A trilateral meeting with Maia Sandu Maia Sandu and Nicușor Dan Nicușor Dan. Today, we discussed joint work in the energy sector, the infrastructure that connects us and constitutes a significant part of the economic potential of our countries, the development of security capabilities, and our European integration. It is important that we are here like this – together – Ukraine, Moldova, and Romania. On Moldova’s Independence Day, and just a few days after Ukraine marked its Independence Day. And all of this is much more than mere symbolism. When you are a neighbor of Russia, you need to cooperate as closely as possible with all your other neighbors, with all other free nations. This is a key prerequisite for reliable defense and, more broadly, for development. Unfortunately, our peoples have already had to experience unfreedom – precisely because of Moscow. This must remain in the past. From now on, and forever, we must safeguard our independence, our freedom, and therefore our ability to develop our own potential – our own life.

A security meeting on the frontline situation and defensive operations in key sectors. The meeting was attended by Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi, Commander of the Airborne Forces Oleh Apostol, Commander of the Unmanned Systems Forces Robert Brovdi, Commander of the 3rd Army Corps Andrii Biletskyi, Commander of the 1st Corps of the National Guard of Ukraine “Azov” Denys Prokopenko, and Head of the Zaporizhzhia Regional Military Administration Ivan Fedorov. The main focus was on the actual state of affairs at the front, what is needed to increase the effectiveness of our warriors, and the situation in Zaporizhzhia. I instructed that the protection of the city and the region be strengthened, particularly those areas on which other cities and communities depend. We are also enhancing the effectiveness of the defense of the Donetsk region. Two groupings will be established, to be commanded by Andrii Biletskyi and Denys Prokopenko. Thank you to everyone working for Ukraine. We are doing everything to strengthen our positions.

I am grateful to the United States for its unwavering bipartisan and bicameral support. We appreciate that work continues in both chambers of the U.S. Congress to increase pressure on Russia, and we hope that Lindsey Graham’s bill on sanctions against Russia and Iran can ultimately be passed. I briefed the Senators on Russia’s ongoing ballistic missile terror. It is very important for Ukraine to have the capabilities to counter this, and implementing the decision to grant licenses for the production of Patriots could significantly help. These documents strengthen the foundation of the long-term partnership between our countries in defense, energy, and the resilience of our people. I am especially grateful for the decision to maintain a high level of support and allocate around $9 billion for 2027. Thank you for this respect for the Ukrainian warriors who defend Ukraine and the entire Euro-Atlantic space every day under extraordinarily difficult conditions. Last night, Ukraine’s Defense Forces carried out a unique operation targeting the naval base in Novorossiysk – the last major stronghold of the Russian fleet in the Black Sea, more than 300 kilometers from the front line. I met with Germany’s Federal Foreign Minister Johann Wadephul, Johann Wadephul. We discussed strengthening air defense and supporting our people ahead of the winter period. This is priority number one, and I am grateful to Germany for its leadership on this issue and for its efforts to provide us with as much assistance as possible. We also discussed the work of our teams on an agreement in the Drone Deal format, so that we can sign it in the near future. The distance from the Ukrainian border is about 360 kilometers. A site where the Russian Black Sea Fleet’s high-speed boats are based in our temporarily occupied Crimea was also hit. Long-range sanctions were also carried out against an oil refinery in the Perm region, as well as an export terminal and a military enterprise in the Rostov region. Ukraine supports the Iranian people as they are fighting for their future; we also express our sympathy to all the victims of the Iranian regime. During our conversation, we focused on the situation in Iran and the areas where the Iranian people need support. We discussed the importance of strengthening sanctions against the Iranian regime and any other dictatorial regimes. We condemned the cooperation between Russia and Iran, in particular the supply of “shaheds” by the Iranian regime to Russia and the granting of licenses for their production. Last night, our long-range sanctions targeted the occupiers’ military logistics, oil industry, and air defense. All of this is a just response to Russia’s brutal attacks against our people. Since last evening, efforts have been underway in the village of Myla near Kyiv to deal with the aftermath of a Russian drone strike. On-site coordination centers have been set up to assist people. All necessary services are deployed. State Emergency Service units are on the ground – with more than 300 personnel involved. A warehouse was struck, followed by a detonation. Unfortunately, the surrounding infrastructure has suffered significant damage – residential buildings, as well as a care home for elderly people and people with disabilities, have been damaged. As of now, 27 people have been reported killed. One of those killed was the head of the Dmytrivka community, Taras Didych. He was rescuing people. My condolences to the families and loved ones of the victims. Dozens of people have been injured. More than 370 people have already been evacuated, and the evacuation is ongoing. I received reports from Prime Minister Sergii Koretskyi and Minister of Internal Affairs Ivan Vyhivskyi. Those who allowed this to happen must be held accountable for their decisions. Investigators from the National Police and the Security Service of Ukraine are conducting a pre-trial investigation, and criminal proceedings have been opened on charges of official negligence. There are regulations in place – ammunition cannot be stored near homes or other residential areas. Appropriate conclusions will certainly be drawn. There were also strikes on our regions overnight – the Odesa, Dnipro, Kyiv, Zaporizhzhia, Sumy, Kherson, Kharkiv, Mykolaiv, Donetsk, and Chernihiv regions. More than 260 attack drones were involved, as well as Banderol drones. Kyiv is under virtually nonstop attack from jet-powered drones. Ukraine cannot be left alone in finding solutions to defend against such strikes, and I thank everyone who is helping with additional support packages and sanctions steps against Russia.

