Mark Carney: "$1.7B for the world's most talent researchers - a thousand of them and targeted H1B visa requirements from the United States." How does it cost $1.7M per talent?! Where does money go? Top talent goes to the US under O-1 visa. Canada already has visas to attract talent. Immigration isn't the problem.
