Our meeting today with Emmanuel Macron strengthens our defense with effective, practical, and powerful elements. Agreements have been prepared – and the relevant documents are being signed today – to significantly boost our defense capabilities. Ukraine will be able to receive 100 Rafale F4 aircraft, very advanced French radars, 8 SAMP-T air defense systems with 6 launchers each, the missiles and guided bombs necessary for our defense. This is a strategic agreement that will remain in effect for 10 years, starting next year. This is a historic deal. Today, together with the President of France, we met with representatives of defense companies. We outlined the direction of technological cooperation, namely: we will work together to increase the industrial and technological potential of Ukraine and France. We also have another important agreement today for the purchase of 55 new electric locomotives from France – a deal between Ukrainian Railways and France’s ALSTOM – and we are committed to carrying on with this line of cooperation with France. We are working with all our partners on air defense for Ukraine – this is the first priority. Anti-ballistic capabilities are now in short supply globally because of the war with Iran, but we must look for solutions. We are trying to accelerate work in Europe on producing our own anti-ballistic capabilities on the continent in sufficient quantities. We will also continue engaging with the United States regarding its ability to support Ukraine. The PURL program is working, and we are grateful for that. Europe is helping us financially. But strong leadership from the United States in expanding anti-ballistic production is also urgently needed.

I am grateful to Spain for its support and for this visit – a visit that will also, in many ways, support Ukraine and, importantly, allow us to expand our cooperation: the defense industries of our countries, our defensive capabilities, and our political cooperation. This is already Ukraine’s ninth such agreement, and it is important that more and more partners are joining this format, which opens up greater opportunities for joint defense production, the exchange of expertise, and transparency in weapons exports. Together, we are building a new security architecture. I thank Denmark, and personally Mette, for this step toward strengthening our shared defense. It was with Denmark that we began joint production in Ukraine under the Danish model, and it is absolutely fair that Denmark will now have access to Ukrainian exports of weapons tested in war. Today, we also discussed with the Prime Minister Statsministeriet the strengthening of our air defense and work on European anti-ballistic defense. It is extremely important for us right now to receive Patriot missiles as quickly as possible and to jointly develop our own European capabilities to counter ballistic threats. I thank Denmark for its continued support for our people – for its defense and financial assistance, and for all its contributions to the PURL initiative.

We will present the Victory Plan—clear, concrete steps towards a just end to the war. The determination of our partners and the strengthening of Ukraine are what can stop Russian aggression. We extend our gratitude to everyone who is helping to defend our state, Europe, and the entire world.

Today, we have a new support package for Ukraine, and the most important element of it is the Swedish Gripen fighter jets, which will strengthen our air force. Overall, this year, next year, and our future cooperation are all about building Ukraine’s fleet of Swedish Gripens. This will help us guarantee the security of Ukraine and Ukrainians. Today, the Ulf Kristersson and I also discussed the details of our cooperation across all other areas. I briefed him on the situation in Ukraine – on the battlefield and in our defense against Russian strikes. We need our own European antiballistic capabilities in sufficient quantity and with sufficient strength. We will work on this, including within the NB8 format – one of our most effective formats, bringing together Ukraine, the Nordic countries, and the Baltic states. I am also grateful to Sweden for all the sanctions steps – everything that limits Russia’s capacity for aggression.

Important meetings are planned on the sidelines of the summit. All of us in the world need joint decisions and joint work so that there is more security for everyone. I held a meeting with the heads of investment funds and business associations, both Ukrainian and international. We discussed how we can expand the capabilities of our defense industry, develop new areas of cooperation, and open export platforms for weapons. We count on continued support for Ukraine. Ukraine is ready to share its expertise and technologies and to develop joint production. We are also ready to open export platforms for weapons in Europe, the United States, and other countries, provided there is proper control and protection of our technologies. I thank everyone who supports Ukraine, invests in Ukrainian intelligent strength, and enables us to keep building our joint capabilities together. I held a meeting with the heads of investment funds and business associations, both Ukrainian and international. We discussed how we can expand the capabilities of our defense industry, develop new areas of cooperation, and open export platforms for weapons. We count on continued support for Ukraine. For us, this is one of the new spheres where we can see tangible growth in cooperation and in Ukraine’s defense industry. Today, I addressed Sweden’s annual national conference "Society and Defense," one of Northern Europe’s most important security and defense events. We can see that Russia’s aggressive ambitions can be thwarted if there is sufficient strength to do so. And we can only provide such strength collectively, in solidarity, by working together to strengthen each other. Ukraine has already begun joint defense cooperation with Türkiye, Romania, Poland, and the UK. We have similar agreements with Czechia, the United States, and Germany. And, of course, our suggestion for partners is to cooperate, develop, and grow stronger together. Ukraine is and will be one of Europe’s most significant security donors. We aim for the best weapons and technology in the world for our own and our partners' security. Joint production with Sweden is a priority for us. And I am certain that the day will come when we will see the opening of the first Ukrainian-Swedish joint production in Ukraine.

Today marks a significant moment, truly historic for both our nations – France and Ukraine. Together with Emmanuel Macron, we signed a Declaration of Intent on Cooperation in the Acquisition of Defense Equipment for Ukraine. This document enables Ukraine to procure military equipment from France’s defense industrial and technological base, including 100 Rafale F4 aircraft by 2035 for Ukraine’s combat aviation, SAMP/T air-defense systems, air-defense radars, air-to-air missiles, and aerial bombs. Joint projects between our defense sectors will also begin this year – we will co-produce interceptor drones and work on developing critical technologies and components that can be integrated into Ukrainian drones. New aircraft, new reinforcements, new steps to strengthen our army and our country. I am deeply grateful to France, President Emmanuel Macron, and all the French people.

As a result of negotiations and meetings in France, we now have new decisions from France and the United States regarding Ukrainian defense. I thank our friends. There is progress in artillery, including the manufacture of 155-calibre artillery ammunition in Ukraine. A new production platform is being prepared. We will also have greater combat aviation and electronic warfare capabilities. I am grateful to France and President Macron for taking the initiative and supporting our proposals for soldier training and brigade provision. Together, we are laying a new, systemic foundation for the training of Ukrainian army units. We maintain active communication with all of our partners at all levels. The first Peace Summit will take place in just a week. There will also be important meetings and talks with European leaders to strengthen our resilience and protection against Russian terror. We have already reached agreements with partners on additional air defense systems for Ukraine. Some will come to fruition sooner, while others will materialize closer to the autumn. I am grateful to every leader and state that practically supports us. New security agreements for Ukraine are also almost prepared. These are the months for making strategic decisions. In May, our battlefield capabilities were expanded, including long-range ones. In June, our diplomacy and strategic perspectives should be strengthened, and everything possible should be done to bring a just peace closer and to strengthen Ukrainian society.

The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.
