Our meeting today with Emmanuel Macron strengthens our defense with effective, practical, and powerful elements. Agreements have been prepared – and the relevant documents are being signed today – to significantly boost our defense capabilities. Ukraine will be able to receive 100 Rafale F4 aircraft, very advanced French radars, 8 SAMP-T air defense systems with 6 launchers each, the missiles and guided bombs necessary for our defense. This is a strategic agreement that will remain in effect for 10 years, starting next year. This is a historic deal. Today, together with the President of France, we met with representatives of defense companies. We outlined the direction of technological cooperation, namely: we will work together to increase the industrial and technological potential of Ukraine and France. We also have another important agreement today for the purchase of 55 new electric locomotives from France – a deal between Ukrainian Railways and France’s ALSTOM – and we are committed to carrying on with this line of cooperation with France. Today, we are embarking on an important and meaningful security path, and I am absolutely confident that we will achieve the results we need. Thank you, Emmanuel! Thank you, France!

I am grateful for his support for our people, and this visit in particular is an important demonstration of solidarity with Ukraine, especially after Russia’s recent massive attacks against our country. We discussed Ukraine’s movement toward membership in the European Union. We value France’s consistent support on this matter. We expect all negotiating clusters to be opened in the very near future. Special attention was paid to energy assistance and defense cooperation. Our priority is to strengthen Ukraine’s air defense and develop our own European anti-ballistic capabilities. I thank France for its support and constant attention to Ukraine’s security situation and European future.

I thank Sweden for all its support for Ukraine – for our people and for our defense. Sweden is absolutely committed to protecting life, and we value this immensely. Today, we have a new support package for Ukraine, and the most important element of it is the Swedish Gripen fighter jets, which will strengthen our air force. Overall, this year, next year, and our future cooperation are all about building Ukraine’s fleet of Swedish Gripens. This will help us guarantee the security of Ukraine and Ukrainians. Today, the Ulf Kristersson and I also discussed the details of our cooperation across all other areas. I briefed him on the situation in Ukraine – on the battlefield and in our defense against Russian strikes. We need our own European antiballistic capabilities in sufficient quantity and with sufficient strength. We will work on this, including within the NB8 format – one of our most effective formats, bringing together Ukraine, the Nordic countries, and the Baltic states. I am preparing changes across our diplomatic efforts. We need a new quality of engagement with Ukraine’s partners to ensure the implementation of our agreements on weapons supplies. The agreements reached at the leaders’ level must be implemented much faster and in full. The U.S. and our agreement on licenses for the production of Patriots. Europe and our work to develop Europe’s own anti-ballistic capabilities, as well as other projects focused specifically on defensive cooperation. Also, the support packages for Ukraine that have been announced but, as of today, have not yet been delivered in full.

During my visit to Finland, I discussed key issues of bilateral and multilateral cooperation with President Alexander Stubb Alexander Stubb. Naturally, our focus was on defense support and investment in our industry. Ukraine’s position remains unchanged: we are ready for mutually beneficial cooperation with all partners who truly help us. We also discussed security guarantees and Finland’s potential contribution, the future security architecture of Europe, our European and Euro-Atlantic integration. Today, our ministers are signing a document to launch the Civil Protection Shelter Coalition. As long as Putin continues attacking our infrastructure, we must do everything to protect our people, and we are grateful to Finland for this initiative. I also informed President Stubb on Russian disinformation regarding the situation on the Kursk front. There is no encirclement there – our troops are carrying out their missions as required for Ukraine. In Ukraine, we deeply value our relationship with Finland – a true partnership between nations and a friendship between people. During our meeting today, we discussed the security situation in the Middle East and the Gulf, as well as key challenges and security opportunities. We spoke about Iran’s strikes against Bahrain and other countries, as well as the situation in the Strait of Hormuz. Our country is facing similar terrorist strikes almost every day, and our people have relevant experience in full-scale defense. Ukraine is ready to share this security expertise with Bahrain and help strengthen the protection of life. I proposed signing a Drone Deal and scaling up cooperation with Bahrain, and we agreed that our teams will work out the details. We paid particular attention to the development of bilateral economic relations and partnership in agricultural production. I informed His Majesty about the situation in Ukraine and diplomatic work to achieve a dignified peace. We also raised the issue of opening embassies in each other’s countries. Our cooperation holds significant potential across many dimensions, and we must make sure to realize it. Thank you.

