A trilateral meeting with Maia Sandu Maia Sandu and Nicușor Dan Nicușor Dan. Today, we discussed joint work in the energy sector, the infrastructure that connects us and constitutes a significant part of the economic potential of our countries, the development of security capabilities, and our European integration. It is important that we are here like this – together – Ukraine, Moldova, and Romania. On Moldova’s Independence Day, and just a few days after Ukraine marked its Independence Day. And all of this is much more than mere symbolism. When you are a neighbor of Russia, you need to cooperate as closely as possible with all your other neighbors, with all other free nations. This is a key prerequisite for reliable defense and, more broadly, for development. Unfortunately, our peoples have already had to experience unfreedom – precisely because of Moscow. This must remain in the past. From now on, and forever, we must safeguard our independence, our freedom, and therefore our ability to develop our own potential – our own life.

A security meeting on the frontline situation and defensive operations in key sectors. The meeting was attended by Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi, Commander of the Airborne Forces Oleh Apostol, Commander of the Unmanned Systems Forces Robert Brovdi, Commander of the 3rd Army Corps Andrii Biletskyi, Commander of the 1st Corps of the National Guard of Ukraine “Azov” Denys Prokopenko, and Head of the Zaporizhzhia Regional Military Administration Ivan Fedorov. The main focus was on the actual state of affairs at the front, what is needed to increase the effectiveness of our warriors, and the situation in Zaporizhzhia. I instructed that the protection of the city and the region be strengthened, particularly those areas on which other cities and communities depend. We are also enhancing the effectiveness of the defense of the Donetsk region. Two groupings will be established, to be commanded by Andrii Biletskyi and Denys Prokopenko. Thank you to everyone working for Ukraine. We are doing everything to strengthen our positions.

I am grateful to the United States for its unwavering bipartisan and bicameral support. We appreciate that work continues in both chambers of the U.S. Congress to increase pressure on Russia, and we hope that Lindsey Graham’s bill on sanctions against Russia and Iran can ultimately be passed. I briefed the Senators on Russia’s ongoing ballistic missile terror. It is very important for Ukraine to have the capabilities to counter this, and implementing the decision to grant licenses for the production of Patriots could significantly help. We also discussed cooperation between Ukraine and the United States, bilateral agreements, and promising projects. Thank you!

Together with Prime Minister of Norway Jonas Gahr Støre Jonas Gahr Støre, we signed an Agreement on defence and security cooperation under the Drone Deal format and a Declaration on a Strategic Partnership – the Ellisiv Accord, named after the daughter of Prince Yaroslav the Wise, who became Queen of Norway. These documents strengthen the foundation of the long-term partnership between our countries in defense, energy, and the resilience of our people. I am especially grateful for the decision to maintain a high level of support and allocate around $9 billion for 2027. I thank Jonas Gahr Støre, the government, and the entire Norwegian people for their support since the first days of Russia’s full-scale invasion.

I met with Keith Kellogg, who came from Odesa to Kyiv to take part in our Veterans Forum. Thank you for this respect for the Ukrainian warriors who defend Ukraine and the entire Euro-Atlantic space every day under extraordinarily difficult conditions. We discussed the intensification of Russian strikes on infrastructure and civilians, and the top priority for our defense is, of course, anti-ballistic protection. I briefed the general on our work with Europeans to develop an anti-ballistic system, but to get through this winter, supplies of interceptors for Patriots are indispensable. Ukraine is ready to purchase them, and any efforts in this direction are important.

Last night, Ukraine’s Defense Forces carried out a unique operation targeting the naval base in Novorossiysk – the last major stronghold of the Russian fleet in the Black Sea, more than 300 kilometers from the front line. Our Palianytsia jet-powered drones, Neptune missiles, and unmanned naval systems successfully struck the designated targets. Hits on air defense positions, piers, and seaport infrastructure have been confirmed. I thank the warriors of the Armed Forces of Ukraine, the Security Service of Ukraine, and our intelligence agencies for their accuracy and good results. The occupation fleet and all the infrastructure supporting it will not be safe as long as Russian aggression continues. The war must be stopped, and all reasonable proposals for diplomacy are on the table. Glory to Ukraine!

I met with Germany’s Federal Foreign Minister Johann Wadephul, Johann Wadephul. We discussed strengthening air defense and supporting our people ahead of the winter period. This is priority number one, and I am grateful to Germany for its leadership on this issue and for its efforts to provide us with as much assistance as possible. We also discussed the work of our teams on an agreement in the Drone Deal format, so that we can sign it in the near future. I thank the Minister for his visit to Ukraine, in particular to participate in the 9th International Veterans Forum, and for his upcoming trip to Ukrainian regions where the situation is difficult due to Russian shelling. I am grateful to Germany and the German people for their significant support for our people and our struggle.

