The war will cost 155 billion euros next year. And we need at least 70 billion euros more from you – for defense, for weapons, and for our resilience. This is a realistic amount. And I ask you to find this support. It will help us hold Russia back. There are some very simple facts. We stop most Russian assaults on the front line thanks to drones. We cut Russian supply lines with these technologies. And our drones are helping to weaken Russia’s economy. Right now, we could produce two or three times more drones – depending on the type. But we simply don’t have enough money for that. It’s true. Just imagine if we could put two or three times more pressure on Russia than we do today. From an address to the participants of the European Council meeting. (4/5)

Yesterday, the Russians carried out one of their largest attacks on Ukraine’s energy sector – more than 15 critical power generation and transmission facilities were targeted across different regions of Ukraine. Restoration work is ongoing, with all necessary services and all available resources of Ukrainian energy companies involved. I thank everyone working practically nonstop to restore power. The most difficult situation was in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn. Energy facilities in the Kharkiv, Kyiv, Dnipro, and other regions were also hit. The Russians have scaled up their anti-energy operation and are trying to stretch our reserves and repair capabilities as thin as possible. Between 7 p.m. yesterday and 7 a.m. today alone, more than 320 jet-powered and gasoline-powered “shaheds,” along with loitering munitions, cruise missiles, and ballistic missiles, were used against our energy sector, our cities, and our communities. And although our warriors are shooting down a significant number of them, the sheer scale and unrelenting pace of Russia’s strikes, specifically against our energy sector, are unfortunately having severe consequences. It is important that our European partners have already prepared new support packages for Ukraine. I am grateful to them for this. And it is important that everyone in America also sees what is really happening. At a time when the Russians have carried out such a massive attack on our energy sector, a decision was unfortunately made in America to completely disregard the Lindsey Graham Act, which was supposed to impose truly effective pressure on Russia to bring this war to an end. This Act could have helped enormously – and still can! But it needs to actually work, and every voice in support of it matters. Russia is trying to cause a blackout in Ukraine – right before winter. Russia is trying to leave millions of our people without electricity and heating. Pressure is needed to stop this. A U.S. sanctions blackout, easing pressure on the aggressor, financial rewards for Putin – all of this only encourages him to keep attacking. We must not give up ground. We must keep trying to end the war. To end it, not give Putin every reason to continue it indefinitely. I thank everyone who is truly fighting for peace and helping Ukraine!

I am grateful to all of you who are trying to keep Europe and the United States together. There are so many people with good hearts in America who sincerely want evil to lose and Ukraine to stand strong. These are the very hearts that helped Europe defend its freedom, and that fought on D-Day, won the Cold War, and want what is best for Europe. Hearts that want to be allies, not to divide or humiliate Europe. I believe most Americans still feel this way. And at the end of the day, the American people will have their say. Putin will listen to America if America really turns up the heat on him and makes one thing clear – either he chooses peace, or he gets no more money for his war. When we started responding to Russia’s operation against our data centers, and when our strikes reached Yandex’s data centers, it suddenly became a little easier to breathe on many social media platforms. A lot of people noticed it. There was less hate, less division, and fewer provocations. Because there were fewer bots. And it’s pretty clear where those bots were coming from – if they disappeared when Yandex went offline. This proves, again and again, that Europe is not the source of the problems. Europe is not the one making everything more difficult. Most importantly, we need people in America, every morning, when the day in Europe is already moving toward evening, to really see what is happening. To see the truth. Our long-range responses had a very significant impact in the Moscow region last night. One of Russia’s key oil industry facilities and the aggressor’s logistics facility were hit. These are billions of dollars that sustain the war machine. The systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican. I thank our warriors for their accuracy: the Security Service of Ukraine together with the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the Foreign Intelligence Service. Sanctions were also imposed on a facility in the Voronezh region. Moscow must end its brutal war and choose peace instead of building layered rings of air defense at the expense of other regions. Steps toward de-escalation are on the table – in energy and food security. What is needed is political will. I thank everyone who is strengthening Ukraine’s long-range capabilities. I am grateful to everyone who complements our long-range responses with responses through sanctions. Glory to Ukraine!

Today, there was a statement from the President of the United States that an energy ceasefire has been secured. This is good news for everyone – and it is important that it become reality. Unfortunately, Ukrainian skies have been infested with Russian “shaheds” all day today. There have been glide bomb strikes and strikes on our energy infrastructure too. A power plant in Kharkiv was attacked this evening. Overall, this past week alone, the Russians have carried out more than 200 strikes on our electricity generation and transmission facilities in Ukraine, and another 17 strikes this week targeted gas and oil facilities. They have killed more than 150 of our people, and more than 700 people have been wounded. Ukraine has proposed many de-escalatory steps. Putin had one answer to all of them – “nyet.” We do hope that he will finally say something to America, Ukraine, and the entire world that will lead to a real and dignified peace. Ukraine wants peace. The question is whether Russia does. The Armed Forces of Ukraine have received all the appropriate orders. We are awaiting clear details of the dialogue between America and Russia – and we expect Putin to follow through on what President Trump said.