The United Kingdom has always stood with Ukraine and continues to do so. And we value that immensely. Thank you, Keir Starmer. Thank you to your team and to all the people of the United Kingdom. I awarded Keir the Order of Freedom in recognition of his personal leadership and support for our people. Prime Minister Starmer and I have had dozens of meetings, conversations, and decisions together. Today marks Keir's fourth visit to Ukraine as Prime Minister. Altogether, we've had 46 official meetings and calls alone – at least two every month. I am grateful for all the support provided to Ukraine during this time. Today, Keir and I discussed the key issues regarding the front line, our long-range operations, and our mid-range strikes. Ukraine has achieved significant success in these areas, and we will continue applying every form of such pressure on Russia to bring this war to an end and achieve a dignified peace. We will, of course, continue coordinating closely with our British friends.

I accepted the letters of credence of the newly appointed ambassadors of Oman, North Macedonia, the United Arab Emirates, the Netherlands, and France. I briefed the diplomats on Russia’s strike last night – it involved a lot of ballistic missiles and, unfortunately, casualties. Even as we spoke with the ambassadors, Russia continued striking our cities and communities. In these circumstances, air defense remains our unwavering priority. Everyone who can help – whether with packages of missiles or work on anti-ballistic defense – is directly helping to protect lives. A good, productive meeting with UK Prime Minister Keir Starmer. We continue to coordinate our positions. Yesterday, together with all our partners, and today in a bilateral format, we discussed expectations for the meeting in Alaska and possible prospects. We also discussed in considerable detail the security guarantees that can make peace truly durable if the United States succeeds in pressing Russia to stop the killings and engage in genuine, substantive diplomacy. It is important that, within the framework of the Coalition of the Willing, we should all be able to achieve effective formats for security cooperation. We also discussed the continuation of support programs for our army and our defense industry. Under any scenario, Ukraine will maintain its strength. Keir and I also talked about such mechanisms for weapons supplies as the PURL program, and I urged the UK to join. Of course, we also discussed our One Hundred Year Partnership Agreement. Ukraine is preparing to ratify it in August, and as a result, we will be able to hold an expanded Ukraine–UK meeting. A separate and important item on the agenda was investment in our drone production. We have significant potential to increase production volumes and urgently need financing for this. Drones play a decisive role on the frontline, and Ukraine’s capabilities to produce them are exceptional. Therefore, investment in such production can truly influence the situation at the strategic level. We are working with the UK and all our partners on this. Keir, thank you for your support!

Andrzej has stood with Ukraine since the first days of the war – always side by side, a reliable ally and a true friend. We discussed the further development of relations between our countries, the security situation in the region, and possible decisions at the EU level and in coordination with NATO partners. These months, we have been implementing significant Ukrainian-Polish agreements in the field of defense cooperation. I hope that by the end of the six-month period, we will be able to say that together we have taken a meaningful step toward strengthening our security position. Today, on Constitution Day of Ukraine, I met with a special guest of our state – the President of Poland, Andrzej Duda. Andrzej has stood with Ukraine since the first days of the war – always side by side, a reliable ally and a true friend. This is undoubtedly the level of relations we want to preserve and strengthen with Poland. President of Italy Sergio Mattarella Quirinale and I discussed the security situation in Ukraine, across our Europe, and also in the Middle East and the Gulf region. I gave an overview of our agreements with countries of the region regarding security cooperation. It is important to develop a joint protection system in Europe as well. Particular attention was given to the assistance needed for Ukraine’s energy resilience, the unblocking of the decision on the €90 billion financial package for Ukraine, the 20th package of sanctions against Russia, and the negotiation clusters on Ukraine’s accession to the European Union. I thank Italy for its help to Ukraine’s energy sector during this difficult winter. I thank the President for his unwavering, principled position in support of Ukraine and our people.

Thanks to our cooperation with all Dutch governments throughout this war, relations between our countries have already reached the level of a strategic partnership and trust. The main focus of the talks was strengthening Ukraine’s air defense, continuing the implementation of the PURL initiative, advancing diplomacy to achieve a just and dignified peace, and further deepening defense cooperation between Ukraine and the Netherlands. Thank you for your readiness to continue supporting Ukraine. We can rely on the Netherlands, and that matters. I am grateful for every expression of support for our people.