Work is continuing nonstop in the village of Myla in the Kyiv region to address the aftermath of the Russian strike. First responders have managed to extinguish most of the fires. Explosive ordnance disposal units of the State Emergency Service are also working at the site around the clock, detecting and neutralizing explosive hazards. The scale of contamination in the area is significant, and this work will continue for as long as necessary. Tragically, 38 people have been reported killed by the strike and the subsequent detonation. My condolences to their families and loved ones. Twenty people were injured, including two children. Four people are reported missing. The search for them continues. I am grateful to all the services that remain there with our people and continue to help. These days, there have also been many air raid alerts in Kyiv and other regions because of Russian jet-powered drones. Unfortunately, some of them have struck ordinary residential buildings and civilian infrastructure. Providing greater protection against this Russian terror is a priority. In total, this week alone, the Russians have launched nearly 2,000 strike drones, more than 1,600 aerial bombs, and 31 missiles of various types, including North Korean ballistic missiles, against our people. Strikes on frontline and border communities are virtually constant – Nikopol, Kramatorsk, Kherson, and communities in the Kharkiv, Zaporizhzhia, Dnipro, Donetsk, and Sumy regions. We are seeking just responses to every Russian strike and crime. They will certainly come. Thank you to everyone who is helping strengthen Ukraine’s air defense and our protection.

Today, many were shocked by yet another video of the drone “safari” Russians are carrying out against civilians in Kherson. A Russian drone deliberately hunted down a man selling vegetables and detonated right next to him. The Russians even admitted to the crime, showing zero regret and openly boasting about tormenting people. The man was wounded in the blast. Every single day, ordinary people in Kherson face these Russian "safaris." The world must see this. It must see every piece of evidence that Russia has gone mad and that its soldiers take pleasure in killing and abusing civilians. Without pressure on Russia, the dismantling of its capacity for aggression, and real security guarantees, it is simply impossible to imagine the world being able to coexist with this evil. We must remain resolute in defending life. We must act and support life in ways that force Russia to seriously think about peace rather than expanding the range of its drones. This is not just about Ukraine. Russia’s campaign against human life must be stopped here in Ukraine before it spreads further. Finland and Kazakhstan, the Baltic states and Poland, the countries of the South Caucasus, Romania, and Moldova—all should work together to ensure real security guarantees and bring Russia’s war to an end. Peace is needed, which requires cooperation among everyone in the world who truly values peace. Thank you to everyone standing with Ukraine!

Emergency crews have been working at the sites of Russian strikes since overnight. It was a massive attack – the Russians had been preparing for a long time, combining different types of ballistic missiles, cruise missiles, and drones, aiming to cause as much damage as possible to civilian infrastructure. There is destruction in Kyiv and the region, as well as in the Odesa and Chernihiv regions. In the capital, residential buildings were damaged, including a high-rise whose upper floors were destroyed, as well as a children’s hospital and a school. Emergency response and rescue operations are ongoing. As of now, we know that this Russian strike has claimed the lives of 12 people in Kyiv, with one person killed in the region. My condolences to all the families and loved ones. Around 40 more people were injured. In the Odesa region, the enemy carried out a drone attack on a border crossing with Moldova; in the Chernihiv region, it targeted gas infrastructure. I thank all the rescuers, medics, police officers, and utility workers who have been helping people from the first moments. Unfortunately, while Moscow is investing in ballistic missiles and escalation, such strikes do not always receive the response they should from the world. And as long as Ukraine does not have enough anti-ballistic defense, Russia will not consider peace seriously. We are doing everything to ensure we have that protection, and work on the FREYJA program continues every day. But Patriot interceptors cannot yet be replaced, and we need them every day. Every additional missile saves the lives of our people. I thank everyone who understands this and is looking for and finding ways to help.