We believe this war will be over as soon as possible. But Putin plans to stick around much longer. He is building a Russia that looks like North Korea – where children are raised from an early age for war and to die for their leader. So Russia will not stop being dangerous. And it is our – Ukrainian – strength, our army, our technologies that help guarantee also European security, your security. These security guarantees are not yet reflected – we think – in your budget from 2028 onward. Let’s get serious about this. Let’s work out exactly how Ukraine’s defense capabilities should be included in that budget. From an address to the participants of the European Council meeting. (5/5)

Today, Russia expressed its thanks for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia. As of now, sadly, twelve people have been confirmed killed, including three children. My condolences to all their families and loved ones. Another fourteen people have been injured, and two of them are in critical condition – the doctors are fighting to save their lives. The status of twelve more people who may have been there is still being verified. All emergency services are at the scene, and search-and-rescue operations are underway. Overnight, thirteen of our regions came under attack. Residential buildings, infrastructure, and railway facilities have been damaged. Last night confirmed once again that in Russia, they take any easing of pressure to mean they can keep fighting, to mean they can keep dropping bombs on cities. Different signals are needed. Russia must understand that it needs to stop the war, and for that to happen, Russia must feel its losses. Right now, it is our long-range capabilities that are ensuring this. And we will respond to Russian strikes. I thank everyone who is helping.

We warned that if sanctions are eased anywhere in Europe, others will quickly – we see it – take advantage of it. And now we can see how cash will start flowing back into Russia through the “Diesel Deal.” This “Diesel Deal” will never be enough to offset the impact of the Strait of Hormuz on global markets. But it will put more money straight into Putin’s pocket to fund this war. We need a strong 22nd EU sanctions package. And please, we need real sanctions against every company and every person involved in making Russian ballistic missiles, advanced communications systems and drones – and those involved in Russia’s financial system. I am grateful for your support for Ukraine. Thank you. We’ve been through a lot together – during these years of full-scale war. None of us wanted this war, absolutely none of us. But it is us who have to deal with its brutality and all the instability it has caused. Unity in defense is always built by many standing together. Without a determined European Union capable of making strong decisions Putin would have gone much further by now. The European Union has not fallen apart. It has not backed down or given in to fear when it came to defending the European way of life. And that mattered just as much as the courage of Ukrainians. Already in Brussels with my team to attend the European Council meeting and hold talks with our partners. Important meetings are scheduled for today with the NATO Secretary General, the President of France, and the prime ministers of Poland, Denmark, and Belgium. I will also have an audience with King Philippe of the Belgians. Tomorrow, meetings are planned with the presidents of the European Council and the European Commission, as well as the prime ministers of Hungary, Finland, and Sweden. All of us in Europe want this war to end. And for that to happen, strong signals are needed – more real pressure on Russia and more defense support for Ukraine. It is especially important now to act together to protect lives.

Since last evening and up to now, the Russians have attacked Ukraine with more than a hundred different weapons – jet-powered drones, loitering munitions, and ballistic missiles. A significant portion of these strike assets were shot down. But unfortunately, not all of them. An ordinary residential building was destroyed in Kharkiv; the rescue operation continued virtually all night as first responders searched for people under the rubble. Four people were killed in this strike on the building in Kharkiv. My condolences to all their families and loved ones. In Kharkiv alone, 41 people were injured in just one evening. There was also a particularly vile ballistic missile strike on Kyiv – five missiles that hit civilian infrastructure. Unfortunately, we received no early warning from our partners about this strike. Intelligence on Russian ballistic missile launches helps save lives, and this is one of the most critical issues. This is precisely what helps prevent people from being killed – when there is an early warning about ballistic missiles. Ukraine has not carried out strikes on Russian oil refineries or the energy sector in general for the two days since the American President announced an energy ceasefire. But Russia did not heed the American President. During this time, the Russians have attacked both our energy facilities and our critical infrastructure, sending absolutely clear signals that they have no intention of refraining from strikes on Ukraine. Nineteen regions of our country have come under attack in these two days alone. Our position remains unchanged: Ukraine is ready for reciprocal steps toward de-escalation, and effective pressure on Russia is needed to make de-escalation happen. Wars end when the aggressor realizes that it cannot prolong the war. Global pressure on Russia contributes to exactly that – bringing peace closer. But direct or indirect support for Russia, slowing down assistance to Ukraine, and making it harder to protect lives against ballistic missiles will certainly not help bring peace. Everyone needs peace. A strong America, a strong Europe, and strong partners are needed. Thank you to everyone who is truly helping!

