My Statement on Conditions for the Use of Firearms by Police Officers I have seen debates, reactions, and expressions regarding my recent statement on the use of firearms by police officers. My statement was made contextually and consciously with clarity of mind based on the express provisions of the law. No leader, scholar, jurist, journalist, blogger, or opinion shaper has challenged me on the law. At my age, position, and experience, I cannot utter statements that are not supported by the Constitution and the law. Throughout my career, I have never, in my conduct or utterances, found myself on the wrong side of the law. Indeed the Sixth Schedule of the National Police Service Act, in Paragraph B(1), provides the conditions for use of firearms by the Police as follows: 1.Protecting the lives of officers or civilians 2.Self-defense against imminent threats of death or serious injury protection through justified force 4.Preventing the escape of felony suspects from lawful custody I ask all those who are spreading misinformation, disinformation, and fake news to challenge me on the law. Those who are saying I issued an order to the police should show where the order is. A mere restatement of the law as it exists cannot amount to giving an order to the police. The Police are mandated by law to operate within the constitutional framework, the statutes, and the departmental standing orders. In any case, I have no constitutional powers to give such orders; instead, I have a duty to support the police and to formulate policy recommendations to aid the application of law in the enforcement of law and order. Our police officers who are attacked by robbers, rioters, and arsonists—who have torched police stations, stolen rifles, burnt suspects alive, and burnt property worth millions of shillings, including courts —cannot be left helpless when they have been given the authority by the Constitution and the law to defend themselves, the citizens, and their property. The law is in black and white.

El Paso PD Finds Use of Force Lawful in Resisting Arrest Incident On April 1, 2026, in Central El Paso, Texas, El Paso police officers executed an arrest warrant at a house in the 600 block of East Rio Grande Avenue for 28-year-old Kelcee Renee Hufford. She faced charges of assault causing bodily injury involving family violence, stemming from a dispute with her roommate over rent on March 31. A cellphone video recorded by Hufford’s mother, which went viral on social media around April 3, showed a chaotic scene inside the home. Officers attempted to handcuff Hufford as she resisted. One officer delivered a closed-fist punch to her face while she was pinned down. Hufford continued struggling before officers subdued and arrested her. She was booked into the El Paso County Detention Facility on family violence/assault and resisting arrest charges with bonds set at $3,000 and $1,000, respectively. Hufford was released the same day on a personal recognizance bond. The El Paso Police Department initially acknowledged the video in a statement, noting that force was used during the apprehension and that the Internal Affairs Division would review the incident per policy. On April 10, 2026, Chief Peter Pacillas held a press conference at police headquarters in Central El Paso. He stated that Internal Affairs and a Use of Force Discipline Review Board (six officers and six civilians) investigated and determined the officers’ actions, including the punch, were within department policy and the law. Chief Pacillas supported his officers, saying the punch constituted a justified use of force against active resistance during a violent offense warrant. “The officer acted within the law and policy... that’s what I expect my officers to do,” he added, emphasizing that resistance turns the encounter into a fight regardless of the suspect’s gender or size. #ElPasoPD #ElPasoArrest #CentralElPaso #UseOfForce #ViralArrestVideo #ChiefPacillas #FamilyViolence #ResistingArrest #ElPasoPolice #police #cops #crime #policia #polizei

VIDEO: Woman who threw speeding ticket toward Hurst Police officer brings complaint to city council FOX 4 NEWS ... HURST, Texas - A Hurst woman and the local police department are telling different sides of a story involving a traffic stop and a thrown speeding ticket. On Jan. 16, Taneisha Thompson was stopped by a Hurst police officer after allegedly speeding in a school zone. Hurst Police released body camera footage of the incident on Tuesday. In the video, an officer issues Thompson a traffic citation after a brief conversation. Thompson is seen throwing the ticket back at the officer, who then placed Thompson under arrest with the help of another officer. Officers pulled Thompson out of her car and onto the ground before arresting her. Thompson's child was present in the passenger seat of the vehicle at the time of the incident. Thompson has hired civil rights attorney Lee Merritt as she considers legal action against the Hurst Police Department. She says she suffered a black eye, a lip injury that required stitches and several bruises on her body from the incident. Thompson read a statement to reporters on Tuesday evening during a press conference before sharing her story with Hurst City Council. "I am here today because this is bigger than me—this is about all of us. It is about ensuring de-escalation, about prioritizing the safety of every citizen, so that no one else endures what I did. I am deeply grateful for all the support I have received from around the world—this is a call for justice, for humanity, and for safety. I will not be silenced," part of Thompson's statement read. Merritt answered questions during the presser. When asked about Thompson's throwing of the ticket, Merritt said: "I tell my clients, I tell the public in general, it’s not best to litigate a case on the side of the road. If you’re upset about a police encounter, hold your peace, hire an attorney, file a complaint with the police department later." He also stated: "I let the public know, just because this is the law, that you actually have every right to be rude to law enforcement. Not best practice, but you have every right to be rude." Hurst Police are standing by the officer. "Corporal Morgan acted in full accordance with the law and with our department’s policies and the department stands firmly behind his actions," Hurst Police Chief Billy Keadle said. The department conducted an investigation into the incident after Thompson filed a formal complaint claiming excessive use of force. The investigation determined the claims were unfounded. Alex del Carmen, a criminologist at Tarleton State University, viewed the footage and said the officer's actions were lawful. "What I said after reviewing the entire footage was that the woman was very disrespectful of the office during the entire exchange. Further, that the officer, up to the point of handing the ticket to her, was very respectful, professional and showed restraint," del Carmen said. "However, when the woman threw the citation out the window, the officer had the choice of either giving her another citation for loitering, ignoring it, or asking another officer to step in. Instead, he chose to issue a verbal command for the woman to get out of the vehicle, and she refused." "At that point, the officer used physical force. Although this was awful, it is lawful, for the woman refused to get out of the vehicle and ignored the officer’s commands."

