For those less familiar with how tasers work: This guy got tased but the probes didn't connect properly. He fell to the ground purely to be performative. When he was shaking his legs, that wasn't from the effects of the taser. That was just him doing random weirdo Miami things. The Officer seems to have noticed he was faking it, and hit him with the second set of prongs. The second set connected effectively and he achieved proper NMI. You can see because he can no longer wiggle his legs and his muscles lockup.
