They're called Mud Daubers. Had one live on my property for a few years. They are extremely docile and they prey on poisonous spiders. It used to fly up to me and sit at head height and just stare at me for like 20 seconds. Dont mistake them for wasps, they are non aggressive.

These are called mud daubers, they are a wasp but, not the asshole kind. They rarely attack people and when you see the scouts they are hunting spiders right around late July in north eastern United States.

And they do actually sing while they work - seen them up close!
