU-PF Bulawayo Provincial Chairman Cde Jabulani Sibanda alongside Citizens Coalition for Change (CCC) officials, including CCC National Organizing Secretary Hon. Badza, as well as local Members of Parliament and Councillors. Demonstrating a further commitment to social support, His Excellency also extended a generous allocation of 2,000 food hampers to vulnerable families within the Cowdray Park community. Upon my arrival, I was deeply moved by the reception of thousands of residents gathered in solidarity. A profound expression of public sentiment was evident through the numerous placards supporting the Constitutional Amendment Bill No. 3 (CAB3). The data clearly demonstrates that this bill is a genuine, citizen-driven initiative; of the parliamentary submissions, over 500,000 expressed absolute support. The extension of the Presidential Hospital Renovation Programme to Parirenyatwa Main Hospital represents a critical step forward in modernizing the country's public healthcare infrastructure. As the core facility of Zimbabwe's largest referral and teaching medical complex, the Main Hospital handles a massive volume of specialized and tertiary cases. Years of heavy usage have taken a toll on its physical structure, making targeted interventions essential to restore its capacity to deliver world-class medical services. This phase of the renovation initiative focuses on rehabilitating key wards, upgrading diagnostic and surgical equipment, and improving overall institutional efficiency at the Main Hospital. By addressing structural bottlenecks and integrating modern medical technologies, the project aims to create a more conducive environment for both patients and healthcare professionals. Today, I had the privilege of representing His Excellency, President Cde Dr. E.D. Mnangagwa, in Bindura, Mashonaland Central, for the official launch of the RIG Presidential Borehole Drilling Programme under the auspices of the Presidential War Veterans Fund. It was an absolute honor to be in Mashonaland Central, a Province that remains the resolute heartbeat of ZANU PF, as demonstrated by its clean 18/18 parliamentary sweep and resounding Presidential victory in the 2023 Harmonised Elections. This initiative builds upon the foundation established when His Excellency previously launched the Presidential War Veterans Revolving Empowerment Fund with an initial seed capital of USD $1.5 million distributed across all provinces. The RIG Drilling Programme is a strategic, secondary intervention conceived by the President to accelerate rural development and economic self-reliance. Having successfully rolled out this program in Manicaland and now Mashonaland Central, our target remains a comprehensive nationwide deployment. Under this scheme, every war veteran will have a commercial borehole drilled at their homestead. Operating on an enterprise business model, the drilling rigs themselves will be commercially owned and managed by the provincial War Veterans associations. While veterans are not expected to conduct manual drilling operations, a seamless commercial model has been structured: upon completion of a homestead borehole, an invoice is submitted to the contracted operational firm for immediate settlement. These proceeds are then systematically reinvested back into the veterans’ provincial developmental funds. Prior to departing for Bindura this morning, I paid a courtesy call on His Excellency, President E.D. Mnangagwa. Demonstrating his unwavering dedication to the welfare of our liberation stalwarts, His Excellency generously released USD $150,000 targeted at War Collaborators; Ex-Political Prisoners, Detainees, and Restrictees; and Non-Combatant Cadres, with each wing allocated USD $50,000. In strict alignment with the new ZANU PF Party Empowerment Regulations, we have officially handed over these funds to the Party Finance Department, led by Cde Patrick Chinamasa. The distribution to beneficiary wings will commence imminently under guidelines established by the Secretary-General of the Party, Advocate Jacob Mudenda. Additionally, I was proud to deliver 3,000 food hampers generously provided by His Excellency for distribution to our esteemed war veterans across Mashonaland Central. To support the immediate operational fuel requirements of the drilling rig, I express our profound gratitude to Hon. Senator K. I spent my weekend at Prevail Farm. Last week, President E.D. Mnangagwa challenged Zimbabweans to take farming seriously, stating that he will visit various farms to assess their productivity. I am confident that, although I am nowhere near President Mnangagwa’s agricultural prowess, we are doing our absolute best at the farm. We are truly learning from the best. We are reminded of the wise words shared by President Mnangagwa during his birthday celebration in Mvurwi, where he said that a time is coming when people will be asked why they do not have money, rather than where they got it.
