Here we go! General Khumalo says Cat Matlala makes payments to Brown Mogotsi for the benefit of delegates to ANC processes who are linked to Minister Mchunu. In return, Mogotsi uses his connections to manipulate SAPS processes in favour of Matlala and his companies. Mogotsi appears to have been acting with the support of the Minister, his Chief of Staff, as well as Generals Sibiya and Senona (KZN Hawks Heads).

General Khumalo confirms that, whilst Gen Mkhwanazi decided to leave his position as Acting National Commissioner in 2011/12, the request was not of his own free will. He says Mkhwanazi, Masemola and Khumalo himself were moved out of their Acting positions when they were attempting to put a stop to the nonsense that was happening @ SAPS Crime Intelligence at the time. Here’s a few minutes in which Julius Mkhwanazi tacitly admits Vusi Cat Matlala was paying him bribes for his assistance in EMPD. But wait, there’s more; they were working on a retirement plan for JM, in which Matlala would sort him out for life from his SAPS contract. JAIL!!!

Listen carefully. From this, it appears that he, and the government he leads, are of the view that the State should have a limited role in the economy, and it is the Private Sector that drives growth and development. You see it, in the latter portion, where he posits that (State) monopolies in network industries invariably lead to inefficiencies and competition unlocks that. He then says, without supporting it, that the privatisation (by stealth) will lead to lower costs over time. I’m not certain how this all tracks with the dream to build a Developmental State. Neither am I certain that it is tracks with the evidence we see across the globe where even developed countries such as the UK are attempting to roll back their Thatcher-era privatisation policies. They do so, having realised that the promised efficiencies and lower cost to consumers have not materialised, and instead it has simply enriched Big Business and their friends in politics. General Mkhwanazi understands how RealPolitik works. You hear how he explains why he chose to not hold his presser on Saturday, 05 July 2025? That’s when the Durban July was. He suggests he didn’t want to upset the Provincial Government. Why? He doesn’t say, but I can assure you it’s the seemingly small things that piss off politicians, and my good man has an eye on that Section 207 (6) provision that allows the Provincial Government to initiate proceedings to have him removed from his post.

What the Chief of Staff to the Minister of Police admits to here, and is seen doing, is enough to bury him in a DC. He’s not on leave. ❌ He’s still the substantive CoS. ❌ He’s addressing the media in violation of Gov’s comms policy. ❌ His public address is not sanctioned by either his Principal or his employer. ❌

Prof Fikeni, on the matter of how unseriously our leaders and institutions deal with the issue of the appointments of Support Staff* to Political Principals. These people have very important roles, but we are not yet serious about who they are, their backgrounds and suitability for the roles. It’s still dealt with on just…vibes. He suggests there’s a measure of professionalisation needed, and, in general, I agree.

We are back in the terrain of whose mandate, between the National Commissioner and the Minister of police is to do what? Bahlali, the Minister is in trouble. Mchunu is asked who would have determined and decided that work of a Task Team is done and it can now be disbanded. He answers that it would have been the Minister, “possibly” using his powers in Section 207 (2). Except he misdirects himself. The powers in that section, as he describes, are those of National Commissioner. NOT the Minister!
