Madness. In a sane world, only a bankrupt individual or insolvent company gets their assets seized by their creditors.

The answer should be clear, but isn't. The Empire was based on flows of money. This has been internalised. Ownership is UNimportant (elites don't like Unions), so sophisticated methods were/are deployed to ensure regular payments from foreign/private companies - who own 'stuff'.
