These individuals are Russian nationals with backgrounds in the military, law enforcement, or private military structures such as the Wagner Group. According to intelligence sources, they are affiliated with Moran Security, a security company with close ties to Russia’s security and intelligence agencies. Many vessels from the "shadow fleet" operate in the Baltic Sea, where Russia borders several NATO member states. Dressed in Russian Navy camouflage uniforms, Russian nationals are monitoring European military facilities and photographing infrastructure. Experts view this as an element of Moscow’s hybrid warfare. "Russia is testing us in the gray zone with tactics that are just below the threshold of war, such as drones buzzing airports and bases, aggressive activity in our seas above and below the waves," the UK’s foreign intelligence chief, Blaise Metreweli, said.

Russian shadow fleet not just allows Russia to earn money for its war on Ukraine but is also an environmental catastrophe waiting to happen. In a September video by Yle. fi, experts explain that about 70% of the tankers used in the Russian shadow fleet are at least 15 years old. They do not go through proper servicing which increases the risk of technical issues and malfunctions. A lot of these vessels have been blacklisted in the first place because their condition is so bad (meaning they are not allowed to sail) but they still continue voyaging through the Gulf of Finland, for example. Many of them sail under the jurisdictions of different countries, which makes them harder to track. The risk of an oil spill is getting more and more likely - and the shadow vessels carry tens of thousands tons of oil. The environmental disaster that would follow would have an unprecedented scale. It will affect all forms of wildlife and sea life, destroy the business of fishermen and coastal tourism for years, if not decades. Its aftermath for the environment would be indescribable, and the costs to mitigate such a disaster will be exorbitant. Since Russian shadow fleet tankers mostly don't have proper insurance, there is very little chance that any payments will follow that will cover the costs. These expenses will have to be borne by the country/countries near which this will happen, combined with future economic losses caused by damage to the environment. Moreover, Russian shadow fleet tankers are an extra burden for the coast guards as they have to check more vessels (again, many of them are in very poor condition) and have extra training, working on scenarios of possible environmental disasters. According to experts quoted by Yle. fi, from January 2022 to August 2024, 380 million tons of Russian oil and other petroleum products went through the Gulf of Finland, earning Russia more than $220 billion for the war in Ukraine. "The threat from Russia against all of us is real and it is serious," - Prime Minister of Denmark Mette Frederiksen. "Putin is talking about peace during the day and bombing at night. We see a more aggressive Russia approach in the Baltic Sea region. It is assessed by the Danish Defense Intelligence Service that Russia sees itself in conflict with the West and is preparing for war against NATO. It is therefore crucial that we take bold and necessary decisions at the NATO Summit in The Hague in only three weeks from now. We need to invest massively in our collective security, all of us," Prime Minister Mette Frederiksen said during a summit in Vilnius. She also called for continued support for Ukraine and for stronger sanctions against Russia. "We need to continue our strong and steadfast support for Ukraine's brave fight for freedom. We have to donate what is needed on the battlefield. We have to provide more financing for arms production directly going into Ukraine. We already have a mechanism that works. We have to implement stronger sanctions against Russia. It goes for the shadow fleet. Recently, we listed almost 200 additional vessels from the Russian shadow fleet. But more have to come against the shadow fleet, against Russian banks, financial sector. We have to end any remaining dependency on Russian energy, including oil, gas and nuclear energy. And to add one more thing – lower the oil cap," she said.

Ukraine is not hitting these targets for battlefield reasons. The timing has never been a coincidence.

So apparently, Russia is so weak but about to invade Europe/NATO any moment now.

The issue of the Russian shadow fleet in European waters is an issue for the EU and wider Europe. It's about internal legislation – changes to the law to enable confiscation of Russian oil after the sanctioned tankers are stopped. Not to let them go free in three or five days after a court decision. They lose almost nothing in most cases, only a little bit, because they were stopped for a few days. That's why we need confiscation. We don't need Russian oil and don't want to make money from it. But we don't want the Russians to make money, because they will use this revenue for the war – on the battlefield against us. From an interview with The Independent (1/3)

Every one of these tankers must be sanctioned, and it’s essential to protect not only European ports from their operations. The consequences of their actions are evident: the catastrophe in the Black Sea, with fuel oil polluting shores. Russia is using vessels that are dangerously outdated—some over 50 years old—willing to deploy anything to keep their profits flowing. This isn’t just a financial threat fueling the war; it’s an ecological disaster. No sea—whether the Black, Azov, Baltic, or North Sea—deserves the devastation caused by Russia’s reckless actions. Right now, the fuel oil in the Black Sea has become a problem for the people themselves, while Putin does nothing, focusing instead on his crumbling rusty Oreshnik and other madness. We must do everything possible to force Russia into real peace and accountability for everything he has done. I am grateful to everyone who helps us in this effort.
