The Police are mandated by law to operate within the constitutional framework, the statutes, and the departmental standing orders. In any case, I have no constitutional powers to give such orders; instead, I have a duty to support the police and to formulate policy recommendations to aid the application of law in the enforcement of law and order. Our police officers who are attacked by robbers, rioters, and arsonists—who have torched police stations, stolen rifles, burnt suspects alive, and burnt property worth millions of shillings, including courts —cannot be left helpless when they have been given the authority by the Constitution and the law to defend themselves, the citizens, and their property. The law is in black and white.

VIDEO: Woman who threw speeding ticket toward Hurst Police officer brings complaint to city council FOX 4 NEWS ... HURST, Texas - A Hurst woman and the local police department are telling different sides of a story involving a traffic stop and a thrown speeding ticket. On Jan. 16, Taneisha Thompson was stopped by a Hurst police officer after allegedly speeding in a school zone. Hurst Police released body camera footage of the incident on Tuesday. In the video, an officer issues Thompson a traffic citation after a brief conversation. Thompson is seen throwing the ticket back at the officer, who then placed Thompson under arrest with the help of another officer. Officers pulled Thompson out of her car and onto the ground before arresting her. Thompson's child was present in the passenger seat of the vehicle at the time of the incident. Thompson has hired civil rights attorney Lee Merritt as she considers legal action against the Hurst Police Department. She says she suffered a black eye, a lip injury that required stitches and several bruises on her body from the incident. Thompson read a statement to reporters on Tuesday evening during a press conference before sharing her story with Hurst City Council. "I am here today because this is bigger than me—this is about all of us. It is about ensuring de-escalation, about prioritizing the safety of every citizen, so that no one else endures what I did. I am deeply grateful for all the support I have received from around the world—this is a call for justice, for humanity, and for safety. I will not be silenced," part of Thompson's statement read. Merritt answered questions during the presser. When asked about Thompson's throwing of the ticket, Merritt said: "I tell my clients, I tell the public in general, it’s not best to litigate a case on the side of the road. If you’re upset about a police encounter, hold your peace, hire an attorney, file a complaint with the police department later." He also stated: "I let the public know, just because this is the law, that you actually have every right to be rude to law enforcement. Not best practice, but you have every right to be rude." Hurst Police are standing by the officer. "Corporal Morgan acted in full accordance with the law and with our department’s policies and the department stands firmly behind his actions," Hurst Police Chief Billy Keadle said. The department conducted an investigation into the incident after Thompson filed a formal complaint claiming excessive use of force. The investigation determined the claims were unfounded. Alex del Carmen, a criminologist at Tarleton State University, viewed the footage and said the officer's actions were lawful. "What I said after reviewing the entire footage was that the woman was very disrespectful of the office during the entire exchange. Further, that the officer, up to the point of handing the ticket to her, was very respectful, professional and showed restraint," del Carmen said. "However, when the woman threw the citation out the window, the officer had the choice of either giving her another citation for loitering, ignoring it, or asking another officer to step in. Instead, he chose to issue a verbal command for the woman to get out of the vehicle, and she refused." "At that point, the officer used physical force. Although this was awful, it is lawful, for the woman refused to get out of the vehicle and ignored the officer’s commands."

ICE agents smashed a car window with an axe and forcibly removed 29-year-old Juan Francisco-Mendez, a Guatemalan man who has no criminal record and who was awaiting his final documentation to solidify his asylum status. His attorney says he is not the man the agents were looking for. Francisco-Mendez's wife, who recorded the incident, said it was terrifying to see ICE agents smash her husband's window and forcibly grab him in front of her.When agents approached Francisco-Mendez in his car, they were asking for a man by the name of Antonio, a person who used to live in his building, according to his attorney. Last week, APD officers tracking a stolen vehicle were attacked by several minor-aged criminal offenders. More than 20 rounds of gunfire were fired at our officers, prompting a multi-jurisdictional pursuit that traveled through portions of Aurora and Denver. Today, we are sharing some of the body-worn camera video from the incident. The Aurora Police Department commends the actions of our officers, as well as our partners from the Denver Police Department, who displayed the utmost poise and professionalism while responding without hesitation to a violent and life-threatening situation. Ultimately, four teenage suspects were taken into custody without a use of force. Several firearms believed to be used in the attack on our officers were also recovered. The suspects, aged 15 and 16, are not being identified because they are minors. A teen who was assaulted and slammed by a Warren police officer during booking has filed a $50 million lawsuit. The lawsuit was filed this week by Fieger Law. Matthew Rodriguez, 48, an officer with 14 years on the force, was charged Friday with assault and battery charges. Warren police announced Monday that he had been fired According to the lawsuit, the teen suffered physical and mental damage due to excessive force, and the city of Warren failed to properly train the officer. "Officer Matthew, with the specific intent to intimidate and/or harass Plaintiff, as a result of his race and/or ethnicity, caused physical contact with Plaintiff by striking him in the head and/or face with a fist and pulling him off the ground by his hair," the lawsuit reads. The lawsuit also says that the two other officers in the video failed to intervene and help the teen. “This is one of the most flagrant cases of police misconduct I’ve seen in my entire career as a trial attorney. The sheer violence and disregard for human life that these three officers showed is despicable and cannot be tolerated," said James Harrington of Fieger Law. The incident happened early this week at the Warren police department. The video shows the officer punching and grabbing the 19-year-old by his locs before slamming & launching him into his cell. Warren Police Commissioner Bill Dwyer says an investigation was launched after the two officers in the video stepped up and told a supervisor about the incident. One officer was telling Rodriguez "That's enough" multiple times in an attempt to make the officer stop, Dwyer said. At first, they did not know why the officer was attacking him. Within a week, the officer was arrested, charged, and put on unpaid administrative leave, said Dwyer. The officer in the video also was out of policy and was not wearing bodycam. The officer has a lengthy history of alleged accessive force. He currently has two pending lawsuits.

Bodycam Released: Columbus officers use “controversial” leg sweep on woman walking backward during high-risk Facebook dispute call Columbus police responded to a report of two women trying to kick in an apartment door and threatening to shoot the occupant over a Facebook argument. Both women were charged with aggravated menacing. The Fraternal Order of Police says the leg sweep is a trained and approved low-level use of force technique. Officers are supposed to be trained to use only the amount of force that is reasonably necessary to make an arrest or protect life — not to break people’s arms, shoot them, or kill them when there is no immediate threat. When a person is unarmed and not posing a clear danger, the law does not give officers a blank check to use extreme, injuring force; that kind of conduct can violate both department policy and the Constitution. In a situation like this, the focus should be on why de‑escalation and safer control techniques were not used, and why an arrest ended with a serious injury instead of a safe resolution.

•Gauteng Traffic Officer faces criminal charges following heated confrontation with Ekurhuleni Metro Police A police officer from the Gauteng Traffic Police is facing criminal charges after being captured on cell phone video during a heated argument with Ekurhuleni metro police officers. Upon arriving at the scene, the Gauteng Traffic officer started insulting the officers and interfering with the duties of the metro police in Ekurhuleni.
