Ignorance within the Council, whether feigned or genuine, is hurting efforts to restore peace in the DRC. Good news: Rwanda has a remedy for whichever form of ignorance some Security Council members may be suffering from. The U.S. representative should consider reminding everyone that Secretary of State Marco Rubio , and U.S. Senior Advisor for Arab and African Affairs Massad Boulos worked tirelessly under the leadership of President Donald Trump to broker a peace agreement between the DRC and Rwanda. That agreement must be respected. This means that no one should again demand that Rwanda lift its defensive measures before President Tshisekedi fulfils his commitments, namely, the neutralisation of the FDLR and its affiliated armed groups.

But Western countries warn that if Rwanda does it, it will be sanctioned! #DRC #USA Ms. Sarah Troutman (Deputy Assistant Secretary for African Affairs in DC) is answering questions from Congresswomen and -men at the hearing on the Peace Process in the DRC and the Strategic Partnership Agreement between the DRC and Rwanda. We are surprised to hear Ms. Troutman say that they have been working with civil society on the ground, while the Catholic Church (via CENCO-ECC) and other major civil society organizations have not been included in this process from the outset. Civil society organizations from conflict-affected areas are also not involved in this process. This is the major reason why the peace deal brokered by the USA has not brought peace to eastern DRC. For the DRC Peace Agreement and the Strategic Partnership Agreement with both the USA and Rwanda to be effective and meaningful, the Congolese population at the forefront of the conflicts must be involved in all stages of the process. The government of F. Tshisekedi must respect the Constitution of the DRC and not bypass parliament. We can start there !