A teen who was assaulted and slammed by a Warren police officer during booking has filed a $50 million lawsuit. The lawsuit was filed this week by Fieger Law. Matthew Rodriguez, 48, an officer with 14 years on the force, was charged Friday with assault and battery charges. Warren police announced Monday that he had been fired According to the lawsuit, the teen suffered physical and mental damage due to excessive force, and the city of Warren failed to properly train the officer. "Officer Matthew, with the specific intent to intimidate and/or harass Plaintiff, as a result of his race and/or ethnicity, caused physical contact with Plaintiff by striking him in the head and/or face with a fist and pulling him off the ground by his hair," the lawsuit reads. The lawsuit also says that the two other officers in the video failed to intervene and help the teen. “This is one of the most flagrant cases of police misconduct I’ve seen in my entire career as a trial attorney. The sheer violence and disregard for human life that these three officers showed is despicable and cannot be tolerated," said James Harrington of Fieger Law. The incident happened early this week at the Warren police department. The video shows the officer punching and grabbing the 19-year-old by his locs before slamming & launching him into his cell. Warren Police Commissioner Bill Dwyer says an investigation was launched after the two officers in the video stepped up and told a supervisor about the incident. One officer was telling Rodriguez "That's enough" multiple times in an attempt to make the officer stop, Dwyer said. At first, they did not know why the officer was attacking him. Within a week, the officer was arrested, charged, and put on unpaid administrative leave, said Dwyer. The officer in the video also was out of policy and was not wearing bodycam. The officer has a lengthy history of alleged accessive force. He currently has two pending lawsuits.

🚨BREAKING NEWS🚨 I have it from credible anonymous sources that NYS Attorney General Tish James Office is interfering in the investigation of the NYPD shooting death of Win Rozario. Here are the facts: • NYPD Force Investigation Division investigated the shooting and cleared NYPD Officers Alongi & Cianfrocco, deeming it a justified shooting. • Queens District Attorney Melinda Katz Officer investigated the incident and found no criminality on the officers part. • NYC CCRB investigators reviewed the incident and found the officers did NOTHING wrong. • The CCRB’s board then in an eyebrow raising decision disagreed with their own investigators and are calling for the officers to be TERMINATED. • Jessica S. Tisch Jessica Tisch then informs the NYPD to move forward with a Department trial while the officers are still awaiting the results of their 3rd separate criminal investigation from NYS Attorney General’s Office. • After being cleared criminally 2x’s from both the NYPD and the Queens District Attorney’s office these officers are still facing potential criminal charges from the NYS AG’s Office as well as now administrative for the charges from the CCRB board. The NYPD is facing immense political pressure to fire these officers. I am now being told that the NYS Attorney General’s Office concluded their investigation months ago and the investigators at the NYS AG’s office cleared these officers of any criminality but the leadership of the AG’s office is not happy with that result and is seeking to go against the determination of their own investigators and charge these officers criminally. If what I am being told is true it is more than likely that the AG’s office also pressured the CCRB board to against the determination of their own investigators to achieve a political goal. Two NYPD officers, freedom & career are being sacrificed to appease the anti police mob and it’s the states top law enforcement official who is doing it. The NYS AG’s must release the results of the original investigation NOW and end this witch hunt. You can view the officers body camera here President Donald J.