We’ve got updated intel on Russia’s preparations for a massive strike. I ask you, please, to take care of yourselves and respond to missile threat alerts. Ukrainian services and our Air Force are ready to respond – as much as our defenses allow. And a lot depends on our partners – every country in the world that has the defensive capabilities we need and can provide them to us. It’s very important that there be the political will to do this – particularly in the United States and in Europe.

Russian losses have increased in recent months. In the Dobropillia area alone, the Russians are losing around 200 troops killed every day. They also have many badly wounded. We are stopping every enemy attempt to advance or infiltrate. Ukraine's frontline positions remain strong.

A good meeting with UK Prime Minister Andy Burnham in London. We value our partnership and continue working together for security. I briefed Andy in detail on Russian attacks against our cities, our people, and critical infrastructure. Wave after wave of drone attacks throughout the day and night today. Russia launched 124 drones overnight alone, and another 145 during the day. And right now, there are still more than 40 “shaheds” in our skies. They attack energy infrastructure, logistics, and railways. We managed to shoot down a significant number of the drones, but some got through. In terms of scale, this is one of the largest attacks. It is clear that the Russians are trying to take advantage of the problems with Starlink in Ukraine, as our interceptor drones depend on this connection among other things. That is why it is especially important right now to strengthen our air defenses and provide Ukraine with everything it needs to protect lives. Today, a decision was made to accelerate deliveries of British-made air defense systems to Ukraine to counter jet-powered “shaheds.” And I am very grateful for this timely and much-needed assistance. I thank Andy, the people of the United Kingdom, the government, and His Majesty for their solidarity and support for our country during this brutal Russian war.

Recently, we sent two North Korean prisoners of war to the Republic of Korea… These guys are not easy to capture alive. One of them, when he realized he was going to be taken prisoner, tried to kill himself. And he was shocked that fate did not let him die. This is how they raise people in the North. They take away their freedom. They take away their right to choose. And they drill into them that they must die, no matter what. Do you really want to give such a force more time to learn how to wage war? From an address to UNGA. (2/7)

Doctors are now fighting to save the lives of people injured in the Russian strike on Kramatorsk. As of now, 30 people have been confirmed killed, and sadly, that number may rise. The Russian bomb effectively hit two city minibuses. Some of those killed have still not been identified because of the severity of their injuries. My condolences to all their families and loved ones. Another 18 people were injured in the strike. Residential buildings and cars were also damaged. This strike will not go unanswered. Russia is trying to destroy all life in Donbas, and a response from the world is a must. A forceful response – exactly as the Russians deserve for all the deaths they have brought. May all those killed rest in peace.

Six people were killed and thirteen injured in Lutsk today. My condolences to everyone who has lost family members and loved ones because of this Russian aggression. A “shahed” drone attack damaged civilian infrastructure – a residential building and a store. More strikes, more terror. And this comes after a massive overnight attack on our energy infrastructure, with recovery work still underway in Kyiv, the Kyiv region, and the Kharkiv region. And now the Russians are launching a new wave of drones. This is intentional, permanent pressure on our people. Russia is once again showing what it really wants. This is a deliberate continuation of the war, in defiance of calls from the United States and the American President. That is why Moscow must not be talked into stopping – it must be forced to stop through increased pressure, sanctions, and assistance to Ukraine that enables us to protect people from these attacks. This is exactly what we expect from all our partners – from every G7 leader and every country that stands for peace. There must be action. Because as long as Russia does not feel sufficient pressure, it will continue to sow death.

It is clear that Putin does not read Truth Social, and his “shahed” drones follow a different set of instructions. But we in Ukraine immediately supported the idea of an energy ceasefire, as we did more than once for months when we ourselves put forward this idea. We agreed to an energy ceasefire. The American team knows very well what this means for us. We do not have major oil reserves, large oil export capacity, or dozens of oil refineries. In Ukraine, we have just one oil refinery, and it was badly damaged by Russian strikes long ago. We import large amounts of diesel and other oil products. And I am grateful to all our neighbors, especially Poland, for helping us with our energy needs. For us, the key issue is electricity. Russia started its campaign of strikes against our power generation and power grid years ago. And every winter, including this one, Russians try to make these attacks even more intense – we have power cuts every single day. For Russia, of course, gasoline shortages and burning oil refineries – because of our strikes in response – are painful. And these are not the same volumes that could be lost because of the crisis in Hormuz. But if Russia wants us to stop our long-range strikes against its oil refineries and oil exports, then Russia must stop its strikes against our energy system and critical infrastructure. This is only fair. From a speech at the Warsaw Security Forum. (1/3)

Our team has sent the American side proposals for possible next meetings and further talks. We are ready to meet in the coming days, and I sent this proposal to Steve Witkoff and Jared Kushner. On the Ukrainian side, there is always a constructive approach.
