Ryan Schwank testified in a forum held by Democratic Sen. Richard Blumenthal and Rep. Robert Garcia. “I am here because I am duty-bound to report the legally required training program at the ICE academy is deficient, defective and broken,” Schwank said. He testified that he had volunteered to take on an assignment in Georgia training new, inexperienced recruits. “On my first day, I received secretive orders to teach new cadets to violate the Constitution by entering homes without a judicial warrant. For the last five months, I watched ICE dismantle the training program, cutting 240 hours of vital classes from a 584-hour program,” he said. The Trump administration has worked to recruit, train and deploy new immigration officers at a rapid pace. ICE announced in January that it had hired more than 12,000 new officers in the past year, more than doubling its force. The recent fatal shootings of two U.S. citizens by immigration enforcement officers, as well as allegations of excessive force used against both immigrants and protesters, prompted Democrats to demand new negotiations over Department of Homeland Security funding and ICE tactics. Congress is still at a stalemate over any funding deal for DHS, as the partial government shutdown drags on.

Buckley Space Force Base to be exact. House Minority Leader Hakeem Jeffries (D-NY) said he and some other Democrats voted "no" on the Homeland Security appropriations bill, citing that "Immigration and Customs Enforcement (ICE) has aggressively targeted American citizens and law-abiding immigrant families" in a statement on Thursday. When asked what else Democrats can do on the issue by CBS News' Nikole Killion, Jeffries said "what we will continue to press are common sense changes that should be mandated as part of the law." These changes include, as outlined by the joint Democratic leadership statement, "a judicial warrant requirement, prohibition on the detention and deportation of American citizens, use of excessive force restriction, enhanced training, body camera mandate and mask ban." There is one major problem with Rep. Jeffries’ suggestion that we simply criminally investigate and prosecute every ICE agent who breaks the law… All new hires were taught to violate the constitution. A whistleblower testified under oath before Congress, months ago, that ICE recruits were being trained in ways that instructed them to violate the Constitution. Former ICE assistant chief counsel and academy instructor, Ryan Schwank, testified that the agency’s own training was teaching recruits to disregard constitutional protections. This is not a handful of bad actors going rogue. This is a system that has been built to normalize abuse, remove accountability, and make violating the constitution easier to carry out. That is why I have been able to post at least one video a day, since September, showing ICE agents violating people’s constitutional rights. The problem is not just the agents in the field. The problem is the entire agency. This will not be solved with a new training memo, or a new director. It requires dismantling a system that has repeatedly failed to protect constitutional rights… and holding this administration accountable.