We discussed with Belgium’s Deputy Prime Minister and Minister of Foreign Affairs, European Affairs and Development Cooperation, Maxime PREVOT, practically all areas of bilateral and multilateral cooperation. Belgium significantly helped us at the time in strengthening our combat aviation, and we appreciate its readiness to continue supporting us. I hope that we will be able to implement what we discussed, and that there will be greater protection against Russian strikes. Ukraine is also ready to share our experience and expertise and support partners who have stood with us since the beginning of the war. Our teams are now working on the text of the Drone Deal, and we discussed potential dates for signing it. I thank the Government and people of Belgium for more than €1.1 billion in support already allocated this year, for backing our path toward EU membership, and for their full solidarity with Ukraine.

I briefed the Secretary on the consequences of this onslaught against life and on our needs, as Russia seeks to significantly ramp up its ballistic missile production ahead of winter. We discussed how the UK could help Ukraine better protect our cities and communities from such ballistic threats – both bilaterally and multilaterally – just as it has done many times before by helping secure supplies of scarce defensive equipment. In particular, we discussed opportunities to establish coproduction of certain types of weaponry, as both the UK and Ukraine possess strong battle-proven capabilities. We also discussed sanctions against Russian enterprises involved in the production of ballistic missiles. Every effort to undermine Russia’s war machine and its bet on ballistic terror matters. Today, our long-range sanctions once again worked to limit Russia’s oil revenues, which it uses to finance the war and the killing of Ukrainians. Ukraine’s Defense Forces struck the aggressor’s facilities more than 1,300 kilometers from the front line. The Bashneft-Novoil refinery was hit in Bashkortostan. In the Yaroslavl region, nearly 700 kilometers from our border, the Slavneft-YANOS refinery was hit. Our responses to Russian aggression in the Black Sea were also successful. In particular, two military patrol boats and shadow fleet vessels were struck. The distance from the Ukrainian border is about 360 kilometers. A site where the Russian Black Sea Fleet’s high-speed boats are based in our temporarily occupied Crimea was also hit. Long-range sanctions were also carried out against an oil refinery in the Perm region, as well as an export terminal and a military enterprise in the Rostov region. I thank our warriors for their precision, and I thank everyone who makes these long-range results possible. Russia must feel that every day of this war will only come at a higher cost for it. We need to weaken the aggressor and keep up the pressure to bring an end to this war closer.

The Slavyansk oil refinery in the Krasnodar region was hit – about 300 kilometers from the frontline. We also reached a refinery in the Yaroslavl region, approximately 700 kilometers from our border. He began his visit in Irpin, where he visited a school, a hospital, and a rehabilitation center supported by Azerbaijan. Last night, Defense Forces units struck the Poltavska oil depot in the Krasnodar region. The target was approximately 300 kilometers from the front line. This morning, the Security Service of Ukraine hit two oil refineries in Ufa – Bashneft-Ufaneftekhim and Bashneft-Novoil. That’s 1,500 kilometers from the front line. We are implementing our long-range sanctions plan. I thank all Ukrainian warriors who ensure our precision. I met with exiled Crown Prince of Iran Reza Pahlavi in Munich. Ukraine supports the Iranian people as they are fighting for their future; we also express our sympathy to all the victims of the Iranian regime. During our conversation, we focused on the situation in Iran and the areas where the Iranian people need support. We discussed the importance of strengthening sanctions against the Iranian regime and any other dictatorial regimes. We condemned the cooperation between Russia and Iran, in particular the supply of “shaheds” by the Iranian regime to Russia and the granting of licenses for their production. Such a partnership poses a real threat not only to Ukraine but to the entire region. I thank the Crown Prince of Iran for supporting Ukraine’s territorial integrity. It is vital to make every effort to protect human lives. Ukraine is ready to help on its part.

Last night, in Russia's Saratov, more than 600 kilometers from the front line, two strategic facilities were hit: the Saratov Oil Refinery and the Engels military air base. In the Kaluga region, the tank farm of the Lyudinovskaya oil depot was hit. In the Bryansk region, our warriors also carried out a precise strike on a site used to store, prepare, and launch attack drones. Facilities on both sides of the Crimean Bridge were hit: maritime logistics used to transport oil in the Krasnodar region and an oil depot in temporarily occupied Kerch. In addition, military logistics facilities were successfully struck, along with four radar stations belonging to S-400 systems and two Pantsir systems. Since last evening, efforts have been underway in the village of Myla near Kyiv to deal with the aftermath of a Russian drone strike. On-site coordination centers have been set up to assist people. All necessary services are deployed. State Emergency Service units are on the ground – with more than 300 personnel involved. A warehouse was struck, followed by a detonation. Unfortunately, the surrounding infrastructure has suffered significant damage – residential buildings, as well as a care home for elderly people and people with disabilities, have been damaged. As of now, 27 people have been reported killed. One of those killed was the head of the Dmytrivka community, Taras Didych. He was rescuing people. My condolences to the families and loved ones of the victims. Dozens of people have been injured. More than 370 people have already been evacuated, and the evacuation is ongoing. I received reports from Prime Minister Sergii Koretskyi and Minister of Internal Affairs Ivan Vyhivskyi. Those who allowed this to happen must be held accountable for their decisions. Investigators from the National Police and the Security Service of Ukraine are conducting a pre-trial investigation, and criminal proceedings have been opened on charges of official negligence. There are regulations in place – ammunition cannot be stored near homes or other residential areas. Appropriate conclusions will certainly be drawn. There were also strikes on our regions overnight – the Odesa, Dnipro, Kyiv, Zaporizhzhia, Sumy, Kherson, Kharkiv, Mykolaiv, Donetsk, and Chernihiv regions. Work is continuing nonstop in the village of Myla in the Kyiv region to address the aftermath of the Russian strike. First responders have managed to extinguish most of the fires. Explosive ordnance disposal units of the State Emergency Service are also working at the site around the clock, detecting and neutralizing explosive hazards. The scale of contamination in the area is significant, and this work will continue for as long as necessary. Tragically, 38 people have been reported killed by the strike and the subsequent detonation. My condolences to their families and loved ones. Twenty people were injured, including two children. Four people are reported missing. The search for them continues. I am grateful to all the services that remain there with our people and continue to help. These days, there have also been many air raid alerts in Kyiv and other regions because of Russian jet-powered drones. Unfortunately, some of them have struck ordinary residential buildings and civilian infrastructure. Providing greater protection against this Russian terror is a priority. A Russian drone deliberately hunted down a man selling vegetables and detonated right next to him. The Russians even admitted to the crime, showing zero regret and openly boasting about tormenting people. The man was wounded in the blast. Every single day, ordinary people in Kherson face these Russian "safaris." The world must see this. It must see every piece of evidence that Russia has gone mad and that its soldiers take pleasure in killing and abusing civilians. Without pressure on Russia, the dismantling of its capacity for aggression, and real security guarantees, it is simply impossible to imagine the world being able to coexist with this evil. We must remain resolute in defending life. We must act and support life in ways that force Russia to seriously think about peace rather than expanding the range of its drones. This is not just about Ukraine. Russia’s campaign against human life must be stopped here in Ukraine before it spreads further. Finland and Kazakhstan, the Baltic states and Poland, the countries of the South Caucasus, Romania, and Moldova—all should work together to ensure real security guarantees and bring Russia’s war to an end. Emergency crews have been working at the sites of Russian strikes since overnight. It was a massive attack – the Russians had been preparing for a long time, combining different types of ballistic missiles, cruise missiles, and drones, aiming to cause as much damage as possible to civilian infrastructure. There is destruction in Kyiv and the region, as well as in the Odesa and Chernihiv regions. In the capital, residential buildings were damaged, including a high-rise whose upper floors were destroyed, as well as a children’s hospital and a school. Emergency response and rescue operations are ongoing. As of now, we know that this Russian strike has claimed the lives of 12 people in Kyiv, with one person killed in the region. My condolences to all the families and loved ones. Around 40 more people were injured. In the Odesa region, the enemy carried out a drone attack on a border crossing with Moldova; in the Chernihiv region, it targeted gas infrastructure. I thank all the rescuers, medics, police officers, and utility workers who have been helping people from the first moments. Unfortunately, while Moscow is investing in ballistic missiles and escalation, such strikes do not always receive the response they should from the world. And as long as Ukraine does not have enough anti-ballistic defense, Russia will not consider peace seriously. We are doing everything to ensure we have that protection, and work on the FREYJA program continues every day. But Patriot interceptors cannot yet be replaced, and we need them every day. Every additional missile saves the lives of our people. I thank everyone who understands this and is looking for and finding ways to help.

In the capital, residential buildings were damaged, including a high-rise whose upper floors were destroyed, as well as a children’s hospital and a school. Emergency response and rescue operations are ongoing. As of now, we know that this Russian strike has claimed the lives of 12 people in Kyiv, with one person killed in the region. My condolences to all the families and loved ones. Around 40 more people were injured. In the Odesa region, the enemy carried out a drone attack on a border crossing with Moldova; in the Chernihiv region, it targeted gas infrastructure. I thank all the rescuers, medics, police officers, and utility workers who have been helping people from the first moments. Unfortunately, while Moscow is investing in ballistic missiles and escalation, such strikes do not always receive the response they should from the world. And as long as Ukraine does not have enough anti-ballistic defense, Russia will not consider peace seriously. We are doing everything to ensure we have that protection, and work on the FREYJA program continues every day. But Patriot interceptors cannot yet be replaced, and we need them every day. Every additional missile saves the lives of our people. I thank everyone who understands this and is looking for and finding ways to help.

I am grateful to the peoples of Moldova and Romania for supporting Ukraine and Ukrainians so sincerely during such a war. You see what Russia has brought to Ukraine and what it threatens every one of its neighbors with. In just the past 24 hours, and in Kyiv alone, there have already been eleven air raid alerts because of “shaheds” and ballistic missiles. In some of our cities and communities, alerts and strikes are virtually constant. We all understand how insane Russia is, and we must help one another, help in such a way that any threats to our peoples are met with a proper response.
